Kuwaiti envoy takes up post in Baghdad after 18 years
Eighteen years after ****uted dictator Saddam Hussein invaded Kuwait, the Gulf emirate's envoy presented his credentials to Iraq's new Shiite government Wednesday, promising to "forget the past."
"The political leaders of the two countries have decided to forget the past and build good relations between them," Ali al-Momen said at a media conference with Iraqi Foreign Minister Hoshyar Zebari.
Kuwait has claimed damages from Iraq for the August 1990 invasion and the following seven-month occupation by Saddam's forces, which were expelled in 1991 by a US-led coalition.
The two oil-rich neighbours have yet to settle a number of issues related to debt and war compensation estimated at tens of billions of dollars.
"This (debt) subject needs more time and decisions and is in the hands of the Kuwaiti leaders," Momen said, but added that Kuwait is "open for Iraqis in all sectors but needs time to set up regulations."
Since the war with Saddam, Iraqis have been banned from entering Kuwait.
Baghdad is required to pay five percent of its oil revenue into a fund created by the UN Security Council as compensation for war damages linked to the invasion and occupation.
Saddam was toppled after the 2003 US-led invasion of Iraq and ****uted for crimes against humanity in December 2006.
Washington has been pushing its Sunni Arab allies to re-establish ambassadorial ties with Baghdad as a counterweight to Shiite Iran.
Earlier this month ambassadors of Bahrain, Jordan and Syria began working in Baghdad while a UAE envoy last month became the first Arab ambassador to be stationed in Iraq in two years.

There is still a button or two
Well...
this is just a speculative approach, but I understand what probably is going on, with the global economy at the fundamental level. (really?) OLD Southern America (and those all over the US like that America )has been put under duress ! For that one!. The one that all other countries more or less, desire to embrace,as the leader of the empire.
Removed...only after a forced election, (duress) a of a us leader is cemented one way or the other.
Who would be architech of this expensive move that cost, human lives, human life, and the life most live and depend on. Those who had much less materially or monetarily were in the safest place...hmmmm? So who would promote activity that would destroy those who thought that things, money etc. would make one secure?
The eyes of many will be opened after the US election.
I can't wait until this investment reaches it designed level one way or the other.
pms are welcome !

Iraq blasts US military chief over pact warning
Iraq on Wednesday blasted US military chief Michael Mullen for sounding a warning to its leadership over delays in the signing of the controversial security deal with Washington.
Mullen on Tuesday said that if Baghdad delayed signing the deal beyond the current UN mandate that ends on December 31, its security forces "will not be ready to provide for their security." "And in that regard there is great potential for losses of significant consequence."
His comments were "not welcomed" by Iraq, said government spokesman Ali al-Dabbagh. "The Iraqi government is deeply concerned by the statement of Admiral Michael Mullen," Dabbagh said in a statement.
"Such a statement is not welcomed by Iraq. All Iraqis and their political entities are aware of their responsibilities and are assessing whether to sign the deal or not in a way that it is suitable to them.
"It is not correct to force Iraqis into making a choice and it is not appropriate to talk with the Iraqis in this way."
Despite Mullen's warning, the Iraqi cabinet decided to seek changes in the pact that is aimed at determining the presence of American troops in the country beyond 2008 when the UN mandate ends.
Admiral Mullen, the chairman of the Joint Chiefs of Staff, had also charged that Iran was working hard to scuttle the passage of the so-called Status of Forces Agreement, or SOFA.
"We are clearly running out of time," said Mullen.
US Secretary of Defence Robert Gates later Tuesday echoed Mullen, warning of "pretty dramatic" consequences of not clinching an accord. "The consequences of not having a SOFA and of not having a renewed UN authorisation are pretty dramatic in terms of consequences for our actions," Gates said in Washington.
The agreement calls for a withdrawal of US combat forces from Iraq by the end of 2011 and includes US concessions on jurisdiction over US troops accused of serious crimes while off duty or off base. But the agreement has ignited fierce debate in Iraq with radical Shiite cleric Moqtada Sadr leading protests against it.
