    Iraq, Kuwait may sign free trade agreement

    Iraqi Deputy Prime Minister Burham Saleh and the new Kuwaiti Ambassador in Baghdad Ali Al-Momen yesterday discussed the possibility of setting up a joint free trade zone.     Diwaniya refinery opens in 2 weeks

    The al-Diwaniya oil refinery will be inaugurated within the next couple of weeks with a capacity of 10,000 barrels per day (pbd) for each of its two units, according to a statement by the National Information Center on Sunday.

    "The project comprises two units: the first one was completed by 100 percent while work on the second reached 50 percent, with a total production capacity of 10,000 bpd for each unit," read the statement as received by Aswat al-Iraq.

    The Diwaniya refinery produces oil and gas oil and the crude that produces benzene, it added.

    US-Iraq pact and sovereignty

    It seems that the Iraqi leaders have not yet paid much heed to the importance of the security agreement for US. The Americans feel that some Iraqi leaders have been deliberately hindering the negotiations.

    They make use of Iraqi sovereignty issue as a pretext to show their reluctant. But the excuse of sovereignty is not so unyielding, because the leaders who have the sovereignty excuse are the same leaders who cooperated with the U.S and assumed high posts thanks to "invaders" or had their role in supporting the U.S. agenda.

    The Americans in the ongoing negotiations sought to avoid the pretext of considering the deal an infringement on national sovereignty and retreated from most part of their demands. This move has stimulated further opposition from a number of critics in their attempts to cancel the agreement.

    Among the fractions, the Shias are the most uncompromising and each time they take a different position in this regard.

    Shias must know that all that they achieved since 2003 were through American support and whenever the Americans want they can strip them from all these achievements and earnestly turning to the Sunnis.

    The current American administration feels that some sides inside and outside Iraq are coupling the passing of the pact with the American elections aiming at creating a circumstance that would be in the best interest of Obama.

    The Americans also are not willing to return to the Security Council to extend the US troop presence in Iraq, because they are uncertain that they could get the approval of the Russians, especially since the emergence of the Georgian crisis as the US - Russian relations go through a very ill-starred stage.

    The agreement has a lot of advantage for Iraq and expected to prevent any kind of internal and external threats over the coming three years. This move itself will be a vital one and the American will be able to promote their plan for another three years for balancing their interests. The agreement serves the interests of Iraq more than that of the American. But if they failed to sign the agreement, then no one could ever compensate the damages that will face Iraq and the situation may reach the extent of some dramatic changes that no one ever foreseen.

    Surge in dollar demand in CBI auction

    Demand for the dollar was remarkably higher at the Central Bank of Iraq (CBI) auction on Monday, registering at $221.33 million, compared to $68.86 million in the previous session.

    “The demand hit $60.33 million in cash, covered by the bank at an exchange rate of 1,179 Iraqi dinars per dollar; and $161 million in foreign transfers outside the country at an exchange rate of 1,176 Iraqi dinars per dollar,” according to a release issued by the CBI.

    None of the 13 banks that participated in the session offered to sell dollars.

    The Central Bank of Iraq runs a daily auction from Sunday to Thursday.
