Iraq unlikely to return to OPEC's production target system for several years
Shukri Ghanem a Senior Oil Official in Libya, member in OPEC said on Tuesday Iraq was unlikely to return to OPEC's production target system for several years unless it returns to production of 4 million barrels per day or so. Unlike OPEC's 11 other members, Iraq, which desperately needs investment to boost output and repair infrastructure damaged by decades of sanctions, war and neglect.

Fuad Hussein makes statement on UNAMI recent report
Concerning the UNAMI recent report on the disputable areas, Dr. Fuad Hussein Chief of Staff to the Kurdistan Region Presidency made a speech in which saying, “With the release of the UNAMI report by Special UN Envoy to Iraq Staffan de Mistura on the disputed areas, a special committee to study the report was formed according to an order by the President of Kurdistan Region Massoud Barzani.”
Following intensive discussion on the report under multilateral study, President Barzani sent a message to Mistura in which stressing the need for sustaining the Iraqi constitutional principles about the disputable areas.
Regarding this, Dr. Hussein said, “the message generally includes 3 points which are confirming the need for upholding the Iraqi constitution and Article 140 that is considered as the back bone for resolving the suspended issues.”
Talks between Baghdad and Erbil will become the real framework to tackle the issues provided that there should be strict adherence to constitutional principles, President Barzani also reaffirmed.
The Kurdistan Region special committee is sending an intensive reply to Mistura soon, the message concluded.

Kuwaiti official: the withdrawal of the Kuwaiti ambassador in Baghdad is out of the question at all
The Foreign Ministry Undersecretary Khaled Al-Jarallah, Kuwait is not that of the State of Kuwait crisis with Iraq but with some sounds, and media services in Iraq, which does not want good for Iraq and Kuwait.
Al-Jarallah said in an interview with Kuwait T.elevision that "the withdrawal of the Kuwaiti ambassador in Baghdad is out of the question at all."
Indicating that Kuwait is confident that things will calm and to trust the wisdom of the leadership in both countries, adding that contacts with the Iraqi side had not been interrupted and is continuing.

The head of parliament's foreign affairs committee of Kuwait Al-Ahmad Al-Marzouk Al-Ghanim asked him to convey this message to his fellow deputies.
For his part, Iraqi government spokesman Ali al-Dabbagh to the Middle East, the Iraqi government would not comment or release any statement about the alleged statements made to the Minister of Defense of Kuwait.
He pointed out that the question of the mutual release statements would not serve the parties will resolve the outstanding issues between them and the best thing you can do now is to resort to calm and rely on dialogue rather than escalate the situation.
Dabbagh revealed that efforts are now focused in order to activate the dialogue between Iraq and Kuwait on a number of topics that we hope that both parties to reach compromise solutions have to end all outstanding issues.

Government sources said the Iraqi and Kuwaiti governments have agreed to settle their dispute through diplomacy.
The source, who spoke on condition of anonymity for the life of Iraq and Kuwait have agreed to resolve the outstanding issues, particularly the debt issue through diplomacy.
He said, adding that Iraq refuses to renege on its international obligations and it seems that the Kuwaiti brothers understood the movements of Iraq to get out of the seventh item in the wrong, which pushed them to a counter-reaction.
The source stressed that the Iraqi government take the issue of the outstanding issues between the two countries, special attention and encourages the committee formed for that purpose to act according to diplomatic channels to resolve those files.

CBI sells $739 million this week
Demand for the dollar decreased in the Central Bank of Iraq (CBI) auctions this week, hitting $739.873 million at a stable exchange rate for the 19th week in a row, compared to last week’s $787.615 million.
“The demand hit $206.890 million in cash, compared to $266.900 million last week, covered by the bank at an exchange rate of ID1,176, while foreign transfers outside the country registered $532.983 million compared to last week’s $520.715 million, covered at an exchange rate of ID1,173,” according to a CBI news bulletin received by Aswat al-Iraq news agency.
None of the banks that participated in this week’s sessions offered to sell dollars.

Laws must be amended prior to privatization of govt. banks – MP
A lawmaker from the Kurdistan Alliance (KA) bloc said on Friday that the parliament has to enact some legislations and amend others prior to the privatization of government banks.
“The non-government banks currently operating in Iraq are suffering from the lack of legislations and that is why we can not call for privatizing government banks before completing the legal framework of banks activities in general,” Sami al-Atroushi, a member of the Iraqi parliament’s financial committee, told Aswat al-Iraq news agency.
“The government banks are still subject to the amended law of 1998 on public enterprises, which requires their restructuring on a finance basis that is in line with their importance in the Iraqi banking sector,” said Atroushi.

Foreign Forces to withdraw from Iraq on time
The Official Spokesman of Multinational Forces in Iraq Meqdad Gibril said that the USA and the Multinational forces are completely engaged as to the withdrawal from the Iraqi cities according to the security agreement signed between the two countries. Gibril said in a statement to Radi Nawa that the US forces cannot stay in the cities but if the Iraqi government asked them to do so.

Iraq Parliament interrogates Oil Minister
As more than 100 Iraqi Parliament members signed a request to interrogate the Minister of Oil Hussein Al Shahristani in ordr to talk over the causes of deterioration of oil Production and oil smuggling issue. The Iraqi Minister of Oil is expected to be interrogated in few days.

MP calls to deal with blacklisted oil firms
Oil investment companies listed in the Iraqi Oil Ministry's blacklist should be allowed to enter the permissions second round, an Iraqi lawmaker of the Unified Iraqi Alliance (UIA) said on Thursday, referring to around 26 firms that signed oil contracts directly with the Kurdistan regional cabinet.
"I call to reconsider our stance regarding these companies," Abdilhadi al-Hassani, who is also a member of the Iraqi parliament's oil and gas committee, told Aswat al-Iraq news agency.
"This step is important to develop our oil fields and to unify our revenues," he said.
For his part, Assim Jihad, the Oil Ministry's official spokesperson, said that those companies can join the permissions second round "on the condition that they apologize, respect regulations of the Iraqi federal Oil Ministry, and being totally ready to commit to the Iraqi constitution and law."
"A similar case with a South Korean firm was solved in this way," Jihad said.
