Firms chasing Iraq oil contracts on 'level field': minister

All foreign energy companies bidding for contracts to develop Iraq's oil fields are on a "level playing field", Oil Minister Hussein al-Shahristani said on Friday.

Speaking to reporters on the sidelines of a religious conference in central Baghdad, he insisted none of the 31 companies bidding for contracts had any advantage.

"We have not selected any companies," he said.

"No company has any advantage. They are all playing the same game on a level playing field. They are all submitting their bids, their offers, at the same time."

Shahristani added that all companies that had submitted tenders have been invited to the unveiling of the list of firms selected on June 29 and 30.

Some 31 companies are competing for contracts to operate six major oilfields and two major gas fields.

According to the website iraqoilforum.com, the pre-selected firms comprise 11 Asian businesses, nine European, seven North American, two Australian and two Russian. Four companies have withdrawn from the process.

Although only eight contracts will be awarded, energy firms could join forces to develop some fields.

The new contracts would potentially increase Iraq's production levels by 1.5 million barrels per day, from the current level of 2.4 million bpd.

Although Iraq has the world's third largest proven reserves of oil after Saudi Arabia and Iran, development of the conflict-ravaged country's fields has been very slow.

ABOLHASSANI: oil and gas law to cook

Member of the Committee underscores the oil and gas parliamentary Abdul Hadi al-Hassani, said differences over the oil and gas law began to recede a result of ongoing consultations, and that the issue needed to read today's political, economic and legal completion of the interpretation of some of the language contained in the project. We had a dialogue with him:

When completed, the house approved oil and gas law?

The draft law of oil and gas will be required from the Council of Ministers with its annexes to be discussed before the House of Representatives a few days or next few weeks at the latest.

Do you overcome differences over whether the law has become available for adoption?

Limited to differences in the interpretation of article 111 of the permanent Iraqi constitution, which emphasizes the nature of the national wealth of oil and gas as the property of all Iraqis, and the investment required to properly serve all the Iraqi people. The difference today is about the terms «oil wells are in service and future oil wells», and this requires a political solution - economic as well as a dual oil expert opinion, and this matter needs to discuss the political, legal and economic at the same time, but just put the law on first reading before the House is, in my view, a step forward for approval and the completion of the interpretation of these points raised by the legal confusion.

Why do not Tokdhun the interpretation of «OPEC»?

There are definitions in the dictionary, working internationally for the oil they need to be a legal interpretation of Iraqis.

What if the parliament will discuss?

The draft law, which would be up for discussion is the same draft that was approved by the cabinet a majority of its members, and there are adjustments required after consultation with legal actors, such as the State Consultative Council, or any other jurisdiction, which take place during the debate in the House of Representatives.

Is this the law is Siwtr traded today from the distribution of some major oil fields to international oil companies, such as the fields of Chinese companies Ahdab, and another of the Russian Lukoil company as well as France's Total?

The reality of these contracts are service contracts for payment of a development of production in these fields by these companies, this is not the long-term investment contracts. There are contracts and other dual-participatory.

We need legislation to the oil and gas law to codify the nature of these contracts to Iraqi law, so should the House of Representatives and the Iraqi government to work fast to make the law and starting to develop Iraqi oil fields correctly.

Agreed on the export of oil from the fields of the Kurdistan Region Is This comes within the context of resolving differences on the law?

Kurdistan Region will be issued within the next year, 100 thousand barrels per day, when he began to export oil from Iraqi oil pipeline through the Federal Ministry of Oil, and the proceeds of the export goes to the Ministry of Finance and within the federal budget, increasing the export of oil from those fields in Iraq during the 2011 and 2013, to the extent of 430 thousand barrels a day, what is happening in practice will accelerate the adoption of the law of oil and gas.

Samira al-Moussawi: the basis for the work of the Council

Alliance bloc, MP Samira al-Moussawi said that part of the oversight in the heart of the work of the parliament and the electoral Tuwaitha had been behind the recent parliamentary vigilance we asked her:

How you're vigilant in the oversight role of Parliament after three years of absence?

Parliamentary control over the government's performance is at the heart of the work of the parliament, but must be exercised in accordance with legal standards and professional, objective and these exist internationally agreed and parliamentarians, and, unfortunately three years ago did not exercise this role in Iraq, under various pretexts.

Is Taatfiqin go with some of the parliamentarians on the weaknesses of the regulatory responsibility for the former to the presidency of the parliament?

Both. Speaker does not preclude the House does not impose on the communicating with the ministries or the performance or evaluation of the reform and so on, any choice of the Presidency of the parliament after al-Mashhadani, was not to solve the problem, and former parliament speaker did not hinder the process of oversight, it is limited to committees and members of parliament.

How do you explain this awakening in Parliament then?

I can not rule out that there are political reasons behind it such as those elections, the parliamentary Vaketl started activating the controls to move forward with the election approaching elections, and the proof that during the past three years did not make requests for evaluating the performance of ministries.
