    Investments in oil fields to start by August

    Investments in oil fields in Iraq will start by August 2009, the official spokesperson of the Iraqi Oil Ministry said Tuesday, referring that investment contracts will be admitted to the council of ministers for final approval.

    “The contracts were signed today, but the contracts are now in the preliminary stage,” Assim Jihad told Aswat al-Iraq news agency.
    “The final signature will be added to the contracts by August 2009, when the investment process will start,” he said.

    He pointed out that the contracts are valid for 20 years, and can be renewed for five more years.

    Iraq, U.S. discuss investment conference in DC

    The Iraqi deputy premier, Rafi al-Issawi, on Tuesday met the U.S. economic ambassador to Baghdad, Mark Wool, and discussed with him preparations to hold an investment conference in Washington DC soon, according to a release issued by al-Issawi’s office.

    “Al-Issawi received Wool in his office in Baghdad,” said the release received by Aswat al-Iraq news agency.

    “The meeting stressed the necessity of accelerating the process of e.xecuting the Iraq-U.S. strategic pact by starting services and construction projects,” it said.

    “The two sides also debated the preparations to hold a conference in Washington DC to discuss offers of U.S. and foreign firms to invest in Iraq,” it added.

    Oil Ministry rejects bids to invest in 2 oil fields

    The Iraqi Oil Ministry rejected bids to invest in the oil fields of By-Hassan and Missan, as the prices proposed by the bidding companies do not meet the Ministry’s prices, the oil minister said on Tuesday, explaining that the council of ministers will make the final decision in this regard.

    “The council of ministers will decide whether to accept or reject these contracts,” Hussein al-Shahrestani said in ceremonies in Baghdad attended by Aswat al-Iraq news agency.

    Concerning al-Mansuriya oil field, al-Shahrestani illuminated that his Ministry received no bids to invest in it.

    “Companies think that Diala province, where al-Mansuriya field is located, is unstable,” he said.

    Foreign firms refuse Iraq terms for oil deals

    Chinese, American, Italian, British, Dutch and South Korean oil firms were among those who on Tuesday rejected the terms laid down by the Iraqi government to work in four separate oil fields.

    China's CNOOC and Sinopec wanted 25.4 dollars per barrel extracted from the Maysan oil field but the government offered them only 2.3 dpb.
    The US energy giant ConocoPhillips, meanwhile, asked for 26.7 dollars per barrel to work in the Bai Hassan oil field but the government offered 4.0 dpb.

    The government was dealt another blow when a consortium featuring Sinopec, Italy's Eni Medio Orient SpA, America's Occidental Petroleum and South Korea's Korea Gas Corp (Kogas) withdrew from bidding for the Zubair oil field.

    It asked to be paid 4.8 dollars per barrel extracted, which was the best of four separate offers submitted to the government for the field, but the oil ministry offered to pay only two dollars per barrel.

    Five proposals for the West Qurna field also fell by the wayside, with the leading 4.0 dpb offer from ExxonMobil and Royal Dutch Shell being deemed over the odds by the government, which offered 1.9 dollars per barrel.

    Shahristani: oil licensing round for the development of a strong center of the Iraqi economy
