    Baghdad mayor agrees with WB on increasing allocations

    Baghdad Mayor, Saber al-Eissawi, on Wednesday concluded talks with the World Bank’s team in the Lebanese capital Beirut by agreeing on increasing the financial allocations to the Mayoralty of Baghdad from $69m to $100m to implement important services projects in Baghdad.

    “Several meeting were held for two days in Beirut with the World Bank’s team,” said a release issued by the Mayoralty and received by Aswat al-Iraq news agency.

    “The agreement envisages also holding long-term training courses to train the mayoralty’s staff in engineering, administrative and legal departments,” it added.

    Foreign Minister: Iraq has applied many of the international obligations

    He and Foreign Minister Hoshyar Zebari said Iraq has applied many of the international obligations imposed on him over the years, including the situation relating to Iraq and Kuwait.

    He called Zebari during a meeting with UN Secretary-General Ban Ki-moon in New York that includes the report of the Secretary-General to the Security Council in the coming period on the specific timetable for exit from the consequences of Iraq's Chapter VII.

    For his part, UN Secretary-General on the understanding of Iraq's legitimate demand to get rid of the restrictions of Chapter VII and the restoration of its natural and legal position in the international community.

    He explained that his report will clarify the obligations objectively by Iraq and the rest of them and how to address the outstanding issues.

    The economic fundamentals, expect Iraq's accession to the WTO during the 10 years

    Economic forecast among Iraq's accession to the WTO during the 10-year condition in which the government was able to achieve the needed reforms in the productive sectors and the legislative and increase the volume of trade between Iraq and the World.

    He called a member of the Economic and Investment and Construction parliamentary Captain Abdul Karim in an interview with the daily life of London to develop the law in line with the requirements of Iraq's accession to the organization, especially in the sectors of industry and agriculture, he said, pointing to the need to facilitate the import and export operations.

    The Captain was introduced through the results of a symposium held in Baghdad, and participated in the Committee on the pros and cons of Iraq's accession to the WTO and called for the need to develop legislation for the rehabilitation of the Iraqi economy.

    The MP added that the accession to the organization requires an increase in commercial exchange with countries of the world and the abolition of customs duties, considering this issue one of the most important legislation and need to be adequately considered in addition to increasing exports and reducing imports.

    Expert: public spending must be consistent with the level of demand to achieve economic stability

    The economist said that public spending must be consistent with the level of aggregate demand that achieves economic stability. Stressing that the continued viability of public spending depends on the manner in which the funding operations.

    A professor in the Faculty of Economy and Administration, Dr. Nabil al-Saidi told the independent press (Iba) said Thursday that structural adjustment policies aimed at removing distortions in the economy, as the level of spending in Iraq affect the achievement of stability through the so-called productive expenditure, which is of high quality projects, such as public and social programs and health. He pointed out that in the case of using the right tool in public spending can contribute to the achievement of internal stability.

    He added that economic theory requires that, in the conditions of a sound economy, the demand and supply create good distribution of economic resources, but sometimes fail because of market monopolies and economic shocks.

    The dangers of going too far there in the government intervention, because that will create price distortions and restricting the movement of traders in the market and therefore make economic conditions worse than they were before the intervention.

    Saeedi said that the most important roles that the state can intervene, is to develop a general framework that ensures the safety and economic operation of markets, and deal with any volume of natural monopoly facilities and a large rise in the cost of entry. Indicating the importance of providing public goods and services subject to the principle of the work of exclusion.

    It should be noted that the State can influence the distribution of income or re-distributed through the tools of fiscal policy of tax and public spending.

    Obama to host Iraqi PM at White House

    US President Barack Obama will host Iraqi Prime Minister Nuri al-Maliki at the White House for talks on July 22, a spokesman said Wednesday.

    "President Obama looks forward to welcoming Prime Minister Nuri al-Maliki of Iraq to the White House on Wednesday, July 22," press secretary Robert Gibbs said in a statement.

    "The United States and Iraq enjoy a close relationship and are partners in building a sovereign, stable and self-reliant Iraq through the responsible withdrawal of US forces and the encouragement of new ties in trade, commerce, culture and education," he added.

    "The president looks forward to consulting with the prime minister on a broad agenda of issues of mutual concern."

    Iran, Iraq ink oil and energy cooperation MoUs

    Iran and Iraq have signed two Memorandums of Understanding on energy and oil cooperation after three days of talks.

    The MoUs were on management of the joint oil fields and bilateral energy cooperation.

    Iran and Iraq plan to develop different oil and gas sections in a 10-year and 15-year period considering their rich energy reserves and potentialities, said Managing Director of National Iranian Oil Company Seifollah Jashnsaz.

    There are 85 oil and gas fields in Iraq which should be developed in 10 years and sharing 2000 kilometers join borders has created a strategic opportunity for the two neighbors and they hope to fulfill the projects, he said.

    “We seek to preserve interests of the two countries and to have win-win negotiations.”

    Iran can provide Iraq with exploration, digging and some extra services including oil engineering, seismology and mined bombs explosion, he said.

    Parliament reveals the existence of some obstacles that prevented the questioning of the ministers of oil and transport

    A member of the Commission on oil and gas in the House of Representatives Bayazid Hassan said the ministers who are due to be questioned are the Oil Minister Hussain al-Shahristani, Minister of Transport, Amer Abdul-Jabbar.
