    1st private sector oil refinery installed near Arbil

    A local company in Iraq's Kurdistan region has installed the first private sector oil refinery with an initial capacity of 20,000 barrels per day (bpd).

    The refinery is located to the west of Arbil city. An inauguration ceremony is scheduled to take place today with the participation of government officials.

    Construction work on the refinery began in 2005 under a contract between the ministries of oil, and industry and minerals. Work was planned to be carried out by the Iraqi government, but was later contracted out by the Kurdistan Regional Government (KRG) to the private sector due to financing difficulties.

    The capacity of the refinery is expected to double by the end of 2009.

    Arbil, the capital city of Iraq's Kurdistan region, lies 349 km north of Baghdad.

    President Barzani: Upcoming elections should be free and transparent

    Kurdistan Region President Masoud Barzani on Sunday, July 19, 2009, held a meeting with the representatives of different community sections of Sulaimani in the Hall of the Art Palace. In his speech Barzani commended the crucial of Sulaimani citizens in the Kurdistani Liberation Movement.

    President Barzani, at the meeting announced the priorities of his electoral program in the Presidential elections in Kurdistan Region which he said it’s the same program of the Kurdistan List.

    He also talked about the importance of the elections and described it as a great achievement for the Kurdish people, he stressed the necessity that the elections to be free and transparent.

    Barzani emphasized that all lists are brothers, stressing that the Kurdish people reputation is more importance from obtaining some seats in the parliament. He said: “Protecting the gains is more important than achieving them, and I, as a citizen in the region, I believe that the Kurdistani List is able to protect the gains and to achieve more, so I as a citizen announce that I will vote to Kurdistan List.”

    Barzani talked about Kurdistan Region Constitution, he said that the idea of writing a constitution for the Region dates back to 1974. He emphasized that those who are against the aforementioned constitution are the Chauvinists who show enmity toward the Kurds, federalism and Article 140.

    He also said that the authorities of the Kurdistan Region President in the constitution are based to the law, and if the problem is about this item, I call on Kurdistan Region Parliament to cancel it, because the presence of the constitution is more importance than the presence of the Region President.

    The meeting was held in the presence of Kurdistan region vice-president Mr. Kosrat Rasul Ali, head of the Kurdistani List Dr. Barham Salih, member of the KDP politburo Dr. Rozh Nouri Shawis and a number of governmental and parties officials.

    Melkert: UN reiterates cooperation with Iraqi Government

    The Iraqi Prime Minister Nuri Kamil al-Maliki on late Saturday, July 18, in his office in Baghdad, met with the new UN Envoy in Iraq Ad Melkert.

    At the meeting, al-Maliki said that the Iraqi Government has achieved many gains in various fields like the restoration of the sovereignty, combating al-Qaeda and the militias and others. He also said that the cooperation between the Iraqi government and UN is continues in order to get rid of all problems.

    For his part, Melkert said: “We see significant progress in various areas, and the United Nations reiterates cooperation with the Iraqi Government and support it in order to achieve all the ambitions and aspirations of the Iraqi people.”

    Barazani: Kurds not to compromise on Kirkuk

    Kurdistan leader Massoud Barazani announced that Kurds will not cede Baghdad and will not compromise on Kirkuk affirming that the Federal Constitution should decide about any rows between Kurdistan and Baghdad.

    Barazani added that main differences with Baghdad are centered on disputed regions, Peshmerga Forces as well as oil and gas law. Yet, what’s most important is the nature of the rule and army buildup to which Kurds should contribute, he noted.

    As for Kirkuk, Barazani insisted on the adoption of Constitution Article 140 while pledging not to compromise on Kirkuk nor on the Kurdistani people.

    Issawi discuses with Turkish counterpart using ports to export Iraqi oil

    Iraq’s Deputy Prime Minister Rafie al-Issawi discussed on Monday ways to bolster cooperation with Turkey in reconstructing infrastructures sectors and using the Turkish ports to transport Iraqi oil, according to a statement of the al-Issawi’s office.

    This came during a meeting between al-Issawi and his Turkish counterpart for economic affairs, Ali Babacan.

    “Talks centered on the possibility to link Iraq and Turkey with a network of modern roads and to reuse of the railways to enable the country to use the Turkish ports to export the Iraqi oil, produced from the southern provinces,” said the statement received by Aswat al-Iraq news agency.

    Al-Issawi had arrived in Ankara on Sunday (July 19) leading a high-profile delegation on a several day visit to Turkey in response to an invitation from Babacan.

    “The two sides agreed also to form a join delegation of diplomats and businessmen to visit Iraq and sturdy investment opportunities in the country,” it added.

    The Turkish side also called for activating the agreements and memorandum of understanding signed between the two countries, mainly the economic pact.

    Financial experts delegation arrives in Vienna

    Iraqi Financial Control Bureau chief Abdulbasset Torki Said arrived in the Austrian capital Vienna at the head of a delegation of financial experts on Monday to discuss UN Security Council resolution 1859 regarding Iraqi revenues, the Bureau said in a release.

    “The delegation will attend meetings of the International Advisory and Monitoring Board for Iraq (IAMB) scheduled to be held on July 21 at the UN headquarters in Vienna,” according to the release received by Aswat al-Iraq news agency.

    “The delegation will also discuss the question of extending IAMB mandate based on UNSC resolution 1859, the final report of the KPMG firm, recommendations by the Iraqi government on the appointment of an auditor for the Development Fund for Iraq (DFI) for the year 2009, oil sales in the Iraqi Kurdistan region and Iraq’s oil service contract tenders among other things,” the release said.

    The IAMB is an audit oversight body for the DFI, established pursuant to United Nations Security Council Resolution 1483 and holds the proceeds of petroleum export sales from Iraq, as well as remaining balances from the UN Oil-for-Food Program and other frozen Iraqi funds.

    Acting under Chapter VII of the UN Charter, the UNSC had adopted resolution 1859 which decided to “review” all resolutions pertaining specifically to Iraq, beginning with resolution 661 of August 6, 1990 which imposed sanctions on the former regime for invading neighboring Kuwait.

    CBI dollar sales rise in daily auction

    Demand for the dollar went up in the Central Bank of Iraq (CBI) auction on Monday, reaching $148.750 million compared to $99.200 million.

    “The demand hit $9.300 million in cash, covered by the bank at an exchange rate of 1,183 Iraqi dinars, and $139.450 million in foreign transfers outside the country, covered at an exchange rate of 1,173 Iraqi dinars per dollar,” according to a CBI news bulletin received by Aswat al-Iraq news agency.

    None of the 13 banks that participated in today’s session offered to sell dollars.

    Adviser to the Central Bank: Astaqrarsarsrv dinar return to the coordination between monetary and fiscal policies

    Linked to the Central Bank of Iraq adviser Astaqrarsar exchange rate between the dinar against the dollar in the last period to the coordination between monetary and fiscal policies.

    The Acanutormzarmohamd Saleh told the independent press (Iba) on Monday, "The cooperation between the monetary policy pursued by the central bank and fiscal policy pursued by the Ministry of Finance within the new strategy led to the Astaqraroadh the Iraqi dinar exchange rate against the dollar."

    "This coordination is designed to enhance the performance of policies which have proven their success without the intervention of external factors."

    The appearance of "the new strategy will add value directly to the local currency in the future, and that the return of the exchange rate of the dinar against the dollar before the McCann Tsainat the last century will be gradual and needs to be a long period of time."

    It should be noted that the deteriorating security situation in the previous period led to inflation and economic decline in the value of the Iraqi dinar against other currencies especially the dollar.

    Maliki urges parliament to increase the effectiveness of economic agreements with the United States

    urged Attorney Kaddo nostalgia for the United Iraqi Alliance, Prime Minister Nuri al-Maliki, to activate the economic agreements signed with the American side during his visit to the United States today.

    The Kaddo told the independent press (Iba) said Monday that Iraq's economic many files with the United States and have been included in this security agreement and all related to Mharia rebuild infrastructure in Iraq and issues related to the development of technical personnel, engineering and technology.

    Kaddo said that the need emerged to develop some of the capabilities and statistical systems and the need to raise the efficiency of planning and follow-up to achieve the objectives and functions of the sector better.

    It should be noted that Maliki will travel to the United States for many the most important research areas, technical and economic strengthening of bilateral cooperation.
