Turkish, Iraqi cabinets to have historic meeting in autumn
The Turkish Foreign Ministry in Ankara was the venue on Tuesday for a significant meeting of certain members of the Cabinet which aimed to lay the groundwork for the first joint meeting of the Iraqi and Turkish cabinets, expected to be held in the Iraqi capital in the coming months.
Foreign Minister Ahmet Davutoğlu already announced on Monday that the Turkish and Iraqi cabinets will convene together soon under the leadership of both prime ministers, Recep Tayyip Erdoğan and Nouri al-Maliki, as a sign of an increased engagement between the two neighboring countries.
In addition to Davutoğlu, State Minister Zafer Çağlayan, Interior Minister Beşir Atalay, Energy Minister Taner Yıldız, Transportation Minister Binali Yıldırım, Public Works and Housing Minister Mustafa Demir, Health Minister Recep Akdağ and Environment and Forestry Minister Veysel Eroğlu participated in the meeting which was held as “a preparatory meeting” for the upcoming joint meeting of the cabinets, called the High-Level Strategic Cooperation Council.
In brief remarks following the meeting, Davutoğlu told reporters that his expected visit to Baghdad will take place in August. Prime Minister Recep Tayyip Erdoğan will also visit Baghdad in the upcoming months, probably in October, and the meeting of the High-Level Strategic Cooperation Council will take place in Baghdad during Erdoğan's visit, he added.
The foreign minister stated that Turkey wishes to improve the cooperation between Turkey and Iraq which is supported by various mechanisms to offer a model for regional countries as well. A shadow cast over bilateral relations between Iraq and Turkey due to the presence of the outlawed Kurdistan Workers' Party (PKK) in northern Iraq gradually dispersed in 2008, while Turkey also improved its relations with the regional Kurdish administration in northern Iraq following a long hiatus after the US invasion of Iraq.
Apparently having overcome the extremely negative effect of the PKK in their bilateral relationship, the two neighboring countries are now getting ready to engage in a full-fledged cooperation which will enable bureaucrats from different ministries in both countries to keep in constant contact in order to focus on issues at a bilateral level and furthering relations in many fields. If it takes place, Erdoğan's future visit to Baghdad will be his second official visit to the city in almost a year.
Seeds of multidimensional bilateral cooperation between Ankara and Baghdad were actually sown during Erdoğan's July 2008 visit. Then, Erdoğan and his counterpart, Maliki, signed a strategic partnership agreement committing Turkey and Iraq to cooperation in the fields of politics, economy, energy, water, culture and security. While outlining the formation of the High-Level Strategic Cooperation Council, the agreement also called for respect for each other's territories. It signaled the two countries' commitment to “supporting the joint efforts of Iraq and Turkey to prevent the transit of terrorists and illegal arms to and from Iraq and emphasizing the importance of strengthening cooperation between Iraq and Turkey to control their common borders and prevent all kinds of illicit trafficking.”

Soft Loans
Most public companies and mixed enterprises and the private sector from a severe lack of liquidity of the financial needs in order to secure raw materials for its work and the modernization of its infrastructure and the introduction of modern production lines in its work. A lot of officials in these sectors will instruct the question of production to find the lack of financial capacity, especially that they have been stopped for the last period
To work and to freeze their funds have been hit by the laboratories and factories. Tied to those involved in the production of most public companies, and hybrid plants between the private sector, weak financial capacity and the requirements needed in this framework in order to be able to return to normal production, pointing to the need for import controls and to take steps effective protection of the domestic product was uncovered after the Iraqi market before the waves of the goods without what is happening in the countries of the world, or rather the economic measures known at all times and places. Because of the reduction of government support by the financial crisis and low oil prices and the faltering steps of global foreign investment over the past years, despite all the calls and procedures that have been taken in order to use foreign capital to be the trend locally in order to cover at least part of the financial requirements of those companies and activating the work and not to wait too long for reasons known to economists and others ..
The philosophy of this trend is to move the banking sector and take him out of the tradition of the previous work did not help to open up the required secure soft loans to the productive sectors that suffer from this sense of lack of domestic investment banks, which has frozen over the past years due to mechanisms related to traditional lending, including non-traditional non-linked high turnover in the banks, which play to the level of the banking in the world. These two factors are added to other factors related to fear and the decline in capital to banks and others was one of the problems faced by the domestic investment a few years ago and open the files offered by the productive sectors and the promotion did not yield a result What makes this task to the development of Iraqi banks, including the civil and governmental sectors in order to move and take the real role of banks because most of the countries of the world depends entirely on the banks in their move, whether at the level of requirements large or small. a role that is expected to unlock lending in front of the facilitator and the benefits of simple and the adoption of security mechanisms in accordance with the project.

Iraqi Stock Exchange stick to its role in privatizing public sector companies
Director Commissioner of Iraqi Stock Exchange Market, Taha Ahmed Abdul Salam, demanded the Market to have an essential role in implementing privatization programs of public sector companies when Iraqi privatization law is issued.
He pointed out that the Iraqi Stock Exchange is keen to work continuously to raise financial and investment awareness provided by the draft of proposed law through continuous discussion of its articles, instructions, and rules.
Abdul Salam said that the Iraqi Market has a leading role in moving Iraqi economy forward; therefore, there are attempts to stimulate brokerage firms to open branches in regions, governorates, and in neighboring states in order to achieve the required expansion in the sector and attract investment to stock market.
Iraqi Central Bank denied making an investment portfolio in Iraqi Stock Exchange, and pointed out that the law deprives it from engaging in investment activities, and that its role is limited to ensuring the necessary stability to encourage investment. Adviser of the Central Bank, Madhar Mohamed Saleh, said that the Central contributes to the formation of a legal environment conducive to investment, and it is not entitled to make investment portfolio because making it is within the jurisdiction of the Ministry of Finance and part of the support programs to stimulate development in the public budget.
The general situation in Iraqi Stock Exchange is rather stable alongside anticipation of what would security and economic situation in the country be, in order to stimulate economy and investment.
