BAGHDAD • A nervous normality returned to Iraq's capital yesterday after a 24-hour curfew imposed after US troops arrested a top politician's bodyguard suspected of a plot to bomb the heavily fortified government compound.
The curfew was lifted at 6am (0300 GMT) and traffic converged on central Baghdad's busy streets as shops and businesses re-opened for the start of the full working week.
Though there is a daily overnight curfew and cars are banned during weekly prayers on Fridays, Saturday's blanket ban on all movement, even on foot, was unusually severe and disrupted the social life normally associated with the holy month of Ramadan.
On Friday, US troops arrested a security guard at the home of the leader of the main Sunni Arab political bloc, Adnan Al Dulaimi. They said the man planned suicide attacks in the government's "Green Zone" and may have had links to Al Qaeda.
"The detained individual is suspected of involvement in the planning of a multi-vehicle suicide operation inside Baghdad's International Zone," the military said on Saturday.
A senior official in the Accordance Front named the arrested man as Khudhar Farhan and said he was in his mid-20s and had joined Dulaimi's security staff about a month ago. Dulaimi leads the Front, the largest Sunni bloc in parliament...
Meanwhile, the capture of the new Al Qaeda in Iraq leader is imminent, a government official said yesterday after showing the first video images of the wanted man and Baghdad buzzed over revelations of a plot to attack the heavily fortified Green Zone.
"I can say we are very close to Abu Ayyub Al Masri and we say to him your days are numbered," Iraqi National Security Adviser Muwaffaq Al Rubaie told a televised news conference.
"We promise the Iraqi people that the next Eid (feast) will be two Eids," he said referring to the festival in three weeks' time celebrating the end of the holy month of Ramadan.
"One to celebrate the end of the fast, the other to celebrate the capture of Abu Hamza Al Masri."
On Friday the Al Qaeda leader, also known as Abu Hamza Al Muhajer, broadcast an Internet audio message threatening a renewed offensive in Iraq and a campaign to kidnap foreigners.
Rubaie said he expected Masri's capture imminently, citing Iraqi security operations around the country-in particular operations over the past three days by tribes in the western province of Anbar against Al Qaeda.
"The Anbar tribes are cooperating with the government to eradicate all terrorists," he said. "This is a nightmare for Masri."
Masri's identity was first revealed by the US military in July, after the June killing of his predecessor and Al Qaeda in Iraq founder Abu Musab Al Zarqawi.
Masri was described as an Egyptian emigre with an extensive knowledge of explosives. The footage broadcast yesterday was an Al Qaeda training video that showed Masri explaining how to make bombs. It was seized southwest of Baghdad in Yusifiyah a few days earlier.
Traffic was moving again on Sunday with the curfew's end, but with the cars also came the bombs. Three people were killed and eight wounded in central Baghdad when a car exploded in the early afternoon.
The US military said only that "specially trained Iraqi army forces conducted an early morning raid today to capture a suspected terrorist involved in the kidnapping and murder of Iraqi civilians in northeast Baghdad".
"Iraqi forces with coalition advisers conducted the operation to detain an individual believed connected to illegal armed groups and involved in improvised explosive device attacks targeting innocent Iraqi civilians, Iraqi forces and US forces," a statement added.
Much of Baghdad's violence has been laid at the feet of the Mahdi Army, but until now the US military had not included Sadr City in weapons searches conducted under the security plan.
There was no official explanation for the curfew which emptied streets on Saturday but a political source said it was linked to security in the Green Zone that had been compromised. Another senior official said Baghdad feared large-scale unrest.
The 5-sq km riverside compound once occupied by Saddam Hussein is home to thousands of people, including most senior officials, parliament and the US and British embassies.
In March, Iraq jailed several defence officials accused of a plot to infiltrate hundreds of al Qaeda fighters into the Zone's security force.

The House of Representatives approved the extension of state of emergency
The parliament during its session today to extend the state of emergency in Iraq, except for Kurdistan for a period of thirty days with effect from October 1st this .
The Speaker of the House of Representatives Mahmoud Almshahadani that approval by two-thirds of the members of the Council who attended the meeting and who numbered 204 members.
The meeting witnessed the reading of the draft law on investment and listening to a number of remarks on the law.

There is stated that:
Repayment of debt claims is not being required until 2011...
I think that the GCC is an important issue in this. I think Iraq will get a full membership with the GCC. They will have one currency in 2010. At that point all exchange rates have to be kind of equal it think around $3-$4.
If this is the plan then Iraq cannot start with a low exchange rate because they must be in the $3-$4 range within 3 years.
All countries holding dinars will be paid of real good with the new currency which can be spend in all of those oil countries!!
Is there anybody that knows more details, documents etc about Iraq and the GCC?? I think this is also an important factor for doing things right!

I have to say at this point to read how they're tackling the terrorists is admireable and Maliki has to take a lot of the credit. In time these low lifes will see they have nowhere to go, drive them out and 'take them out'.

Yes, Iraq is due to join the GCC in 2010 and will have to have parity with other countries with regards to exchange rates. But we are still 3 and a bit years away from that. The exchange has to be raised soon. And remember the line that always stands out in my mind from the CBI insider, 'The value of the dinar will rise SIGNIFICANTLY in 2006'......Zubaidi:Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states.

Interesting,
I have not heard anything about Maliki on thin ice either at this point, although there is pressure and a three month window which was stated, so perhaps this could happen next year, but only if he does not address the militia disarming issues, then he deserves to be replaced. His fate is in his own hands at this point in time, but as we all know, this could change on a dime.
I have heard many will be replaced, and most already know it, hence the false coup rumours which were released, so I am all for that since most of these positions are held by illiterates, so it is time to clean house and put more Kurds in control, then we would see forward progress, but not before. Kurds are most frustrated of all for obvious reasons, just listen to the minister of oil to see what an ***** he is. (g)
