Distributing land plots and construction materials to the small factories'
owners in Sulaymaniyah, Iraq

He added that the distribution included blacksmiths, iron and steel sellers,
aluminum factories and others who used to work in different places inside the
city. The city council will supply them with the basic services and the
directory of electricity has already started providing the area with electricity
lines.

He, also, added "we even specified certain places to build a health centre, a
mosque and a big restaurant there."

Baker Mohammad, vice president of Kurdistan Wage Earners Association, said that
10 tons of cement has been specified for each one of them at the cost of 65 USD
a ton which is the official price while in black market, a ton worth's 150 USD.
Most of the small factories' owners are members in this Association.

It is mentioned that the second Industrial District was built in 2005.

Kurdistan Wage Earners Association is none-government one. It takes care of the
craftsmen and the small factories. It was established in 2004.

It is said that there had been some tension between the city council in
Sulaymaniyah and the small factories' owners few months ago due to the council's

Can I have your attention for a minute? Good, I am so glad you allow a one way conversation at times! If I am out of line, great, I get that way when I am overloaded and am thinking too much/hard!

Did I read somewhere that someone was questioning, why a Census? I read some other things as well and decided to do some off line reading and have come up with this for discussion!

Article (108): The federal authorities will have the following exclusive powers:
1st - drawing up foreign policy, diplomatic representation, negotiating
international accords and agreements, negotiating and signing debt
agreements, drawing up foreign sovereign economic and trade policies.
2nd - drawing up and executing national defense policy including setting up
and operating the armed forces to ensure the protection and security of Iraq's
borders and its defense.
3rd - drawing up financial and customs policy, issuing currency, organizing
trade policy among regions and provinces in Iraq, setting the general budget
for the nation, drawing up currency policies and establishing and
administering a central bank.
4th - organizing issues of weights and measures.
5th - organizing issues of nationality and naturalization, residence and asylum
rights.
6th - organizing a policy of broadcast wavelengths and the mail.
7th - setting the general and investment budgets.
8th - planning policies connected to water resources from outside Iraq and
guaranteeing levels of water flow into Iraq, according to international law and
custom.
9th - conducting the general census of the population.

If you follow my line and maybe your line(s) of thinking as well; look at the numbering? Hope I have caught your drift as I am getting back to watching the world, sorry! Work calls and how you may ask am I doing? Poorly, but do not fear, my wife is handy with the stick, she is good with this too! But, hey, she still loves me!

PS: If my copy of the Iraqi Constitution of Article 108 does not compare to yours or the current one; I am sorry, mine was interpreted for me and this is all I have presently.

(CBS/AP) Security forces are close to capturing or killing the leader of al Qaeda in Iraq, Abu Ayyub al-Masri, a senior Iraqi official said Sunday, showing a captured video of the terror chief teaching followers how to build a car bomb.

The video, displayed to journalists, showed al-Masri — his face exposed — going through what appeared to be a storage bunker, pointing out different elements of a car bomb in what National Security Adviser Mouwafak al-Rubaie called an instructional CD.

"My message to Iraqis in Ramadan, God willing, is that in a very short time, we will bring you the good news of Abu Ayyub al-Masri either killed or handcuffed to be brought before the Iraqi justice system," al-Rubaie told the press conference.

"My message to Abu Ayyub al-Masri is that we are closer to you than you can imagine — your days are numbered and you will face your fate very soon," al-Rubaie said.

Al-Rubaie did not elaborate on why he believed security forces were close to catching al-Masri, who was named as leader of Iraq's most feared terror group after the death of his predecessor, Abu Musab al-Zarqawi, in a June airstrike by U.S. forces. The U.S. military did not immediately respond to requests for comment.

I sure wish they would update the EUR/IQD on the currency converter. Seems to be the only one that has not updated from the list of Middle east currency that went "error" a couple of days back. Do you think this may have something to do with the holiday?

I can't speak for anyone else (trust me, no one wants that!), but for me, I can only speculate as to why. And the 'why' for me is that they're talking salary adjustments that will be enacted after a pending reval of their currency.

Of course, I reserve the right to change my tune should they actually adjust the salaries and no reval has happened.

Maybe the adjustments are in preparation for the R/V.

Good point,

Salaries obviously will adjust once revalue is announced, as will pricing for most goods and services, so it will not have any real impact, so talking about raises now has little to do with revalue in my estimation. They should be talking about spreading the wealth to the poor first, not internal raises in my opinion. It is almost like they are trying to create unrest among the general population with this kind of greed and me first displayed with these announcements.

Iraqi Parliament will soon discuss the mechanisms and procedures for the formation of regions
Discusses Iraqi Parliament during the "next few days" the draft law submitted by the Shiite coalition consolidated the support of the Kurdistan Alliance on the mechanisms and procedures for the formation of regions while been merged drafts laws by others in the project.
