    The only thing, I could think of. Is if a worker now, is making 500,000 a month or week. Then they change it to 750,000. Then after an RV they would adjust it down accordingly. Example 500,000 = 340.00 USD Then say 750,000 would = like 540.00 USD rough estimate. So that is my speculation.

    I think it's just to give time to the regions to react and adjust/set up the corresponding political infrastructure. Imagine telling a region of people "Hey, you're a state starting right NOW!" Now think of all the things that occur at the state level of gov't, from aid programs (key for those guys right now) to infrastructure buildup, and particularly, how is the money going to flow?

    Now that the regions' and central gov't's roles have been defined, they can move on to the hydrocarbon/FIL etc. laws. I would take it as one more hoop jumped through, and this is a big one. I was concerned they would argue this one until Baghdad burnt to the ground as this ties in all the tribal/religious/ethnic issues this country has had. Now that they know what % of the pie they will get, they can work together to make that pie as big as possible, which in turn will benefit us.
