    $49 million project aims to improve Iraq's national grid

    The Iraqi and U.S. governments signed a Memorandum of Agreement on Sept. 25, to construct 400 kV overhead lines from Tameen Province to Baghdad Province.
    According to the U.S. Army Corps of Engineers (USACE) the $49 million project will vastly improve Iraq's national grid and its stability, which the Minister of Electricity has identified as his top transmission priority.

    The Memorandum was signed by Dr. Karim Hasan, Iraqi Minister of Electricity, and MG William H. McCoy, Commander of USACE's Gulf Region Division (GRD).

    "This project demonstrates a huge step forward in our partnership with the Iraqis," McCoy said. "With this agreement, the Iraqis are further empowered to improve and upgrade their electrical transmission infrastructure. We look forward to working closely with the Ministry of Electricity as they continue to build their network capacity."

    As of Sept. 23, the national daily average for power was 12 hours with six in Baghdad. The goal of the project, according to USACE, is to reduce the risk of blackouts as well as improve redundancy and reliability. The estimated completion date for the project is October 2008.

    To date, GRD electrical generation projects have provided an additional 1,420 megawatts of potential generation capacity to Iraq's national grid. At the end of the program, GRD projects will have added 1,879 MW of potential generation capacity, which can serve an estimated 1.7 million homes.

    As of Sept. 28, the U.S. Government has a total of 3,911 planned Iraq projects at a cost of $12.1 billion; a total of 3,553 projects have been started for a total of $11.38 billion; and a total of 2,888 completions at a cost of $7.03 billion, according to USACE.

    I agree! I'm very tired of them not getting their shiite together. Makes me want to kick them where they shiite!

    Department of the Army starts final Iraq reconstruction projects

    The Iraq Project and Contracting Office (PCO) and its partner, the Gulf Region Division (GRD) of the U.S. Army Corps of Engineers (USACE), announced Oct. 4 that the remaining projects under the $13.5 billion apportioned by the U.S. Congress to the Department of Defense for Iraq reconstruction project funds have been started.

    In addition to over 2,670 projects completed during the past three years, a significant portion of the reconstruction program has been realized.

    Dean G. Popps, the director of Iraq Reconstruction and Program Management Office for the Army, wrote in a congratulatory e-mail to the Army's reconstruction teams: "Never has so much been done, so well and so quickly, by so few."

    According to the PCO, this milestone represents a significant step toward completion of the legislation passed in November 2003 entitled the Iraq Relief and Reconstruction Fund. The fund appropriated $18.4 billion for the reconstruction of Iraq and Congress identified a three year period for all the funds to be obligated on contract. The U.S. Army's portion includes approximately $4.4 billion for non-construction goods such as security and law enforcement, vehicles, hospital beds and other goods, and $9.1 billion for construction that includes a wide range of infrastructure projects including electricity generation and oil production, water and sewage treatment, school construction and - in limited areas - a 9-1-1 service.

    "The combined expenditure of U.S. and Coalition partners has raised production capacity levels in the critical areas of oil and electricity to exceed pre-war (2002) levels," a PCO statement read.

    Currently, more than 330,000 grade school students now have improved classrooms and 248 Iraqi border posts protect 2,000 miles of border. Overall, the Army team has completed over 2,670 construction projects out of a total planned program of 3,683 projects.

    Two billion iraqi dinar Compensations for Shorja Fires and Robbed Banks

    Mirza, Director General of The Reinsurance Company, said that compensations paid included tradesmen who had insured their shops and this reflects their insuring awareness for it reduced their loss. Mirza explained that the reinsuring process included banks suffered from robbing; The process also participated in increasing the insuring limits against terrorist actions up to 15 million iraqi dinar for university professors, and there is a study going on to include other society sections.

    The director general talked about the Reinsurance Company activities to restore trust of the international insurance markets in the Iraqi one and make contracts with the big companies again. The Company is trying to settle its financial obligations, which surpassed their due dates, to international institutions. It is also making attempts to release blocked funds, which are about 27 million USD, in and out side Iraq; this will reinforce its financial status and a possible increase in the company's capital up to 5 billion iraqi dinars if subsided by the Minister of Finance, Baqir Jabur Solagh, who confirmed his support to expand the range of insurance and find new covers to encourage international investment.

    Mirza pointed out that the company supports private insurance companies which are about 12 active ones distributed all over Iraq. The company subsides 90% of their work and that reinforces their financial status and enhance the public trust in them.

    The director general confirmed that the company is working on investing its financial surplus through constructional projects and participating in developing Iraqi industries through establishing co-ed sector companies. The company has a lot of investments in the fields of stocks, real estates and lending citizens for commercial building. All this will participate in developing the constructional and industrial activity.

    In international relations, the director general pointed out that Iraqi Reinsurance Company is a founder member in the Arabic General Union for Insurance located in Cairo; the company is participating in increasing the capacity of Arabic Insurance market and also has an active participation in Arabic assemblies like managing the assembly of engineering and fire insurance. The company is also a founder member in the Afro-Asian Union for Insurance which took an active part in experience exchange.

    Mirza said that the company is participating in the study of obligatory insurance law through presenting suggestions to activate it which is administrated by the national Insurance Company and that would result in better services for those injured in car accidents.

    He added that the Minister of Finance confirmed the necessity of a thorough study for this law and law number 15 for the year 2005 which organizes the insurance work in Iraq. The Minister of Finance, also, insisted on developing the insurance work and subsiding companies.

    Finally, Mr. Mirza said that the company intends to take part and support national and international investments in order to achieve quick development in this field. He also pointed out that the company is attempting to re-operate its office in London in order to expand its work with international insurance companies and it is about to re new its contract for the year 2007 with these companies.

    Has anyone found a news clip on the press conference by MOI that was supposedly so important?

    On a side note Rice seems to have a message for Maliki below.
