thats the site the pm spammer was from. this site went down and all of a sudden some spammer from over there pmed everyone and told them to come over there which we did. it was found out that they were into spamming the members of this forum in order to lure us away from here over to there.

Iraqi parliament to further discuss draft investment law

Baghdad, Oct 5, (VOI) – Iraqi parliament 43rd session was adjourned to Sunday to further discuss draft laws of investment and provinces.
Thursday’s session witnessed discussing draft laws of investment and provinces for the third day running.
Iraqi law makers expressed different views over a draft investment law during the parliament 43rd session.
“It is impossible to attract foreign investments with no concessions would be made to foreign investors but at the same time rigorous restrictions should be in place to protect national economy,” legislator Jalal al-Saghir, of Unified Iraqi Coalition, told parliamentarians at the session.
Investors are not expected to pour into Iraq as soon as foreign investment was open, he said and added: “an investment commission is needed to encourage foreign investment into Iraq.”

Iraqi oil ministry to open refinery, to announce tenders

Baghdad, Oct 5, (VOI) – Iraqi oil ministry will inaugurate on Saturday a new oil refinery in Najaf as three tenders to build refineries are expected to be soon announced, oil ministry said on Thursday.
“The refinery production will cover Najaf local demand of oil products ,” spokesman for oil ministry, ‘Asim Jihad, told the independent news agency Voices of Iraq (VOI).
This is the second refinery inaugurated by the oil ministry since April 2003 after a refinery in Samawa, south of Iraq, he said.
Najaf refinery construction ,which lasted for nine months, was implemented by the state-owned-oil projects company.
The spokesman did not give details about the total cost of the refinery project.
Iraqi oil ministry will announce three tenders to set up three refineries in Iraq, Koyah refinery in Iraq northern city of Quisenjaq with a design capacity of 70,000 barrel a day, Nahreen refinery near Karbala province with a capacity of 150,000 barrel per a day, and Nasiriyah refinery in Thi-Qar province with a design capacity of 300,000 barrel a day.

Iraq's President, PM, Rice outline steps for conciliation, eliminating
terrorism BAGHDAD, Oct 5 (KUNA) -- US State Secretary Condoleezza Rice, Iraq's President Jalal Talbani and Premier Nouri Al-Maleki outlined on Thursday means to establish overall national reconciliation and eliminate terrorism.
During a joint press conference with Rice, Talbani said the overall unity of Iraqis would annihilate terrorism and build a democratic independent federal Iraq.
He noted that talks with Rice included discussing Iraq's political situation, the accord between Iraqi factions to safeguard Iraqi blood, in addition to cooperation between government forces and Al-Anbar tribes to battle terrorists.
On her part, Rice reiterated the US overall support for Iraq's government, stressing the necessity of abolishing terrorism and the unity of Iraqis to continue rebuilding their nation that witnessed great democratic achievements, such as the elections.
In another joint press conference with Al-Maleki, Rice lauded the pact between Iraqi factions to preserve the Iraqi blood as a further step toward implementing democracy, adding that continuous cooperation and coordination between the US and Iraq was a must.
On his part, Al-Maleki said the initiative for national reconciliation and dialogue has become a political mechanism to solve intricate matters in a number of Iraqi governorates, such as Dayala and Al-Anbar.
As examples for Iraqi efforts towards unity, he pointed out the two previous forums that were held by civic organizations and tribal chiefs, as well the upcoming Mekka's meeting of religious scholars and the meeting of political parties that will take place on October 21.
He added that the government is very determined to battle terrorism through all possible means, noting that weapons should only be possessed by the government and the matter militias must be contained.
The Iraqi government is very determined to establish the best of ties with neighboring nations, he said.
While saying Iraq's sovereignty of will not be questioned by anyone, he said Iraq will never become a path to harm any bordering country.
Rice met with a number of Iraqi officials and prominent figures during a breakfasting banquet hosted by Talbani.
Before arriving in Iraq in an unscheduled visit, Rice visited Saudi Arabia, Egypt, Israel and the Palestinian territories. end) mhg.

Iraqi leader wants militias eradicated By QASSIM ABDUL-ZAHRA, Associated Press Writer 1 hour, 8 minutes ago
BAGHDAD, Iraq - Political parties must either get rid of their militias or get out of politics, Iraq's prime minister said Thursday, in his toughest warning yet to groups blamed for the country's wave of sectarian violence.

Ahead of talks with Secretary of State Condoleeza Rice on how to stop the wave of Shiite-Sunni killings in Iraq, Prime Minister Nouri al-Maliki told The Associated Press he was "optimistic" a political solution will be found to persuade militias to dissolve.
But once an agreement is reached, "the political solution must be obligatory, one that all parties adhere to," he said. "The presence of parties with militias in the government is not acceptable."
"The political parties must obey the decisions of the government or else get out of the political process. I don't believe there is any power that wants to leave the political process," he said, speaking during an "iftar" dinner, the meal that ends the daily Ramadan fast.
About three dozen people attended the special iftar, held amid intense security in a dining room in the compound of Abdul-Aziz al-Hakim, the head of the largest party in the Shiite coalition that dominates the government.
Outside, hundreds of guards from al-Hakim's party — Supreme Council for the Islamic Revolution in Iraq — were deployed in the streets throughout the south Baghdad neighborhood, carrying automatic weapons. SCIRI is accused of running its own militia, the Badr Brigade, though the party says it has been dissolved.
Among those present were al-Maliki's Cabinet, parliament members — mainly from the Shiite coalition and a few Kurds and Sunnis — and a few officials from the tribunal trying Saddam Hussein. They were served up with a feast of roast fish and meats with rice, followed by a wide spread of fruits and sweets and tea.
Al-Maliki is under intensified pressure to find an end to the Shiite-Sunni violence that has killed thousands of people this year and has threatened to tear the country apart. The killings have continued despite the prime minister's repeated calls for them to dissolve.
Several Shiite parties in al-Maliki's government have militias — some of them blamed for grisly kidnapping-murders that nearly every day leave tortured and bound bodies of Sunnis dumped in neighborhoods of the capital.
Shiites have argued that militias are needed to protect them against Sunni insurgents who have targeted their community with brutal attacks against mosques, markets and other public areas. Shiite leaders have accused Sunni parties in the government of links to the insurgency. U.S. and Iraqi commanders have also said that some militia fighters may no longer be under the control of the parties, carrying out killings on their own.
Al-Maliki has frequently called for militias to be dissolved, insisting that weapons must only be in the hands of national security forces. But Sunni leaders have accused the government of balking at moving forcefully against Shiite militias because of their links to the government.
This past week, the government has taken new steps to show it is serious in tackling sectarian violence.
Iraqi authorities on Wednesday pulled a brigade of about 700 policemen out of service in its biggest move ever to uproot troops linked to death squads. The brigade is suspected of allowing gunmen to kidnap 24 workers from a frozen food factory in a district of Baghdad where the Shiite Mahdi Army militia is known to have considerable power. The bodies of seven workers were found in another Baghdad district hours later; the fate of the others is unknown.
The suspended 8th Brigade has been ordered out of the field, and the U.S. military said they will undergo retraining while some members will be put under investigation.
Al-Maliki underlined that only a political solution can bring a stop to the violence.
"The dissolving of militias cannot just be a matter of force. It requires many means to reach the goal, persuading the militias to dissolve themselves. That is better," he said. "The dissolution of militias must be through the political powers."
Meanwhile, Human Rights Watch said Thursday that an armed Shiite group has threatened to kill Palestinian refugees living in Baghdad if they do not leave Iraq within 72 hours.
The New York-based group said it had obtained a leaflet from a group calling itself Al-Bayt Revenge Brigade Rapid Response Units that stated: "There is no place for Palestinians in the Iraq of Ali, Hassan, and Hussain." The names refer to three revered Shiite imams.
There was no indication when the time period began. The leaflet, the rights group said, urged the Palestinian refugees to leave and "fight occupation in your own country."
The rights groups said that over the past two years, Iraqi governments have done little to protect Palestinian refugees, and some officials have claimed that they are involved in terrorism and supporting the insurgency.
