    Rice's visit & GWB's latest phone call will get the job done . . .

    Namely . . . we (USA) have reached the end of our patience . . . they must solve the *Street-Gang* situation . . . and solve the *unity* differences . . .

    Or, the USA will start to pull out . . . (paraphrase), "We (USA) are commited to finish the job, but only if you demonstate your 100% commitment to a timely completion of your own autonomy." . . . .

    Can foreign investments play a major role in the field of development and progress in view of which comes from funding sources and advanced technological and management of high-level and thus could contribute effectively to the increase in the volume of output and income in the country that Iraq is trying to attract as much foreign investment as possible as it is the case in many Arab countries, (for example not exclusively)

    In Jordan since 1997 has been to create a better atmosphere and foreign investments, we find that today (60%) from the financial market by Jordanian owns and foreign investors (37%) of investors Arabs, as well as in capital markets in the Cairo and Alexandria Stock Exchange and the Bahrain Stock Exchange and the Dubai market and the market in Kuwait, Tunisia and Saudi Arabia is the richest countries useless herewith is now on the verge of opening their markets to investors and the desire of non-Arabs it is to attract foreign capital only. but to bring management expertise and marketing know-how and settle them locally.
    To encourage foreign direct investment and indirect contribution to the building of the Iraqi economy, highlighted the need for capital inflows, Therefore, in the coming months will be contributed (7) banks were disallowed by the Central Bank of Iraq subscription to the capital of each of them is (50) billion dinars. Last year was the issuance of new laws for the financial sector including investment law in Iraq (international banks), raising capital requirements for banks to (50) billion dinars for access to the international standards.
    Studies indicate that the attraction of foreign investments to the region, despite serious attempts by the State was not easy, as the investment environment in Iraq is encouraging foreign investments, The security situation is entirely inadequate and the infrastructure of the economy and government support marginalized eating half of the budget and the institutional and legal environment for the protection and care of non-existent investment and economic reform attempts through a series of laws and legislation, despite its validity, it raises suspicion and distrust among the general community in terms of :
    1. Oil revenues sufficient to fund development and growth.
    2. Foreign capital in violation of Iraqi sovereignty and lead to the sale of Iraqi assets in global markets.
    3. Openness is found that the controls and restrictions dictated by the state to regulate this process, There are objective conditions to attract foreign investments in Iraq, including :
    First : the existence of political and security stability.
    Second : country enjoying a sufficient degree of monetary stability, including stability of the exchange rate of the Iraqi currency (the dinar).
    Third : the existence of adequate international reserves and free transfer of profits to foreign investors.
    But the lack of stability and security reforms and hinder the fruit, It also represents a major obstacle to investment projects in the country.
