    Soldiers of the multinational force in Baghdad, working with the Ministry of Health to cater for the care of Ghazaliya



    Baghdad, Iraq, soldiers of the multinational division in Baghdad from the First Battalion, First Infantry Battalion 23, Major militant group II, the first armored division to work on Sunday to increase the overall level of medical care provided to the Iraqi citizens in the Ghazaliya neighborhood in Baghdad.

    The local doctors who work in the clinic located in the middle of Ghazaliya treating citizens of assigning soldiers of the multinational forces in Baghdad as part of the process forward together.

    This is the third medical process to the citizens of Ghazaliya since the arrival of soldiers attributed to the first armored division to the region on August 13 in the process forward together.

    The House denounced the assassination of deputy representative of the Kurdistan Alliance Sulaymaniyah Mohammad Reza Mohammed.
    An official source in the Council in a press statement that "armed group kidnapped MP Mohammad Reza after its review of the moratorium in the Sunni Hirsh in Baghdad."

    Rice makes visit to Kurdish north By ANNE GEARAN, Associated Press Writer

    IRBIL, Iraq - Convinced that oil revenue is the long-term key to economic independence for a unified Iraq, Secretary of State Condoleezza Rice appealed Friday for cooperation from the autonomous and oil rich Kurdish north.

    Rice was visiting the region's powerful president, Massoud Barzani, less than two weeks after the regional government threatened to break away from Iraq in a dispute over oil.

    Rice's two-day trip to Iraq is meant to show U.S. support for the country's fragile central government, under assault by a spiral of sectarian violence and growing calls for autonomy among Iraq's regions.

    Fears of Kurdish secession rose in recent weeks, especially when Barzani briefly banned the display of the Iraqi flag in government buildings.

    The oil dispute reflects the larger fight over federal control in Iraq.

    Although the parliament briefly averted a crisis over the Kurdish threat last month, leaders have been unable to pass a federal law on the distribution of oil wealth

    The U.S. and other international backers want quick action on a law that would streamline the complicated oil sector, attract foreign investment and provide for equitable distribution of oil profits across Iraq.

    Oil is still pumping at prewar levels more than three years after the invasion that toppled the former president of Iraq, Saddam Hussein.

    Oil resources are now governed by vague terms in the national constitution written last year.

    Energy analysts estimate oil revenues make up more than 95 percent of Iraq's domestic budget.

    Since the Gulf War of 1991 the Kurdish north had been out of Saddam's control and the Kurds established their autonomous region under U.S. and British protection. After the U.S.-led invasion and occupation of Iraq, Kurdistan was the only region that did not witness major changes.

    Iraq's new constitution recognizes Kurdish self-rule and provides a legal mechanism for other areas to govern themselves but within the Iraqi state.

    Sunni Arabs, who had enjoyed control over Iraq under Saddam, now fear the Kurdish push for secession under the nation's new federal system. Should the Shiite majority in the oil-rich south follow suit, the Sunnis would find themselves with little more than date groves and sand.

    Baghdad: US Secretary of State Condoleezza Rice flew into Baghdad yesterday for a surprise visit to press Iraqi leaders to resolve their differences and ease raging sectarian violence that has killed thousands.

    "Our role ... is to support all the parties and indeed to press all of the parties to work towards that resolution quickly, because obviously the security situation is not one that can be tolerated and is not one that is being helped by political inaction," Rice told reporters travelling with her.

    But her arrival in Baghdad was delayed by 30 minutes because of "indirect fire" at the airport complex, State Department spokesman Sean McCormack said. Her plane circled until it was deemed safe for her to land. Rice, on a Middle East tour, was due to hold talks with Prime Minister Nouri Al Maliki, who met Sunnis and fellow Shiite majority leaders on Monday to agree a four-point plan to try to stem mistrust between the sects and ease sectarian violence.

    Rice, whose last visit to Baghdad in April was credited with pressuring Iraqi leaders to form the national unity coalition under Al Maliki, is likely to discuss its progress - or lack of it - in curbing sectarian violence.

    Her visit will focus new attention on Iraq in the United States at a time when President George W. Bush's administration is on the defensive over the war in campaigning for next month's congressional elections.

    "We are going to Baghdad because it is a quite critical time for the Iraqi government as they work on their ... national reconciliation plan," Rice said as she flew from occupied Jerusalem via Incirlik air force base in southern Turkey.

    Rice also stressed that she wanted to support Al Maliki as he seeks to promote national reconciliation. "I think he is a very good and strong prime minister," she said.

    However, she acknowledged the enormity of the challenges facing the government.

    "It is going to take time. [It] did not get to this situation overnight and they are not going to get out of it overnight.

    "It ought to be very clear to everybody - and I think it's especially clear to the Iraqi government - that these are urgent matters that they have to take on with great urgency." (IN OTHER WORDS, RIGHT FN NOW!!!)

    BAGHDAD, Iraq (AFP) - US Secretary of State Rice continued her surprise visit to Iraq with a trip to the Kurdish autonomous region in the north for talks on sharing of the country's oil wealth.

    She met for 45 minutes with regional President Massud Barzani, who said in a joint press conference afterwards that "we are for a fair distribution of oil revenues for the Iraqis."

    Tensions between the Kurdish region and the rest of the country peaked recently when the Kurds began to independently pursue foreign oil deals and threatened to secede when the central government objected.

    The three predominantly Kurdish northern provinces of Iraq form the Kurdish Autonomous Region, which increasingly operates as a separate entity from the rest of the country.

    Barzani even ordered in September that the Iraqi national flag no longer be displayed in government offices next to the Kurdish regional flag -- provoking fears of Kurdish secession in the rest of the country.

    And only the US and Kurdish flags were on display during the Rice-Barzani press conference.

    The Iraqi parliament is currently considering a measure, strongly opposed by the large but resource-poor Sunni Muslim minority, that would formally enshrine federalism in Iraq. In contrast, the Kurds in the north and the Shiites in the south have ample petroleum reserves and strongly favor the measure.

    Speaking to reporters Thursday night, Rice said: "Our view, which has been communicated to the Iraqis and which I think most Iraqis agree with, is that oil needs to be a unifying factor and not one that would help to make the country less unified."

    Barzani told the press conference that his meeting with Rice was constructive and that their views were "very similar"

    Rice's unannounced visit came after Monday's breakthrough pledge by Iraq's political factions to work together to halt the bloodshed -- a move welcomed by the US envoy, who urged rapid implementation.

    "Our role is to support all the parties and indeed to press all the parties to work towards that resolution promptly," Rice said.

    "Obviously the security situation is not one that can be tolerated and it isn't one that has been helped by political inaction," she warned.

    Rice met with Iraqi Prime Minister Nuri al-Maliki and President Jalal Talabani, as well with all the other top Iraqi politicians.

    Maliki went out of his way to state that the reconciliation initiative was not reached under foreign pressure.

    "The mass murders have shocked the people," he said on Iraqi television. "The initiative was not dictated by outsiders but by the will of the Iraqis."

    Rice emphasized her confidence in Maliki's leadership several times during the trip, in a clear effort to counter reports out of Washington that the US leadership has become disenchanted with Iraq's embattled prime minister.

    "I do think he has the strength. I think he's a very good and strong prime minister," Rice told reporters on her plane, praising Maliki's steps to purge his security forces of rogue elements supporting sectarian death squads.

    "The government and Prime Minister Maliki believe very strongly that their most important work now is to be done in getting the political bargain in place in terms of national reconciliation," she added.

    She did, however, say that the rampant sectarian violence convulsing Baghdad and the neighoring provinces was making it difficult to marshal US domestic support for Iraq's crisis.

    "What they see is Iraqis killing Iraqis. That is not a good image. The world, the American people need to see a different image," Rice spokesman Sean McCormack told journalists.

    "Of all of the threats facing Iraq -- the insurgency, Al-Qaeda terror, sectarian violence -- it is the sectarian violence that poses the strategic threat to success, so it has got to be addressed," he added.

    "If they want the support of the world, they have to take action."
