I Have to say this.
Since OSW has always...No Since I have always been into the dinar, OSW has never, and i mean never posted a time for the dinar to r/v. This post gets me fired up. Amen Brother. Nothing against Adster are anyone else for that means. But OSW is where I communicated at. I am Excited Now. Thanks Mike. I have never lost confidence in the Dinar Investment.

I found this article interesting and did a little more research:
Definition of "stipend"
A stipend is a form of payment or salary, such as for an internship or apprenticeship. Stipends are usually lower than what would be expected as a permanent salary for similar work. This is because the stipend is complemented by other benefits such as instruction, work experience, food, accommodation, and personal satisfaction. Universities usually refer to monies paid to graduate research assistants as a stipend, rather than as wages, to reflect complementary benefits.
What I'm understanding is that the students and state employees and retirees
will be compensated or rewarded but not in actual dinars. For the students they will help out with food, accommodations, etc. and for the employees and retirees, the same but maybe add other compensated benefits. IMO this would be the same as we are compensated at our jobs here in the USA with Medical, Dental, 401k, etc. So at this time, it does look good on paper for the recipients, but won't have an effect with an r/v because there is no money being exchanged.
This to me is very good because 100,000 dinars sounded like alot to me if there was a r/v...but now I understand.

Iraqi security source announced yesterday the closure of outlets in Kirkuk and a curfew was imposed as of a comprehensive six p.m. until "further notice".
