    How Al Qaeda views a long Iraq war

    A letter from Al Qaeda leaders found in Iraq shows that the group sees the war as a boon for its cause.

    CAIRO
    In appearances across the US, President Bush has been campaigning against withdrawing troops from Iraq, arguing that to leave now would hand a historic victory to Al Qaeda and inspire new generations of jihadists to attack the US.

    But a letter that has been translated and released by the US military indicates that Al Qaeda itself sees the continued American presence in Iraq as a boon for the terror network, which has recently shown signs of expanding into the Palestinian territories and North Africa.

    "The most important thing is that the jihad continues with steadfastness ... indeed, prolonging the war is in our interest," says the writer, who goes by the name Atiyah. The letter, released last week, was recovered in the rubble of the Iraqi house where Abu Musab al-Zarqawi, former leader of Al Qaeda in Iraq, was killed by a US bomb in June.

    If the letter is accurate, it provides a window into the group's strategic thinking on Iraq that differs starkly from the one the Bush administration has been expressing publicly - a view the president reiterated Wednesday when he said that Al Qaeda believes that "America is weak, and if they can kill enough innocent people we'll retreat. That's precisely what they want."

    While the letter was released only recently, Atiyah, thought to be a senior Al Qaeda leader whose full name Atiyah Abd al-Rahman, apparently wrote it last December from the Pakistani region of Waziristan. It has surfaced among a flurry of other communiqués from Al Qaeda.

    Al Qaeda's No. 2, Ayman al-Zawahiri, released a videotape this week in which he lashed out at Mr. Bush and Pope Benedict XVI. On Sept. 28, Abu Hamza al-Muhajir, believed to have replaced Mr. Zarqawi as the leader of Al Qaeda in Iraq, published an Internet statement in which he reached out to Sunni tribal leaders who have been in conflict with Al Qaeda. And a new group claiming to be Al Qaeda in Palestine issued a video attacking Palestinian political leaders.

    But the Atiyah letter, reflecting as it does the candid opinions of Al Qaeda, rather than the group's propaganda statement crafted for public consumption, appears to offer the most insight. It is largely focused on the fact that Zarqawi's tactics were alienating Iraqi Sunni leaders, and urges him to move with more caution.

    He strongly warned Zarqawi against assassinating Sunni leaders. Al Qaeda is a Sunni organization that has been trying to use minority Sunni anxiety in Iraq to build support. The letter also called the Zarqawi-organized bombing of three hotels in Jordan in 2005 a "mistake," arguing that expanding Iraq's jihad beyond its borders too soon will cost them public support.

    At one point, Atiyah muses that perhaps Zarqawi should step down from his leadership role, "if you find at some point someone who is better and more suitable than you." Since Zarqawi's death, a "more suitable" figure from Al Qaeda's standpoint has indeed emerged.

    "In order to understand this letter one has to see the circumstances of when this letter was released,'' says Rita Katz, the director of the SITE Institute, which is devoted to tracking Islamist militant groups. "This followed after Zarqawi had an audio message ... in which he threatened the tribes of the Sunnis who wouldn't cooperate with him. That was a real turning point.

    "The letter from Atiyah is basically his response to this. He's telling him that instead of fighting Sunni opponents, you should reach out with more peaceful solutions."

    Ms. Katz says Mr. Muhajir's Sept. 28 statement shows he has taken that advice to heart. She points out that a number of Sunni tribes in Iraq's turbulent Anbar Province have turned against Al Qaeda's main umbrella group in Iraq, the Mujahideen Shura Council (MSC), in recent months.

    "Al-Muhajir's latest speech was quite interesting, because he basically said sorry to the heads of the Sunni tribes. 'We need you. We'll work together to defeat the enemy.' "

    The day before his speech, Al Jazeera reported a statement it said was delivered by Ahmad Naji al-Juburi, head of the tribal council in Salahuddin Province north of Baghdad, in which he lashed out at Al Qaeda for killing "civilians, defenseless people, police and security men ... Al Qaeda said it came to Iraq for jihad and to liberate it from occupation [but] what Al Qaeda is doing is utterly at odds with what it announced."

    Katz and others say Muhajir is eager to mend fences with Sunni leaders, because he knows that if Al Qaeda loses the support of Sunni tribes, it will be in a very tenuous position.

    "Al-Muhajir took another step toward undoing some of the alienation Abu Musab al-Zarqawi had created in Iraq's Sunni community," Michael Scheuer, who ran the CIA's bin Laden unit from 1996 to 1999 and is now a senior fellow at the Jamestown Foundation in Washington wrote in a commentary on Muhajir's and other recent Al Qaeda communications.

    How long Muhajir will be in charge of Al Qaeda in Iraq is unclear. Earlier this week, Iraqi National Security Adviser Mowaffak al-Rubaie said security forces are close to catching him. On Sept. 28, the US military caught a man it described as his driver. But given the ease with which Al Qaeda in Iraq weathered the killing of Zarqawi, analysts are skeptical that killing Muhajir will have much impact on Iraq's war.

    "When Zarqawi was killed, people said that was the end of the insurgency and the end of the mass killings. But in fact we've seen mass killings increase dramatically since," says Katz. "Al Qaeda in Iraq played an important role at the beginning of the war. Zarqawi set up something that hadn't existed before, but at this stage the infrastructure is set up very nicely."

    Baghdad, Oct 5, (VOI) – Iraqi parliament 43rd session was adjourned to Sunday to further discuss draft laws of investment and provinces.
    Thursday’s session witnessed discussing draft laws of investment and provinces for the third day running.
    Iraqi law makers expressed different views over a draft investment law during the parliament 43rd session.
    “It is impossible to attract foreign investments with no concessions would be made to foreign investors but at the same time rigorous restrictions should be in place to protect national economy,” legislator Jalal al-Saghir, of Unified Iraqi Coalition, told parliamentarians at the session.
    Investors are not expected to pour into Iraq as soon as foreign investment was open, he said and added: “an investment commission is needed to encourage foreign investment into Iraq.”
    Iraqi law makers expressed some reservations over enacting an investment law with no restrictions to safeguard Iraqi national economy were in place.

    Iraqi oil ministry to open refinery, to announce tenders

    Baghdad, Oct 5, (VOI) – Iraqi oil ministry will inaugurate on Saturday a new oil refinery in Najaf as three tenders to build refineries are expected to be soon announced, oil ministry said on Thursday.
    “The refinery production will cover Najaf local demand of oil products ,” spokesman for oil ministry, ‘Asim Jihad, told the independent news agency Voices of Iraq (VOI).
    This is the second refinery inaugurated by the oil ministry since April 2003 after a refinery in Samawa, south of Iraq, he said.
    Najaf refinery construction ,which lasted for nine months, was implemented by the state-owned-oil projects company.
    The spokesman did not give details about the total cost of the refinery project.
    Iraqi oil ministry will announce three tenders to set up three refineries in Iraq, Koyah refinery in Iraq northern city of Quisenjaq with a design capacity of 70,000 barrel a day, Nahreen refinery near Karbala province with a capacity of 150,000 barrel per a day, and Nasiriyah refinery in Thi-Qar province with a design capacity of 300,000 barrel a day.

    Rice notes active Kurdish participation in reconciliation project

    (With photos) ERBIL, Oct 6 (KUNA) -- US Secretary of State Condoleezza Rice noted on Friday the active participation of the Kurdish leadership in the Iraqi national reconciliation project.

    In a joint press conference with Kurdish regional governor Masud Barazani, she described talks as being good and said they focused on the national reconciliation project.

    On US guarantees for protecting the Kurdish region, Rice said Kurds were friends of the US before the liberation of Iraq and that the US had supported efforts to bring stability to the area, adding that the current situation required a democratic Iraq and not just a democratic Kurdish province.

    She added that there were guarantees in the Iraqi constitution and that there was a joint understanding as to the importance of autonomous rule in this province, as it had its own history and roots.

    Rice added that the Kurdistan Workers Party (PKK) was also discussed by the two sides, and expressed content over the advancements made on this issue, namely the closing down of PKK offices in Iraq.

    The US Secretary called upon the Kurdish, Iraqi, and Turkish sides to work together to resolve the PKK issue.

    For his part, Barazani said the two sides discussed issues of mutual concern, including the political process in Iraq and the national reconciliation project, noting that views were similar in many cases.

    Moreover, he said the two sides reiterated the need for further cooperation and coordination in order to establish a democratic and federal Iraq that was free from terrorism and terrorists.

    As for the future of the Kurdish province and its secession, Barazani said that it was the Kurds themselves that had the right to determine their faith, but noted that the Kurdish parliament decided that the province should remain within a unified, democratic, federal Iraq.

    On Kurdish oil, he said that the Kurdish leadership would distribute oil revenues equally throughout Iraq and with no exceptions.

    Rice had arrived earlier this morning at Erbil Airport coming from Baghdad, where she had met with President Jalal Talabani and Prime Minister Nouri Al-Maliki.

    Rice is being accompanied by US Ambassador to Iraq Zalmay Khalilzad and US Assistant Secretary of State for Near Eastern Affairs David Welch.

    Before arriving in Iraq on an unscheduled visit, Rice visited Saudi Arabia, Egypt, Israel, and the Palestinian territories.(pickup previous) sbr.

    refugees GENEVA, Oct 6 (KUNA) -- UN High Commissioner for Refugees (UNHCR) Antonio Guterres said Friday that the Iraqi situation was very complex; however, UNHCR was determined to improve its capacity in creating the conditions of opportunities for resettlement.

    In response to a question from Kuwait News Agency (KUNA), he added that this capacity was not limited to resettlement but also to deal with a major protection problem that needs to be addressed in several parts of the world, and a very complex problem of displacement within Iraq that needs the support of the international community.

    "That is clearly an area where more needs to be done, and we will be engaged to do more in the future," he said.

    He stressed, in a news conference, at the conclusion of the UNHCR Executive Committee, that his organization is very worried about several situations of internal displacements around the world and notably the dramatic situation of the IDPs in Darfur, and that this worry was expressed during the five-day EX-COM meeting.

    The insecurity in Darfur is spreading both to Chad and the African Central Republic and thus creating a very difficult situation in the border areas, and that it is a difficult region for humanitarian organizations.

    Guterres said that in one year alone more than one million refugees from many parts of the world went back home, however, in many circumstances it will be very difficult for them to find adequate conditions of livelihood and jobs and to be able to create a better life for them and their families.

    "Return has proven to be not sustainable in many circumstances and unfortunately some that go back might become refugees again or leave their countries for economic reasons," he added. (end) hn.

    Young Iraq democracy has "anger, distrust," must find political solutions -

    US WASHINGTON, Oct 6 (KUNA) -- The young democracy in Iraq "is coming to the table with a lot of anger and distrust," and Iraqi government officials must "find ways politically" to solve its problems with sectarian violence, White House deputy spokeswoman Dana Perino said on Friday.

    During a White House briefing, Perino was asked to react to comments made by Republican Senator John Warner, chairman of the Senate Armed Services Committee, who just returned from his latest fact-finding mission to Iraq.

    Warner, a member of the political party of President George W. Bush, said on Thursday that if Iraq does not become a safer place in the next 60 to 90 days that perhaps the Iraqi government should consider a change in course.

    "I do not know what Senator Warner meant by that," Perino said.

    Things in Iraq can change within 60 to 90 days in terms of needs in different areas, Perino said. "For example, in some places we have been able to turn over security to the Iraqi forces, and in other places we had to beef up with some more American forces," she said. Perino noted that Bush said in a speech five weeks ago that "this is a crucial moment, and he said that the American people are very patient as long as the Iraqi Government continues to make hard decisions and continues to make progress." Secretary of State Condoleezza Rice was in Baghdad on Wednesday reiterating the same message -- that "political solutions are critical at this time," Perino said.

    The purpose of the trip to Iraq by Rice was to reiterate the support of the American people "and to remind and help this young government to start making the tough decisions that they need to make, and to help stand themselves up," Perino said.

    "We realized that there would be a spike of violence (in Iraq) during Ramadan," she said. "That has been traditionally the case. Violence that is being perpetrated by the terrorists and the Saddamists and the rejectionists is one that continues to kill our own soldiers as well as Iraqi soldiers, and especially heartbreaking are the innocent men, women and children who are being targeted by these folks." One hard decision the Iraqis had to make this week, after concluding an investigation about a police unit possibly being complicit in violence and torture in Baghdad, was to shut the unit down, Perino noted.

    In addition, Iraqis continue to make progress by thinking about political solutions, she said. Iraqi Prime Minister Nouri al-Maliki this week announced a four-point plan to bring together representatives of each party, and different religious and tribal leaders, to reach a political consensus for moving forward with the new government, Perino said.

    "I do think that Prime Minister Maliki, who has asked us for our patience and reassurance that we are going to stick with them, has shown some innovation in terms of his ideas of pulling together this four-point plan, and as I understand it, it includes some of the parties that had been most recalcitrant and not interested in participating," she said. "So that is encouraging, but no doubt about it, it is very tough, very troubling, and it is very heartbreaking when innocent men and women and children die at the hands of the terrorists." Told that Warner had said the situation in Iraq was "drifting sideways," Perino said, "I think that the commanders on the ground continue to tell us that while it is very tough and it is hard, that if we continue to be nimble and flexible, that if we keep our commitment there, that we will be able to help this young democracy succeed."
