Residency card for foreigners in Kurdistan Region

The Directorate of Passports and Residence in the Kurdistan region is to issue five-year residency permits to all foreign individuals who work or live in Kurdistan region.

A statement from the Directorate of Passports and Residence in Suleimaniyah announced that individuals carrying the residency card can use it to get their formal paperwork going at any or all the regional government offices and foundations.

Individuals interesting in applying should visit the Passport and Residency Office, according to the announcement.

In my opinion this is an important step. Now they are not only talking about foreigners but really welcoming them and letting them in.

Residency makes it possible that foreigners are threatend like the Iraqi people concerning taxes or other issues.

It's beginning to be really hard to find everybodies thoughts on these articles, and to link these conversations together for an educated discussion on any one particular subject when you have to search through 100s of pages of cut and paste articles. Is the idea of these news threads to present as much information as possible, and then discuss these articles in another thread such as the "Dinar Crazy" thread? Don't get me wrong, I really appreciate everybodies hard work in finding these articles and then bringing them here, it just seems like a majority of the articles come from one news source and maybe we can try to key in on just the important articles that generate discussion.

I'm not trying to offend, I'm just saying that I now check into the news threads and scroll right past every article until I see a couple posts other than the article to see if that particualar article has generated any interest.

i am reading them all before i post them. i am not posting every single article but those that are pertinent to the happenings of iraq presently which is what we are interested in.

this is a news thread, there is a discussion thread. i noticed that everyone is over here discussing things and now you want the news abbreviated. lol

U.S. Secretary of State Condoleezza Rice arrived in Arbil Friday morning and held talks with Massoud Barzani, president of Kurdish autonomous region in Iraq's north, over distributing the oil resources.
Rice, who arrived in Baghdad on a surprise visit Thursday, urged Iraqi leaders to halt the upsoaring wave of violence throughout the country and to persuade the Kurdish region to share its oil wealth with the rest of the country.

Tensions between the Kurdish region and the rest of Iraq mounted recently when the Kurds began to independently pursue foreign oil deals and threatened to secede when the central government objected.

Massoud Barzani, however, said in a joint press conference following a 45-minute meeting with Rice that "we are for a fair distribution of oil revenues for the Iraqis."

In comments to journalists on Thursday, Rice said "we believe that oil has to be a resource for the Iraqi people as a whole. It has to benefit the Iraqi people as a whole."

"Our view, which has been communicated to the Iraqis and which I think most Iraqis agree with, is that oil needs to be a unifying factor and not one that would help to make the country less unified," Rice added.

Three predominantly Kurdish northern provinces form Iraq's Kurdish autonomous region, which increasingly operates as a separate entity from the rest of the country.

Rice is on a Middle East regional tour, which had already taken her to Egypt, Saudi Arabia, Israel and the Palestinian territories.

Rice, visiting Iraq at the end of a Middle East tour, flew to northern Kurdish region after talks in Baghdad where she pressed Iraqi politicians to unite and rein in sectarian violence that threatens to tear the country apart.

A senior state department official said before Rice's meeting with Barzani that she wanted to urge Kurdish leaders to work with Sunni and Shi'ite Arabs, particularly on the controversial issue of managing Iraq's vast oil wealth.

The meeting with Barzani, the president of Kurdistan, came as the Iraqi government is drafting legislation to clarify how oil investment and revenues should be shared with a view to encouraging foreign investment to develop its vast resources.

"As for the revenues of oil ... we (favour) a fair distribution of oil revenues all over Iraq," Barzani said after the talks. Rice did not mention oil in their joint a news conference.

The issue of how powers are divided between Baghdad and the regions is at the heart of a bitter sectarian and ethnic dispute.

In a latest tension between Kurds and Arabs over oil, the Kurdish regional government last month raised the threat of secession if the Baghdad government did not drop claims to a say in development of oil resources in their northern districts.

"Kurds, like any other nation, they have the right to self-determination," Barzani said after the meeting.

But he stressed that the Kurdish parliament had opted for a "federal system" within a federal state of Iraq.

U.S. officials said Rice wanted to stress the importance of the Kurds finding a compromise on the draft Iraqi law governing its energy sector.

"Issues being discussed in Iraq right now ... are so critical they cannot be jammed through, should not be jammed through, by a majority over a minority decision," a senior U.S. State Department official said. "They need a consensus. And we look to the Kurds to act responsibly."

Control of Iraq's biggest northern oilfield in Kirkuk is one source of tension. The field lies outside the present Kurdish region but Kurds want a referendum to bring it into their area.

Barzani, one of the guerrilla leaders who wrenched the mountainous north from Saddam Hussein after the 1991 Gulf War, often refers to Kurdistan's right to secede if the U.S.-backed project to establish a decentralised federal democracy fails.

Largely free of Baghdad's control for 15 years and spared the violence that followed the U.S. invasion in 2003, the Kurds have prospered. But their territorial designs on Iraq's northern oilfields around Kirkuk are a potential flashpoint for violence.

Kurdish leaders are mindful of their landlocked region's dependence on its neighbours and the opposition to independence from their U.S. ally, as well as the outright hostility from Turkey, Iran and Syria, which have restless Kurdish minorities of their own.

Im starting to notice a pattern here... has anyone else noticed that iraq still doesnt have a hydrocarbon law but there signing deals for oil ? its one thing if they had signed one or two deals with companies.. but there not there signing deals with rather large coutries ( china russa, etc ) it just seems odd they are hard up about investment yet have no law in place and keep delaying ( did i see another postponement till sunday?) the passing of the laws they need but then turn around and sign deals with other countries .. just seems hinky ..

i think these articles indicate that they do have a law on the table but havent announced it yet. must be somethin else they want to announce at the same time they are waitin on...
