Correct me if I am wrong but i thought Iraq's budget for 07 was only around 39 billion...that would be a pretty big chunk

i suspect its not coming out of the budget.

If Kurdistan has their FIL passed (I do not doubt that they do), why is the low value of the dinar not hurting them? We have been saying all along that the r/v has to happen before foreign investors flood in so that Iraq will be protected from monopolization. Why does this not affect Kurdistan? Can anyone help on this matter? Thanks.

OK, What exactly dose this mean? Is there any connection with this and an RV? Well what happens if this is signed and there is NO RV?

Maybe the foreign investment law is to protect against monopolization and the point is for big companies to buy in low so they could fund an iraqi rv?
