I agree besides dividing things up is not so simple. While there are three distinct regions, the large number of Iraqis live in the cities which are mixed. I think that the parliment has a huge carrot in front of them in the way of an r/v and a position in the government of a soon to be prosperous country. They also have a huge hammer looming in the way of a U.S. threat to disband the parliment and create three separate states. So, I think that ideal is just being thrown out there ...."get your shit together or else!"

It's clearly saying a zero lop, but i truly believe that will not happen.
