    Bush Approval Withers Under Iraq, Foley Pressure
    A Deep Deficit for the Republicans Reflects a Beleaguered President
    By GARY LANGER
    Oct. 9, 2006 — - An unpopular war led by a beleaguered president has pushed the Republican Party back to a deep deficit in voter preferences. But the Mark Foley scandal, while it hasn't helped, is a distant concern, with many doubting that the Democrats would've handled it any better.

    The scandal's likeliest impact is that it forces the Republicans off the anti-terrorism message that remains their best push back against the broad discontent with the war in Iraq. The scandal has erased the minor gains the Republicans showed around the 9/11 anniversary.

    Among registered voters, the latest ABC News/Washington Post poll finds the Democrats with a 54-41 percent lead in the congressional horse race, a gauge of the national mood rather than the status of individual state- and district-level races. (The lead is the same, 54-41 percent, among likely voters.) That's the biggest Democratic lead this close to Election Day in more than 20 years.

    Just 32 percent of Americans, moreover, approve of the way Congress is doing its job -- the lowest approval rating in a decade, although still much higher than it was before the 1994 election, in which the Republicans gained control of both the House and Senate.

    Beneath these numbers is palpable discontent with Republican leadership -- particularly the president's -- fueled by unhappiness with the Iraq War. Sixty percent of Americans disapprove of the president's job performance overall, five points from his worst disapproval ratings, with strong disapprovers outnumbering strong approvers by a 2-1 margin. Sixty-four percent disapprove of his handling of the war in Iraq, and a record 63 percent now say it was not worth fighting.

    For just the second time in ABC/Post polls, however, most -- a new high of 53 percent -- disapprove of how Bush has handled the broader U.S. campaign against terrorism, a blow to what has been his greatest strength. Just half said the country is safer now than it was before 9/11, down from what's usually been a clear majority. Indeed, such are his woes that less than half, 44 percent, now give Bush credit for the fact that another major terrorist attack hasn't occurred in this country since 9/11. And while 51 percent still see the war in Iraq as part of the war on terrorism, that's a new low.

    FOLEY -- The Foley scandal has not earned the Republican leadership any goodwill, but neither does it look like a point of differentiation for the Democrats. On the one hand 64 percent believe the Republican leadership tried to cover up the scandal; 75 percent don't believe the Democrats would have handled it any better; and 62 percent believe the Democrats are pursuing it for political advantage, not to raise legitimate concerns.

    A salience test puts the Foley matter in perspective: Eighty-three percent of registered voters call Iraq very important to their vote; 78 percent say the same of terrorism; 77 percent the economy; 71 percent health care; 65 percent ethics in general. By contrast, just 18 percent give that kind of importance to the Foley situation.

    Despite widespread believe that the Republican leadership tried to cover up the case, the public divides (heavily along partisan lines) on whether House Speaker Dennis Hastert should step down as a result, with 47 percent saying he should stay, 45 percent saying he should go. That suggests that for many, the cover-up suspicion is a weakly held one and is more an expression of dissatisfaction than an accusation of malfeasance. Most broadly, just 18 percent say the Democrats in general are better than the Republicans when it comes to ethics and honesty, while 11 percent say the Republicans are better. Seventy percent instead say there's no difference between the two, and that's essentially the same as its pre-Foley levels.

    Indeed, the scandal taps into longstanding skepticism of congressional ethics overall. Sixty-nine percent of Americans rate the ethics and honesty of Congress members negatively, again no worse than it was, for instance, last December. Better news on the re-election home front is that two-thirds, in contrast, give a positive rating to their own representative's conduct. That's actually improved from its level last May.


    CONGRESS -- As far as Congress goes, current views seem to engendered more of an anti-Republican sentiment than an anti-incumbent one. Fifty-five percent of Americans say that most of the Democrats in Congress deserve re-election; just 39 percent, however, say the same of most Republican representatives.

    The Democrats lead in public trust to handle each of seven areas tested in this poll, including terrorism (on which they've led or run competitively on and off the past year).

    Their approval rating is 13 points higher than the Republicans rating, 48 percent to 35 percent. And 59 percent of Americans would like to see the Democrats take control of the House. Whether that happens is a soothsayer's game, and other results are more equivocal. While approval of Congress, as noted, is just 32 percent, it's been much lower -- 18 percent in October 1994, before that year's transformational election, and 17 percent in spring 1992, in the broad economic discontent that was soon to chase Bush's father from office.

    Moreover, despite all the current discontent, 60 percent of Americans approve of the way their own representatives are handling their jobs, compared with a markedly lower 49 percent in October 1994.

    TALK -- It is clear what the parties would like most Americans to talk about. Among people who call terrorism the most important issue in their vote, Republicans hold a 72-26 percent lead in congressional vote preferences. Among those who say it's Iraq, the Democrats lead by a nearly identical 71-25 percent.

    The Democrats also lead, by 59-35 percent, among registered voters who say their top issue is the economy. Iraq and the economy rank highest in a six-item list, followed by terrorism and health care (another strong issue for the Democrats).

    Another subject for the Democrats is the president: Registered voters are twice as likely to say they'll cast their congressional vote to show opposition to Bush as to show support for him. Independents say so by an even larger margin of 3-1: Thirty-five percent voting to show their opposition to Bush, vs. 11 percent voting to show Bush their support.

    That stands in sharp contrast to 2002, when voters showed support for Bush by 2-1; and from 1998, when Bill Clinton was in the thick of the Lewinsky scandal. Then 77 percent said Clinton wasn't a factor in their vote, compared with the 47 percent who say that about Bush now. The rest divided about evenly between supporting and opposing Clinton, another sharp difference from Bush-inspired voting today.

    Even in the upheaval of 1994, 27 percent said they were voting to show opposition to Clinton, compared with today's 35 percent voting to oppose Bush. One factor: Bush's approval rating today is six points below what Clinton's was then, and his strong disapproval is 18 points below.

    Iraq police rebrand to foil fakes
    Iraqi police are being issued with new uniforms to stop death squads dressing up as members of the security forces to commit sectarian murders.
    The new kit includes camouflage dress similar to that used by the US military which is difficult to counterfeit.


    Officials say many attacks are carried out by impostors in police uniforms, although critics say some Shia police collaborate with Shia militiamen.

    Thousands of people have been killed in sectarian violence in Iraq since 2003.

    Prime Minister Nouri al-Maliki has vowed to take action against the militias, but correspondents say there has been little to show for his pledge.

    Newly-garbed police paraded in front of Interior Minister Jawad al-Bolani at a ceremony at a police compound in Baghdad.

    "These new garments will not be counterfeited," Mr Bolani promised.

    The US general responsible for training Iraq's police welcomed the new uniforms.


    "This is a great day for Iraq," said Gen Joseph Peterson.
    "Policemen, national policemen, border policemen have paid a great price over the last couple of years here in Iraq to build the forces that are necessary to provide safe and secure environment to the people of Iraq."

    Uniforms have serial numbers which are to be linked to a database of ID photographs of the officers they are issued to, police officials said.

    In addition, police vehicles are being given new standard markings.

    A senior police officer told AFP news agency that the uniform was also more comfortable than the old standard issue.

    "I am happy with this clothing. It is light for the policeman to wear and walk in the street," Col Abdul Munim said.

    Earlier on Monday, gunmen dressed as police broke into the home of the brother of Iraqi Vice-President Tariq al-Hashimi and shot him dead.

    They drove off in 11 police vehicles, police officials were quoted as saying.

    Last week an entire police brigade was moved from Baghdad for retraining, following allegations it had participated in attacks on Sunni Muslims alongside Shia militiamen.

    Default Has a Strategic Trade Policy any relevance for Kurdistan

    Introduction

    For many years the slogan of ‘free trade’ became the backbone of the Welfare State. Sometimes it appears as a traditional idea, even as it’s implications became more complex with the passage of time. Recent developments casts doubt on the reliability of advocating free trade as a main element in raising revenue and elevating the welfare state.

    As a history, the idea of free trade was born in the climate of ‘perfect’ competition, within classical theories, such as Adam Smith - post-war, ‘imperfect’ competition replaced perfect competition. This brought about distortions to the recent processes in the international economy. For that reason, different strategic trade policies were derived as a remedy to sustain long-term growth.

    Different countries, of course, have different concepts related to strategic trade policies. The differentiation in comparative advantage compels more economists to gather data in their efforts to design a strategic trade policy.

    Implications of strategic trade policy

    Comparative advantage is a main element of trading relations between nations. Traditional Ricardian theories identified technology as a cause for trade. The Heckscher-Ohlin theory recognised factor-endowment as a factor for trade. Others, like Steffan Burenstan-Linder (1961) and Raymond Vernon (1966) concentrated on endogenous technology change (Krugman, 1987, p. 89). In fact, the purpose of all, was to strengthen and develop the Welfare State whilst maximizing profit.

    The main constituents of strategic trade policies:

    1. The role of government is important for investment in export promotion, and import protection. Government policy is a key element for strategic trade policy. A number of economists hold government policy responsible for ‘tilt’ – oligopolistic competition, to shift excess returns from foreign firms to domestic firms (Krugman, 1987).

    2. Export promotion strategies have been approached through a variety of policies. Government intervention is necessary to prevent external deterioration. James Brander and Barbara Spencer (1983-1985) demonstrated that government policies, such as export subsidies and import restrictions can, under certain circumstances, deter foreign firms from competing for lucrative markets (Krugman, 1987).

    Justification for government intervention through subsidies occurs to stop the market from further deterioration of oligopolistic and monopolistic power.
    For example, if the U.S. government supports a U.S. firm by subsidizing exports, this would have the effect of changing the ‘climate’ of the market, thereby affecting the producers.

    This would help the producer to increase their output, reduce prices, and encourage the firm to compete more. The benefits of implementing this policy as a ‘remedy’ for the individual firm/country are of course, endangered by the response from other countries with similar policies – this would worsen the situation

    Nevertheless, Brander and Spencer’s view provides a robust incentive for these new firms to compete, and increase their output, which will impact on the national economy, long-term, and raise the level of growth.

    3. Under conditions, and in situations where there are too many sectors in the economy, and where each sector has its own impact on growth, it is not easy to focus on a specific sector and ignore the rest. Furthermore, if a government increases the subsidy level to all of the sectors, it is at the expense of the strategic trade policy. Evidence that good policies can change frequently, and achieve a better climate for trade.

    What should the strategic trade policy target:

    1. Some sectors have higher-margin-returns, more valuable than others. But this does not mean the capital and labour returns will be high. The original idea was scrutinized by G. Grossman (1986). He believed exporting sectors must compete with each other for limited resources, such as skilled labour. This means that any plan for selecting export promotions, must be informed by a knowledge of which export sectors have the most desirable profit margins.

    2. The mercantilism point of view is different. By contrast, it encourages government intervention to capture more wealth and to maximise welfare. In fact, when considering infant industry, we realise that this sector needs protection from foreign trade.

    However, the idea of protectionism appears to be in jeopardy, along with long-term free trade. Marshall’s idea that infant-industry protection justified some of the foreign tariffs of Britain’s new arrivals. Also, he suggests that reciprocity aimed at opening foreign markets was inappropriate (Bhagwati, Free trade, 1989, p. 23).

    The conclusion from these ideas is that:

    i) Unilateral free trade is not desirable. When some countries restrict their nation’s foreign trade, trade war is the outcome.

    ii) Tariffs could improve welfare, in the case of adjusting domestic distortion. This policy is targeted as a result of foreign distortion, such as monopoly power.

    3. The failure of the market strengthens the policy of intervention and tariffs, in different ways. In imperfect competition, the price of goods and services does not reflect marginal costs. Consequently, abnormal profit occurs. Not only economic reasons justify intervention, often justification for intervention is related to political objectives. For example, intervention in the armament industries is evident. (John Williamson and Chris Milner, 1991).

    4. With reference to Bhagwati’s ideas, (Bhagwati, Free Trade, 1989) that there are some activities made up of unproductive ways of raising revenue, using resources to produce income without socially-valued output. Directly Unproductive Profit (DUP) related to import protection. Different economists have expressed different views, associated with this matter. These activities include import quotas, and activities in opposition to protectionism.

    Furthermore, these activities will add more costs to the original operation. This was analysed by Kruger, he thought this process caused market value losses (Bhagwati, 1989). It is clear that these activities are not without merit. These activities, of course, are the result of endogenous or exogenous trade policy.

    5. In many cases free trade is not is not always optimal or desirable. Another important aspect of external economies is that it is important for enhancing the level of technology. Sometimes the results would be incomplete, or not wholly appropriate. Technological progress will occur only through learning – by doing (Krugman, 1987).

    The increasing investment in research and development enables the economy to rely on its own technology. At the same time it supports industries in reducing their cost units in the long term, and increases in the short term. Intensifying international and national conflicts is evidence of the need for more external economic knowledge. This reinforces the argument that, strategic trade policy must not depend entirely on free trade.

    6. Having said all that, subsidy policy, export promotion intervention, and other policies are characterized by increasing return and imperfect competition. Among these policies, general equilibrium is imperative for continuing strategic trade policy successfully. Therefore the government must be sure if they gain in one sector, losses elsewhere must be a price worth paying.

    Strategic trade policy and the developing world

    Not only is the developed world striving for strategic trade policy, the developing world also has a share in this issue. In the past, strategic trade policy had little connection with the undeveloped world.

    The world has changed, the pattern of economy is a reflection of a new era. The style of market forces is more liberal. Companies, and what they produce is more independent than ever before. Common structural change had influence on the structure of developing countries.

    Global change supports developing countries in two ways:

    i) Technological change has a positive impact on their development programmes
    ii) State-owned enterprise has been changed in an effort to prevent the take over by foreign firms

    Associated with the above, Susan Strange reports on relations between firms and the state. In her remarks about global structural change she stressed that “The internationalization of production by multinationals has surely been a major factor in the accelerated industrialization of developing countries since the 1950’s” (Susan Strange, 1991).

    The scarcity of comparative advantage, scale of economies and endowment factors among developing countries is a major problem facing strategic trade policy. This does not mean the end of strategic trade policy.

    Generally, it is not easy to select a particular strategic trade policy for economies. For the strategic trade policy to be compatible, economists must challenge all circumstances in connection with the size of the market, stage of the technology and basic resources.

    Compatibility of strategic trade policy to developing countries


    There are some exceptional cases, and this will help the general picture of strategic trade theory. Strategic trade is essentially for building infrastructure. In this case, industry needs R & D to “prop up” all the communication systems. These aims and goals cannot be achieved without interception with world markets.

    In the case of a Brazilian commuter aircraft and a Korean semi-conductor industry – both have 20% of world market share. (Frances Steward, 1991).

    Therefore, these industries are well established and are well organised, with the support and help of western countries. However, the Brazilian industry suffered due to the excess of costs over benefits. But in the case of the Korean semi-conductor industry, despite high-fixed, set-up costs, learning economies, lack of experience and the nature of the competitive market, the Koreans have been very successful. Their world market share of 64k chips had risen to over 20% in 1998 (Frances Steward, 1991).

    What then is the logical development imposed by the external economies at the periphery? As Roy Trinder described, the most developing countries in the continents of Africa, Latin America and Asia seem richer than many industrialized nations. Classifying Third World countries into one category is a fatal mistake, due to “neglect of a substantial volume of specific information” (Roy Trinder, 1988).

    Unfortunately, the reality of the Third World is self evident. Some countries carried out an industrialization policy, and some of them are in the middle of nowhere, still struggling with the agricultural sector – mixed up with wrong policies and striving to exercise a strategic trade policy that brings debt crises and realization of the failure of internal development.

    To understand why the developing world needs to implement reform in adopting a strategic trade policy, it is essential to analyse the papers of Dani Rodrik, the theme of which tells us that:

    i) Trade became more liberal - tariff restriction was the most common change.
    ii) Increased expectations among developing countries in integrating with the world market. For that reason the third world prepared for imperfect competition in the 1980’s.

    The consequences of trade policy reform

    i) The economy suffers from over-borrowing.

    ii) Lack of credit-worthiness results in unsustainable development, in terms of balance of payment and restructuring economies.

    iii) Reform played a big role in macroeconomic adjustment. Reducing inflation in Mexico and Bolivia during 1985, and Israel in 1987, proved that the reform programme is working (Dani Rodrik, 1991).

    iv) Trade reform can help governments to mobilize resources. This can happen through converting quotas on imports to tariffs, transforming quote rents that accrue to the private sector, into revenue for the government. The main object is to raise revenue.

    The alternative strategic trade policy and developing world

    i) Import substitution can enhance technological effort. In this case research and development is essential, that will affect the reducing cost unit in the long term and the rise in marginal benefit would increase the level of output. Contrariwise, any policy that lowers domestic output, results in negative impact on technological change.

    ii) The strategic trade policy is not as simple as it appears. In practice, it is not only the developing world which will suffer due to the selection of wrong policies. Also, the developed world finds it difficult to derive correct policies at the right time. Government policies and political systems have an anchoring role in conducting, ‘welfare’ strategic trade policies.

    iii) General equilibrium is a main constraint on a successful strategic trade policy. In fact, protection or promotion must embrace multi-sectors. Therefore, strategic intervention will promote a particular sector, and a protection strategy will protect infant industry from damage or distortion.

    iv) Defence of Free Trade is not always right. Retaliation and trade war is a result of this process. The developing world is not too strong to afford such consequences.

    v) Similarities in the size of the market, the stage of technology reached and demand, justify – south-south trade for some industrial promotion. The developing world must not ignore other, recent theories emphasizing learning, economies of scale and economic externalities.

    Conclusion

    For many years the slogan of Free Trade became the backbone of the Welfare State. Comparative advantage is a main element of trade between countries. Investing in export promotion and import protection are the key elements for strategic trade policy. Justification for subsidy policies is to protect the market from oligopolistic and monopolistic power. In many cases, free trade is not always optimal and desirable.

    Subsidy policy, export promotion, intervention and other policies are all characterized by increasing return. The strategy of general equilibrium is essential for continuing strategic trade policy successfully.

    The developing world has a share in strategic trade policy. Common structural change has influence on the structure of the developing world. The insufficient level of comparative advantage, scale of economies and endowment factors among developing countries, are the major problems facing strategic trade policy.

    The feature of market size, level of technology, and other factors, justify south-south trade, and industrial promotion. The developing world must not ignore recent developments.

    AMMAN, 08 October 2006 (Jordan Times)

    Deputising for Prime Minister Marouf Bakhit, the minister of industry and trade will today open the 3rd International Rebuild Iraq Exhibition at the Abdali Urban Regeneration site.

    At a press conference held last week, organisers announced that 1,025 companies from 48 countries would be participating in the exhibition, which spans over an area of 60,000 square metres

    The exhibition, which extends through May 11, is so far the largest to have ever taken place in Jordan, with 5,000 Iraqi and 15,000 global visitors expected to attend, they said.

    The opening ceremony will be attended by an array of Iraqi ministers and officials.

    Exhibitors include companies from Austria, UK, Belgium, Germany, France, Italy, Sweden, Cyprus, Greece, Luxembourg, Romania, the Netherlands, Luxembourg, Ireland, Norway, Switzerland and Poland.

    France, Luxembourg and the Netherlands are taking par for the first time.

    Running alongside the exhibition will be the 3rd International Conference "Doing Business in Iraq" which will take place at the Amman Inter.Continental Hotel on May 9 and 10 and will be attended by top Iraqi officials along with international and Jordanian experts.

    Two major new projects to set up new cement factories and new IT systems in Iraq will be announced at the conference,organised by the American Chamber of Commerce to update delegates on the business environment in Iraq.
