The investment law seeks to enhance the competitive edge of the Iraqi economy
The investment law seeks to enhance the competitive edge of the Iraqi economy
    Source : The statement UAE - 10/10/2006

Dr. Mahdi Al-Hafiz member of the House and former minister of planning, it is acknowledged the existence of divergent views and opinions on foreign investment, which is not confined to Iraq, but extend to other countries, The themes of a debate between experts and the economic policy makers in the world, therefore encourage substantive discussion on the subject.

And show concern for systematically addressed within the context of sound, which brings together economic and political considerations at the same time, in order to reach a sound position to encourage foreign investment law that is before the House now.

He added that foreign investment is one of channels or external sources of financing for activities or projects of economic and service in other countries. Economically known that there channels or several sources of external financing for the activities and projects of economic and service in different countries.

They include investment, aid and loans to private and official external debt "to», all of which is remittances or financial flows entering the country and the meaning of different terms and conditions and the nature of burdens and benefits to the country.

He continued : "However, the most important characteristic of foreign investment to other sources of external finance. is free of charge the beneficiary country from the burden of debt. Any financial flows coming in foreign investment do not constitute a debt to that country would also be the case for foreign loans, The combined political commitments as is the case for some grants and foreign aid.

: The fact that the two types of foreign investment. two foreign direct investment (FDI) and foreign investment indirect Foreign Direct Investment.

The difference between the two is that the first real long-term investment in the productive and service sectors of the national economy, industry, agriculture, energy, tourism, communications and other, and the second type, any direct foreign investment is in the financial markets to own foreign bodies, individuals and companies. the shares and bonds, private or governmental transaction for profit.

He said : note that some of the international financial institutions is an indirect investment in the case of possession of the proportion of the shares in the financial market is less than 10%. a different question, as the ratio does not constitute an essential criterion in the classification between direct and indirect, The introduction of the standard normally area or sector or activity in which they are used remittances or external financial flows.

He continued : "What concerns us in Iraq is the research in the benefits of foreign direct investment, and stop at the benefits of an external funding source for economic and service projects in the framework of the national development strategy and priorities.

The truth is that the benefits of foreign direct investment are clear and significant importance for the development experiences of remarkable in many countries such as China, India, Malaysia, Mexico and Brazil and other countries in the world, in all continents, It is the acquisition of modern technologies (technology and the fight against unemployment Al »job creation and the development and diversification of exports and diversification of the productive base of the national economy and others.

This is what Iraq needs, more than ever, in the framework of his policies and orientations for the reform and diversifying the economy, reconstruction and tackling the problem of unemployment and improve the quality of services and expand. It is an urgent necessity imposed by the significant lack of internal financial resources for the large estimated cost to achieve these programs and projects.

He said : that foreign direct investment is today the focus of fierce international competition, where will the States to earn foreign investments and providing incentives, exemptions and inducements designed to achieve that goal. Engaged in the task of the world Bshtrih developed and the developing world, It is noted that China in the framework of the new economic policy has been successful in the enjoyment of the highest proportion of foreign investments, without compromising its interests and national sovereignty.

This phenomenon is remarkable and worthy of study and follow-up on our part, The significance intellectual and economic very useful for the controversy aroused currently on the law on investment in Iraq and implications in the eyes of some of the fears of national sovereignty
