Imo, of course they will accept Iqd's for oil purchases, in fact I believe they will require all oil and natural gas purchases as well as investment in the industry to be made in IQD. We will see Iqd's trading at over $2.50 usd within the next two years. SO don't go cashing it all in right away! Especially if you have had it less than a year so you can avoid short term capital gains tax.

The big question has always been whether they would allow it to float at the current rate or peg the dinar with a r/v. Allowed to float IMO they have no control over the rate the dinar will grow to and how quick. I believe they will avoid this route.

I'm sure Article VIII will be incorporated into the FIL. The FIL will not be released and enacted unless it's fully convertible.
