CBI isn't up to date yet. Normally it has been updated around now.

and sometimes the cbi doesnt update until late. or at all.

Yea but, normally when they don't post it's on Sunday, they normally post on Wednesdays, even though somethime late, I've seen it be 5 am cst. And if they don't post and ISX didn't open this could all be good news, with the News Announcement for Thursday

Appointed by the Ministry of Education, 243 thousand security guards and teachers and teachers in general directorates in Baghdad and the governorates regarding obtained approval to build a school in Iraq. I have just had an update from Warka stating that my selected stock picks of the 10th, will be executed at the next trading session of the isx on Monday 16th October. So I guess it is not trading today!
