    I had confirmation of a wire transfer today (12th) at 1484.5 exchange rate

    If they do reval today, phew i only just made it. What do you people think of the exchange rate.................

    Iraqi parliament passes controversial federal law

    Iraqi lawmakers on Wednesday approved a controversial law setting out the mechanism of forming federal regions, which some leaders fear could lead to the break-up of the country.

    Under the law, the country's 18 provinces would hold referendums to decide on whether to merge themselves into larger federal regions with a measure of self-government.

    According to a deal agreed by all parties last month, the federalism law will be implemented 18 months later, which delays the merger process until 2008.

    The Iraqi Shiites are keen to set up a big autonomous federal region in the oil-rich south, and the Kurds seek a similar region in northern Iraq.

    However, the Sunni Arabs have hitherto opposed the notion and feared a break-up of Iraq would leave their community without access to oil reserves.

    Sunni Arabs insist that before the federalism bill can be carried out, parliament must amend the constitution to guarantee the sharing of oil revenues as well as to weaken the ability to set up self-ruling cantons.

    Violence 'may cost Al Maliki his job'

    Baghdad: The fate of the Iraqi Prime Minister Nouri Al Maliki hangs in the balance, as a result of the deteriorating security situation in Baghdad.

    This development comes in the wake of increasing talk in Iraqi political circles about the near departure of Al Maliki, because of the collapsed security situation.

    Sources close to Adnan Al Dulaimi, the chairman of the Sunni Conciliation Front, who met up with US Secretary of State Condoleezza Rice during her last visit to Baghdad a few days ago, told Gulf News: "Al Dulaimi told Rice that Al Maliki's good intentions were not enough.

    "Al Maliki has to take serious and vital steps to combat Shiite armed militias, which are accused of running the death squads in the country, and the resulting sectarian violence."

    Al Maliki is under tremendous pressure from his political bloc. The Shiite coalition wants Al Maliki to intensify huge security operations to crush armed groups, putting an end to the declining security situation. The Sunni political forces want Al Maliki to hit the armed militias.

    It is also said in Iraqi political circles that Rice mentioned the establishment of a National Rescue Government if sectarian strife continues to escalate.

    Al Maliki has two options: one is to offer more concessions towards dialogue with Baathists and former-regime figures in the upcoming reconciliation conference.

    The Minister of State in Al Maliki's government told Gulf News the Prime Minister might issue new pardons, but releasing key figures from the former regime is out of the question.

    The second option is accelerating devastating strikes to armed groups. This may help in improving the security situation.

    Hundreds of armed individuals have been captured in Kirkuk. Baghdad districts and small cities in Heet and Diala have witnessed vast security sweeps, on the government's directives.

    The Jordanian Al Rai newspaper's polls in Baghdad say sectarian strife has increased the popularity of Eyad Allawi (the former Prime Minister). Many believe he is the right man to control the deteriorating security situation in Iraq.

    Allawi, who is open to the idea of dialogue with the Baathists, may strengthen the chances of the reconciliation success. In addition Allawi greatly opposes the activities of armed militias.

    the thing about the lop was posted in July, and so was the study I read these right after the mof let it slip they wanted a lop or 1:1 so this is old news again

    Iraq passes federalism law

    Baghdad: The Shiite-dominated parliament yesterday passed a controversial law allowing the formation of federal regions in Iraq, despite opposition from Sunni lawmakers - and some Shiites - who said the step would dismember the country and fuel sectarian violence.

    The law includes a provision that regions cannot be formed for another 18 months, a concession to Sunni concerns.

    The Sunni coalition in parliament and two Shiite parties tried to prevent a vote on a Bill by boycotting yesterday's session to prevent the 275-seat body from reaching the necessary 50 per cent quorum.

    But the quorum was reached with 140 lawmakers, who voted on each of the Bill's some 200 articles individually, passing them all unanimously.

    The federalism law sets up a system for allowing provinces to join together into autonomous regions that would hold considerable self-rule powers, a right given to them under the constitution adopted last year in a national referendum. Some Shiites want to create an autonomous zone in their heartland in the south, much like the self-ruling Kurdish region in northern Iraq.

    "This is the beginning of the plan to divide Iraq," said Adnan Al Dulaimi, leader of the Sunni National Accordance Front, which boycotted the vote along with Moqtada Al Sadr's party and the Shiite Fadila party.

    "We hope there won't be an increase in violence," Al Dulaimi said.

    Why would they want to frighten off new investors off at the last minute. I thought would want to encourage investors.

    I agree!

    Makes no improvement and no sense because they can already support the low amounts with small notes.

    Lopping is one of the worst thing that you can do now with this fragile government.

    My opion: only solution is the real exchange rate.

    Saudi Arabia: OIC Organizes Meeting Between Iraqi Factions
    12 October 2006
    JEDDAH, 12 October 2006 -- The Organization of the Islamic Conference has organized a meeting between Iraqi religious leaders representing Sunnis and Shiites on Oct. 19-20, 2006. The meeting will take place in Makkah and the aim is to adopt a reconciliation document calling for ending the bloodshed in Iraq.

    The document, entitled "Makkah Al-Mukarramah Document", will be proclaimed in Makkah during the last ten days of the blessed month of Ramadan with the participation of senior Muslim scholars and authorities in Iraq.

    The meeting is an initiative by the OIC to end the bloodshed in Iraq. It is emphasized that the meeting is religious and not political and is held under the umbrella of the International Islamic Fiqh Academy, a subsidiary of the OIC.

    Once the reconciliation document is adopted, it will be a call to every Iraqi, stating the clear position of Islam on the prohibition of shedding a Muslim's blood. It will also call on Iraqi Muslims to abide by the clear principles of Islam in this regard.

    Preparatory meetings to formulate the document were held on Oct. 7-8 at the headquarters of the International Islamic Fiqh Academy in Jeddah. Professor Ekmeleddin Ihsanoglu, secretary-general of the OIC, chaired the meeting. In his remarks, he said that the OIC saw the necessity of taking an initiative aimed at stopping the turmoil in Iraq. It was taken out of consciousness of the OIC's responsibility before Allah, the Islamic Ummah and history in order to prevent the shedding of Muslim blood and to put an end to civil strife in Iraq.

    He called on religious scholars and the highest religious authorities in Iraq to embark on their duties of stopping bloodshed in their country by emphasizing that the spilling of Muslim blood is against the teachings of the Holy Qur'an and the traditions of the Prophet (PBUH).

    The Iraqi delegation of religious scholars representing Sunnis and Shiites who participated in the preparatory meetings was composed of Sheikh Jalaludeen Al-Saghir, Sheikh Dr. Salah Abdul Razaq, Sheikh Abdul Satar Abdul Jabbar Abbas and Sheikh Dr. Mahmoud Al-Samidai.

    Also at the meeting were Sheikh Muhammad Habib Ben El-Khoja, secretary-general of the IIFA, Iranian scholar Sheikh Muhammad Ali Al-Taskhiri, a member of the IIFA, and the renowned scholar Dr. Muhammad Salim El-Awa acted as adviser to the OIC secretary-general.
