On Sept. 25, U.S. Department of Commerce Secretary Carlos M. Gutierrez met with Iraqi Minister of Trade Dr. Abd-al-Falah al-Sudani to discuss the Secretary's Five Priority Areas for Economic Development in Iraq.
The Secretary's Five Priority Areas for Economic Development in Iraq are:
privatization of state-owned enterprises (SOEs);
reforming the public distribution system (PDS);
developing the housing and construction sectors;
enhancing the banking system;
and fighting corruption.
Secretary Gutierrez and Minister al-Sudani also signed a Terms of Reference document to create the U.S.-Iraq Business Dialogue, pursuant to the Joint Statement on Commercial Cooperation the two dignitaries signed in Baghdad on July 17.
Members of the U.S.-Iraq Business Dialogue will advise the U.S. Department of Commerce and Iraqi Ministry of Trade on private sector views of Iraq's business environment in Iraq and make recommendations for commercial related policy and programs. The Commerce Department will soon be soliciting private sector members to join the U.S.-Iraq Business Dialogue, according to the Iraq Investment and Reconstruction Task Force.

Top leaders of militant group arrested in Arbil

Baghdad, Oct 12, (VOI) – U.S. and Iraqi forces arrested two top leaders of the ultra-militant group al-Tawheed wal Jihad during a raid on a village near the northern Iraqi town of Arbil, a security source said on Thursday.
“U.S. forces with Iraqi support raided on Wednesday night Mekhlet village in Nemroud between Arbil and Mosul and arrested two Emirs of al-Tawheed wal Jihad group in the village,” the source, who declined to be named, told the independent news agency Voices of Iraq (VOI).
He gave the names of the two leaders as: Ali Taha and Mahjoub Yassin.
The U.S. and Iraqi forces have been keeping an eye on the village for a while as the Tawheed and Jihad group has been holding constant meetings with another militant group called al-Awda party, the source said.

Investment law a step in the right direction – Iraqi trade minister

Baghdad, Oct 11, (VOI) – An investment law approved this week by the Iraqi parliament is a successful step that will boost economic development, Minister of Trade Falah al-Sudani said on Wednesday.
“Approval of the investment law will revive economic activity in the country, overhaul the economy and help put an end to widespread violence through providing jobs for the unemployed,” Sudani told a news conference at Baghdad International Trade Fair.
The law will help construction companies affiliated with the ministry recover, the minister said, adding that ensuring enough supply of building materials will be a priority to push urban development.
The parliament approved the new law on Tuesday after a two-week debate.
The law offers foreign investors many privileges including buying stocks and management of investment portfolios.
It also provides for establishment of a national investment body and a 15-year tax holiday for investment projects.

The exchange rate of the Iraqi dinar to rise today, Thursday, at the dollar figure is the highest recorded this year in an auction the Central Bank of Iraq in 1470 dinars.

Iraq Company for Bank Guarantees aims for late October launch

The Iraq Company for Bank Guarantees (ICBG) is gearing itself for a late October launch. Preparatory work is well underway at the ICBG to ensure a business commencement date at the end of October.
Shareholder and follow on ICBG Board meetings have been held in August and September. During September and October, ICBG management will undertake a structured marketing effort with all commercial banks and finalize guarantee applications with those that will be ready to approach the company on its scheduled launch date.
Guarantee applications for two SME loans are expected in September for management review. Executive, Risk Management, Audit and Grants oversight committees will be meeting shortly to take stock of all preopening work underway. Committee reports will be presented at the next ICBG Board meeting in early October. At this meeting a formal opening date for the institution should be set for announcement.
Through a technical assistance and grants program developed with the ICBG, the U.S. Agency for International Development (USAID) is endeavoring to foster among the Iraqi private banks an SME lending capacity, a shift from an asset-based to a cash-flow-based lending methodology, and development of healthy corporate governance and loan practices.
An increasingly large portfolio of ICBG guaranteed loans offered by participating banks will contribute to national economic development, which will in turn spur SME expansion and associated job growth.

Next Tuesday the government allocate staff salaries to banks

Finance Minister announced Moshari Badr Al-Humaidi said that the government will refer the salaries of staff at the banks next Tuesday, 17 of this month ».
Al-Humaidi said in a statement to reporters, "The government decision comes early, regardless of salaries to meet the needs of citizens and residents, particularly Eid Al Fitr at the door».

Oct 12 (Reuters) - Following are security and other developments in Iraq reported on Thursday as of 1000 GMT:
BAGHDAD - Gunmen raided the offices of al-Shaabiya Iraqi satellite television channel in Baghdad and killed 11 people, including guards, technicians and administrative staff, the station manager said. The Interior Ministry said nine were killed in the raid.
BAGHDAD - A bomb placed under a car and a car bomb exploded in quick succession, killing five people and wounding 10 in central Baghdad, police said.
KIRKUK - A U.S. soldier was killed and two others were wounded on Wednesday by insurgents while conducting operations in Kirkuk, 250 km (155 miles) north of Baghdad, the U.S. military said on Thursday.
BAGHDAD - A motorbike strapped with explosives targeted a police patrol and killed three people, including a policeman, and wounded 15, including five policemen, in northern Qahira district, police said.
BAGHDAD - A roadside bomb near a petrol station wounded four people in northern Qahira district of the capital, an Interior ministry source said.
BAQUBA - A total of 12 people were killed in different districts of the religiously mixed city of Baquba, 65 km (40 miles) north of Baghdad, police said.
BAGHDAD - The Iraqi army arrested 13 "terrorists" and 50 suspected insurgents in different parts of Iraq during the last 24 hours, the Defence Ministry said on Thursday.
NEAR DIWANIYA - Gunmen attacked a police station on Wednesday, killing a policeman and freeing 10 detainees near Diwaniya, 180 km (112 miles) south of Baghdad, police said.
ISKANDARIYA - An insurgent was killed while he was trying to plant a bomb near Iskandariya, 40 km (25 miles) south of Baghdad, police said.
