Romania agrees to reduce Iraq’s debt by forty percent

Despite its earlier refusal, the Romanian government has agreed to reduce Iraq’s debt accumulated before December 1989 from 1.7 billion dollars to 977 million dollars, i.e. to forgive some 40 per cent of the total.
The government of former Iraqi President Saddam Hussein had made numerous purchases of industrial equipment, weapons and machinery from Romanian state owned companies and outstanding amounts totalled 1.7 billion dollars. The new government in Baghdad will have to repay the remaining amount within 23 years.
Last November, the Paris Club, a multilateral group of official creditors who try to find solutions to repayment problems faced by debtor nations, had decided to write off 80 per cent of Iraq’s massive external debt and urged other creditor nations to do the same.
In December, the Iraqi Finance Minister who was visiting Bucharest, had asked his Romanian counterpart to forgive some of the old debt owed to his country by the former regime in Baghdad. At that time, the request was turned down, but it seems that following some pressure by members of the Paris Club, the Romanian government has decided to forgive 40 per cent of the debt.
Germany, France and Denmark - all members of the Paris Club- cancelled an additional amount of 10.8 billion dollars of Iraq’s outstanding debt. More specifically, on December 22, Germany cancelled 5.6 billion dollars of Iraq’s outstanding debt, which amounts to 7 billion dollars.
For its part, France cancelled 5.2 billion dollars of 6.4 billion dollars debt and Denmark cancelled 42.6 million of 53.2 million dollars owed by the former Iraqi government. The Paris Club decision was to cancel 80 per cent of a total of 38.9 billion dollars owed to the group.
Iraq will have to repay the remaining amount to the three countries, over a 23-year period, with a grace period of six years on principal payments.
