    I pay attention to this on AMEinfo.com pretty regularly and I was excited to see the increase in value against the Euro, but when you compare the chart for EURIQD vs. the EURUSD over the last 30 days, the decline in the Euro value is almost identical. Unfortunately this tells me that the decrease in value of the Euro next to the dinar is tied to it's weaking to the USD, and not a real increase in the Dinar value.

    That's just my take on it, and there are obviously other market factors there as well, but it does seem to further support the argument that the dinar is controlled by the value of the dollar.

    When they were lifting the price of fruits and vegetables in the 1990s, the ministry did not intervene in the matter and is still the case until now because the country was moving toward a market economy have become members of the WTO, these conditions have to halt the state's intervention in the market

    Default Saudi hosts Iraq talks to counter partition moves

    13 October 2006 (BBC Monitoring)

    The Iraqi arena is witnessing a feverish race between two opposing trends: the first insists on the unity of Iraq, land and people, and the second calls for the partition of Iraq under various names. In the meantime, the Iraqis are drowning in a sea of blood, the infrastructure is being destroyed, and the Iraqi people are dispersed in various parts of the world, seeking escape.

    The most dangerous thing that happened to Iraq after its occupation in 2003 was the formation of the so-called Governing Council, which was established on religious, sectarian and ethnic bases. Not content with control of land and destiny, the occupation booby-trapped the Iraqi fabric by playing on sensitive nerves in implementation of the imperialist "divide-and-rule" policy.

    Iraq's Civilian Governor Paul Bremer then succeeded in hitting Iraqi society with a poisonous arrow through the rotation of the presidency of the council - a rotation which covered all religious, denominations and ethnicities. Sectarianism reared its head after it found in Iraq and its surroundings a fertile ground that prompted some new Iraqi leaders to strongly demand that Iraq be partitioned into provinces under the umbrella of federalism. The US administration complied with these demands through the independent commission formed by Congress with the approval of President George Bush. This commission recommended the partition of Iraq into three provinces enjoying a high level of independence, with each province responsible for its own security and the central government responsible for foreign policy, the safeguarding of the border and the distribution of wealth.

    In return for this recommendation, which - if it succeeds - will lead to the establishment of three mini-states and will be a prelude to the division and fragmentation of the region, Mecca hosted a preparatory meeting for the joint religious initiative conference. The meeting, which was attended by senior Iraqi Sunni and Shi'i scholars and clerics, was aimed at formulating a joint charter to be signed by Sunni and Shi'i religious leaders and Muslim scholars from other nationalities to unite the fatwas [religious edicts] outlawing fighting between Sunnis and Shi'is and stopping the daily incidents and sedition between the two sects.

    The effort by the US administration to partition Iraq is contrary to the aspirations of the Iraqi people. The Mecca meeting might be the beginning of charting the course for bringing Iraq to the shore of safety.

    The opportunity is still available to the Iraqis - if they are still sincere to their homeland and religion - to adhere to unity and spoil the plans of those who are fishing in troubled water.

    Banking & Finance

    Banking and Finance have undergone dramatic changes through the introduction of the new Foreign Investment Law (CPA Order No. 39, as amended) and the new Bank Law (CPA Order No. 40). The following is a summary with respect to main institutions in this area.

    Central Bank of Iraq

    The Central Bank of Iraq's ("CBI") authority to loan funds to Iraqi government ministries was suspended under CPA Order No. 18, and the CBI was authorized to determine monetary policies without approval from the Iraq Ministry of Finance.
    In the past, CBI has been very protective with inflexible policies on exchange control. The government controlled foreign exchange using non-market fixed rates. This meant that money exchange at real rates used to take place by way of unofficial transactions, which in many cases contravened prevailing Law.

    Foreign & Commercial Banks

    The new Bank Law permits the establishment of foreign banks in Iraq, including majority or wholly owned subsidiaries of existing foreign banks or bank holding companies. Foreign banks may enter Iraq as branches subject to comprehensive supervision on a consolidated basis by a supervisory authority in the country in which the foreign bank's head office is located. Licensing of commercial banks in Iraq requires approval of CBI, and following Iraq's announcement to license six foreign banks, CBI has chosen three foreign banks through an application process, as eligible for licensing.

    In 1964, all foreign banks operating in Iraq were nationalized, leading to the formation of one government owned and controlled commercial bank called Rafidain Bank. Consequently, no foreign or Arab banks were permitted to operate in Iraq during the past forty years. Rafidain Bank was later followed by a second government owned bank, Rashid Bank. Following the first Gulf War in 1991, the former regime authorized the formation of private banks, however, these banks were prohibited from conducting international transactions.

    The new Bank Law provides that in the event of a conflict between the Bank Law and the provisions of any other Iraqi law, the Bank Law shall prevail.

    Trade Bank of Iraq

    The Trade Bank of Iraq ("TBI") was established pursuant to CPA Order No. 20. TBI has the character of an independent governmental entity, which provides financial services to facilitate Iraq's imports and exports. TBI is operated by a consortium lead JP Morgan Chase & Co. and its profits are to be distributed to the Development Fund for Iraq.

    Sounds like the CBI can change the exchange rate legally now without the approval of the MOF. Now, we will see some seriuos changes taking place. JMO
