KRG Coordinator for UN Affairs addresses UN General Assembly Committee

Dr. Dindar Zebari, the Kurdistan Regional Government’s (KRG) Coordinator for UN Affairs, on Tuesday told the UN General Assembly’s Economic and Financial Committee that the federal and regional authorities expect to decentralise fiscal and planning responsibilities.

Dr. Zebari was addressing the Economic and Financial Committee, also known as the Second Committee, at the UN General Assembly’s 61st Session in New York. He said that in working for political, security and economic reform, “The Iraqi federal authorities envisage fiscal devolution of planning responsibilities to local and regional authorities.”

Dr. Zebari, who is responsible for the KRG’s relations with the UN and its agencies and was part of the Iraqi delegation, referred to the International Compact, a five-year joint initiative by the Iraqi government and the United Nations, with the support of the World Bank. He said that the International Compact “will make it possible to have the assistance of the international community to support Iraq in achieving its national vision and goals in the key areas of political, security and economic reform.”

Dr. Zebari outlined the need to strengthen banking. He said, “This will entail private ownership and competition in the banking sector.” The oil and gas sector would need legal and regulatory reform, he said, while the economy could also diversify by further developing agriculture and tourism.

The KRG’s representative emphasised that Iraq’s development partners and international donors would have to provide significant resources to help Iraq carry out its policies for reform.
