First : The weight of the state in the Iraqi economy will be very important, despite the impact of globalization structural change in the distribution of roles between market and state, It is not to say that the tender role of the state is more important and more complex, and the quality of government management is an important determinant for economic development, for that to be the development and modernization of the concept and methods of development planning even respond to the requirements of globalization and the need for effective coordination between the private sector and government services.
Second : that globalization did not cover all the areas the same content, There are many countries that are still far from full integration into the international markets, and engage in the phenomenon of globalization, The most prominent example is the middle-income countries, including most of the Arab countries, including Iraq.
Third : The most important fields to be included in the planning process of development in the new concept is to ensure all public services and facilities necessary for economic development is the most important public services and utilities as follows :
A-infrastructure in the areas of transport, communications, water, electricity and sanitation. Etc..
B-education, training and scientific research designed to build skills that can absorb and develop modern technology because it is the only way to achieve the desired economic progress for all economic sectors.
C-social security institutions to fight poverty, and protecting the Social Security and to secure the rights of people and their properties for the implementation of contracts and respect for promises, , which managed to fight financial and administrative corruption and economic.
Fourth : The Iraqi economy, including the weapons possessed vast resources of oil resources represented invited for the formulation of development plans developed to ensure sustainable development with greater reliance on the private sector, strengthening the ability and freedom of initiative and investment. The proposed measure is based on the composite index, can be used for the classification of the Arab countries by degree of globalization compared with a group of non-Arab, and that is believed to be super-globalization, This classification will contribute to research into the causes of non-Arab economies and globalization of the most important policies that facilitate the involvement of the Arab countries in the international markets to take advantage of globalization while minimizing the risks.
It is clear from the foregoing :
First : the role of the state will remain central in the development process, he noted that attempts to economic reform programs. applied in some developing countries, and endorsed by the International Monetary Fund and the World Bank have attempted to marginalize the role of the state, The marginalization of the role of economic planning that has failed developmentally.
Ffhui economic reform programs is left free activity without interference from the state, where producers are trying to achieve maximum satisfaction, The economic balance away from state interference that occurs price distortions, either the exchange rate or the price of goods and services or support. Therefore, the failure of the market system to achieve economic development does not mean that the economic planning and state intervention is a guarantee to avoid this failure, successful economic planning should include a number of points, including the following :
A. The participation of all economic actors and offers basic, Imposing a specific plan by the state without taking into account the views of other actors and the vision that might jeopardize the plan's failure in the application.
B. The application must be accompanied by the spread of democratic economic planning, which means popular participation and control of the government, This is the most important guarantee for the success of the plan.
Second : that there is a fundamental difference between integration in the process of globalization and economic vulnerability experienced by some States as a result very much open to the outside, Therefore, the integration into the globalization means the mutual influence between the domestic economy and the global economy in several areas including : Trade, investment, technology and employment. To be positive integration, it must diversify exports and include exports of goods of higher technological component, and the investment in both directions to any matter involving not only to attract foreign investments, but there is foreign investment seeks to seize opportunities, and also it is necessary to the introduction of the latest technologies in the production process.
There is no doubt that this merger seeks to avoid the shortcomings of economic vulnerability, which arises mainly from a focus on the export of a limited number of goods is in one or more of the raw materials which are strong fluctuation of prices as in the case of the Iraqi economy, which affected the plans of economic and social development substantially .
