The Minister of Health announced the allocation of $ 100 million to build 10 hospitals 400-bed capacity in a number of governorates.

I can think of two reasons that the registration might appear this way. One is if a change of registrar were initiated by the CBI. The second being that the domain is being eliminated (cancellation initiated by the CBI); perhaps a new domain name related to new branding, but I doubt this. A change of registrar is quite likely if they were unhappy with Godaddy for any reason. It would not be unusual to experience an interruption in service due to a change of registrar, and from what I've seen so far, te Iraqis are not the most experiece at website management.

When you say *registrar* I assume you mean the *host-contractor* . . .

When we changed hosts for all our sites *we* were down for a day . . . and then opened up our new overhauled sites . . . It took them a day to get everything going again . . .
