Careful....don't speculate further on speculations already getting unnerved on all involved! Wait and see and hold your reins... To move in and take up positions and liberate Iraq wasn't just a day's decision even coming from the Commander in Chief and holding the Nr# 1 seat at the White House. The build up strategy encompasses many areas for consideration...including loss of American and Coalition lives to sustain the whole purpose for moving in to liberate and not Occupy as is repeatedly regarded by opponents!
The money side is simply a tier on the stairways for moving upwards and that too is being confronted with ambiguity all the time next to many other pressing fronts and issues to bring about a stable Iraq which is first and foremost on the platter!!
