Large Denomination Notes

Yes, the obvious is to change them at the bank for smaller denominations, and therefore decide for yourself when to change them for USD's.
But surely you will only be able to change them if it's a traded currency. So, what would happen if they were withdrawn before the NID hits the markets?
Is there any chance that they could be withdrawn without us having the chance to change them, either for lower denominations or for USD's?

Australia cancels 80 percent of its Iraqi debt
Friday, May 12th 2006
The Government of Iraq announced May 11 that it has signed a bilateral agreement with Australia canceling the equivalent of $856 million of Iraqi debt, amounting to 80 percent of Australia's claims against Iraq.
The bilateral agreement implements the Agreed Minute concluded in November 2004 between Iraq and 18 Paris Club creditor countries.
Earlier this year, Iraq signed similar accords with the Netherlands, Finland, the Republic of Korea and Sweden; in 2005, Iraq signed similar bilateral agreements with Canada, Italy, Belgium, Japan, Austria, France, Denmark, Switzerland, Spain and Germany. The United States cancelled 100 percent of its claims against Iraq in December 2004.
