I can't remember who is shiite and who is sunni - but both are Clerics in leadership positions with their people. Sadr is a young (late-20's) upstart riding the popularity of his martyred father, whom Sadr City (a Shia slum area of Baghdad comprising about 2million people.) Sadr wants very much to be a major player in the future govt of Iraq; had the coalition forces not been there in 2004, he and his Mahdi Army would have taken it by force fairly easily then. (He was holed up out in Najaf, part of that big battle that year too.) We had a warrant (from the Iraqi govt) to get him, but Sistani stepped in to broker a truce. At that time the insurgency was in it's beginnings, the foreign fighters/weapons/money/organization hadn't pulled itself together, and the Sunnis were still in shock from Saddam being captured and waiting to see what happened next.

Sadr and his Mahdi militia men are a huge part of the ongoing sectarian violence in Baghdad. He is negotiating like North Korea - despite all the proclamations by the parliament members, and whatever level of control they might have over their own people, none of them control Sadr or his militias. He instigates and encourages the ongoing violence because it demonstrates that he is more powerful than the Iraqi govt - and that he can bring them down. Secondarily - but it's working; the violence is causing US and other supporters to pressure the Iraqi gov't to contain the violence, which has now sent Maliki to Sadr, hat in hand, to please-stop-or-I'm-out-of-a-job, which will come at a price. A pretty high one, I imagine. Then, Sadr will be involved in the gov't, and when he eventually comes to power sometime in the next 10years, it will be like Saddam all over again. Except that Sadr is Shia, not Sunni, so he'll be best buds with Iran.

That will take time though. In the meantime, let's hope he and Maliki and Sistani make nice, so the violence will decrease long enough for a reval. IF Sadr can still control his militia, he can reduce the violence greatly by calling them off. If the young hot-headed members who like action more than talk don't listen to him (they rallied to him to kill the infidels; not all of his camp is happy with his political overtures to the coalition - sponsored Iraqi gov't), then essentially no one is 'in charge' of any significant amount of armed men so it's not civil war, it's just anarchy.

As it prepares to host a meeting of Iraqi religious and political leaders, Saudi Arabia has spoken out against what it indicates as plans to divide Iraq into autonomous regions, roughly divided along ethnic and sectarian lines, local daily Arab News reports.

The Iraqi parliament last week passed a federalism law which would allow for the creation of a Shiite region in the south, with similar autonomy to that of the Kurdish north.

"The Kingdom will stand with all patriotic forces that work for Iraq’s unity,” said the Cabinet in a statement issued after the weekly meeting chaired by King Abdullah on Monday night.

The Saudi statement comes ahead of a meeting of Iraqi religious leaders arranged by the Organization of the Islamic Conference (OIC) in Mecca on 19-20 October.

The event is bringing together and Shiite scholars to adopt a reconciliation document calling for ending the bloodshed in Iraq.

Najaf, Oct 18, (VOI) – Iraqi Prime Minister Nouri al-Malki, responding to recent reports of a U.S.-set deadline for stemming violence, said on Wednesday only the Iraqi people can decide the fate of his government which he said was democratically elected and did not reach power "on the back of a tank."
"The Iraqi government is a national unity government that has not come (to power) on the back of a tank or was installed by anyone," Maliki told a news conference in Najaf after meetings with Shiite religious leaders.
"The government came by the free will of the Iraqi people through democratic stops, elections and the constitution," he added. "It represents the will of the people which is the only power that can tell the government to go on, stop or change."
Maliki was responding to recent comments by several U.S. officials about a time limit for the government to end violence.
Media reports recently quoted U.S. ambassador Zalmai Khalilzad as saying the Iraqi government had until the end of the year to stem terrorism and achieve stability.
Maliki said there had been a misunderstanding, adding that U.S. officials rejected in formal contacts reported misconceptions.
"The Iraqi government will itself carry out a review (of its performance) whether every six months or every year," the prime minister said.

Najaf, Oct 18, (VOI) – Iraqi Prime Minister Nouri al-Malki said on Wednesday he hoped a criminal court would soon indict former President Saddam Hussein and condemn him to death, adding that this would help Iraq.
"God willing, the trial will not last for long and a death sentence will be issued against this criminal tyrant and his criminal aides," Malki said at a joint news conference with Shiite leader Moqtada al-Sadr.
A verdict is expected on November 5 in the Dujail case in which Saddam and seven aides are accused of killing 148 people in 1982.
Saddam is also the main defendant in another case on charges of Kurdish genocide.
"Saddam's execution will help Iraq," Malki said. "Definitely, by executing him, the card those who want to return to power under the flag of Saddam and the Baath (party) are betting on will fall," he added.
