Proposed commission to record human rights abuses in Iraq

AMMAN ? The United Nations brought together representatives of the Iraqi parliament, civil society and the judiciary on Wednesday to discuss a draft law on the creation of the Iraqi National Human Rights Commission, which seeks to record human rights abuses in the war-torn country.

Over the next two days, the 30 participants ? representing various social and political groups in Iraq ? will agree on a final draft law ahead of submitting it to parliament for endorsement.

The proposed commission is expected to be up and running as early as next year, according to Gianni Magazzeni, representative of the Office of the United Nations High Commissioner for Human Rights (OHCHR) and chief of the United Nations Assistance Mission for Iraq (UNAMI).

"A central task in the protection of all rights to which every Iraqi is entitled, is the building up of a national human rights institution established in accordance with international standards," he added.

Magazzeni believes the commission will not only record human rights abuses but also bring urgently needed stability and security in Iraq.

"The Iraqi constitution foresees the establishment of an independent commission on human rights. The UN ? together with a number of Iraqi representatives of the government, civil society and the judiciary ? have been involved in the process of developing a draft law which is currently being discussed at the council of representatives," he said.

Members of the Iraqi parliament participating in the workshop emphasised the importance of establishing an independent and viable commission to help Iraq overcome its present and past disasters.

They said the door would be open to all Iraqis to report human rights abuses ? whether by the current Iraqi government, the occupying American forces or at the hands of members of the former regime.

"There are flagrant human rights violations committed by the occupying American forces in our country, including random killing and abuse of prisoners. This institution is designed to restore the rights of abuse victims," said Hareth Obeidi, a member of the Iraqi parliament.

He added that human rights violations by the Iraqi government should not be neglected either.

At least 100 civilians are killed in Iraq daily, according to a recent OHCHR report, while a UNAMI report issued last month indicated that human rights violations in Iraq are rapidly escalating and the death toll was worryingly high.

The report revealed that 3,590 civilians were killed in July and 3,009 in August. The Iraqi health ministry said 1,855 of July's fatalities were due to sectarian or political violence, while 1,583 died as a result of bombings and shootings.

The Baghdad morgue registered nearly 1,800 murders in July and 2,000 in August in the capital alone.

More than 20,600 Iraqi civilians have been killed since January according to UNAMI, while between 43,269 and 48,046 civilians perished since the US-led occupation began in March 2003, according to the NGO Iraq Body Count.
