    Iraq resumes oil exports from Basra and Ceyhan

    He said navigational agent in the Middle East that Iraq has resumed oil exports from the southern port of Basra last Tuesday evening after poor weather conditions in stopping the anchoring of tankers in the previous day. The agent said that the loading port is continuing at a rate of 66 thousand barrels per hour. There are now four tankers in ports. Meanwhile, the NOC yesterday it resumed operations pumping oil from the Kirkuk-Ceyhan pipeline, which extends from the fields R. K1 after stoppage last week because of technical problems, filling reservoirs in the Turkish Ceyhan pipeline. Al Mahmoud hailed the center of the production department in the company said that the pumping operation was resumed on Wednesday evening at about 18 thousand barrels per hour and the total stock at the port of Ceyhan 15 million two hundred thousand barrels a rate of more than 300 thousand to 350 thousand barrels per day.

    To activate their role in the processes of reconstruction and development

    Economic expert disclosed that the banking system in Iraq is suffering from deficiencies in performing its core functions, stressing the need for re-framing government banks. Dr. Majid Assoori, an expert at the Iraqi Central Bank, said in an interview on the role of banks in the economic reform: the fundamental task of re-framing banks is improving their performance in order to provide banking services to the government, institutions and individuals in accordance with the requirements of developing the economy.

    Assoori emphasized that the banking sector plays an important role in the international economic and financial relations; therefore, it has a considerable international attention that the banking sector needs to be responsible and accurate in implementing these transactions.
    He said: Therefore, the main objective of re-framing is to eliminate the problems facing banks and ensure the functioning of local and international dealings.

    The tasks of re-framing are determined by two main factors: first, The existence of a genuine, clear and transparent political will to do this process, and a proper timing in a relatively calm financial banking activity.

    The second task in financial re-framing includes the commitment to the minimum capital for the banks. If a transition to be made to broad international activity, the capital should be increased to its higher levels as well as reconsidering the credit portfolio and improving its management; also, obliging to regulations, instructions and procedures.

    Dr. Magid pointed to the need to ease the liabilities of banks and convert as much as possible to increase the capital. Some of the requirements of re-framing banking activity are to reconsider the type of services provided, develop and execute them as soon as possible, strengthen internal controls and monitoring compliance, policy-making is also required in accordance with the Banking Law and the regulations of the Central Bank and the instruction of the Board, as well as reducing operational costs and the use of modern means of providing banking services.

    Assoori believed that one of the requirements for re-framing government banks is to reconsidr specialized banks and merge them in one bank to develop industry, agriculture and the projects related to them.

    He called for capital increase up to half a billion dollars in order to be able to deal with the new tasks of the current stage of economic development, and the exploitation of part of the oil resources allocated to this development, in order to develop the industrial and agricultural activities, small and medium-sized, to be a center for attracting foreign investments and collaborate with them to implement of these projects, even big ones.

    He concluded by saying that the re-framing of banks requires acting according to a well studied plan and serious work by all of those related to these banks and these are, basically, the State represented by the Ministry of Finance, as the sole owner of these banks and the Iraqi Central Bank as the supervisor of the banking activity and the most specialized in assessing this activity. He also said :

    Without the cooperation of these bodies and to the support of the government, it is impossible to accomplish the task of re-framing government banks drastically. He pointed out that the re-framing will activate the role of banks in the process of reconstruction and development.

    Good morning folks!
    I can't believe what I am seeing! My husband makes it home for one day(yesterday) for his birthday. I decided to spend the day with him, instead of checking in here. Well, since the last time I was here (Wednesday night) you guys have started a new thread, and it has 76 pages! Can anyone round things up for me, I am assuming I haven't missed anything too important, will go back a couple of pages, but would be nice if someone can tell me if there was any big news. I know we were waiting on some meeting, did that happen? A lot to catch up on.

    White House denies report it is preparing a "course correction" in Iraq

    WASHINGTON, Oct. 19 (KUNA) -- White House spokesman Tony Snow on Thursday rebutted a front-page story in today's Washington Times which said the Bush administration is preparing for a "course correction" in Iraq.

    "That is a bunch of hooey (nonsense)," Snow said, commenting on the story in the politically conservative newspaper which generally is supportive of the Bush White House. "I mean, it seems to be a collection of actually old hooey brought into a piece of new hooey." Sources for the story "did not come from the White House," Snow said during a White House briefing. Citing leaks from the Iraq Survey Group, a bipartisan commission headed by former Secretary of State James Baker that plans to make recommendations on U.

    S. policy in Iraq after the U.S. congressional elections on Nov. 7, the Times said the option cited most frequently includes the partition of Iraq into three ethnic regions, as well as a phased withdrawal of U.S. troops with some remaining in neighboring countries to deal with major threats.

    Snow said the idea of partitioning Iraq was a "non-starter" that had already been considered, and that there would be no phased withdrawal, either.

    "No, you withdraw when you win," Snow said.

    Another approach recently reported by CBS News from a source on the Baker panel was that the commission may recommend a plan under which 5 percent of U.

    S. troops are pulled out of Iraq every two months.

    This so-called "5 percent solution" is also a "non-starter," Snow said.

    The Times article also said a scenario being discussed and taken seriously in Iraq is one in which the U.S.-trained Iraqi army would overthrow the struggling government of Iraqi Prime Minister Nouri al-Maliki and replace him with a strongman who would restore order while Washington looks the other way.

    The most important thing is to have trained Iraqi troops who are able to accomplish the mission in Iraq, "but that is taking time, and we are working on it," Snow said. " ... We will continue to make adjustments as necessary to pursue victory," Snow said. "But the one thing that nobody should have any doubt about is that we are going to win." From the standpoint of the U.S. government and the Bush administration, "we are going to continue pursuing victory (in Iraq) aggressively," Snow said. (end) rm.

    Good morning, No new news to report, we're all still waiting for cbi, it's still down, I don't think there's anything to really report, just a lot of speculation on things, Probably the most interesting thing is i saw where papadinar reported a few pages back where when Kuwait, revalved their money a few years back that their banks didn't trade from Dec. 29-Jan 5. So it could be cbi doing the same thing,
    Maybe it's like an embargo thing when they rv'd it had to not be traded for a certain amount of days.
    Anyway tell you husband Happy Belated Birthday.
