    Default Iraq hopes to complete field contracts by 2008

    Melbourne, 20 October 2006 (Reuters)

    Iraq hopes to complete a first round of contracts for oilfield development by the end of next year, Oil Minister Hussain Al Shahristani told Reuters yesterday.

    He said Iraq, which holds the world's third-largest oil reserves, expected to start talks with international companies on oilfield development by the end of this year, once a draft hydrocarbon law was passed by parliament.

    "It is difficult really to specify any time for these negotiations, but overall we expect to start discussions by the beginning of 2007 and most of the first round of contracts should be signed during that year," he said.

    The draft law is currently before a cabinet energy committee.

    "Many oil companies have already told us that they are willing to come and start discussions on possible means of co-operation even before the law is enacted," said Al Shahristani, who is in Australia for talks with ministers.

    "We plan to do so after we prepare an oil policy, where we state which fields will be available for development first, and what kind of arrangements Iraq is interested in, defining the kind of contracts and terms that best serve Iraq's national interest."

    Al Shahristani said there would be no special considerations for any specific companies, with revenues and economics to be key.

    "Balanced regional development will also be considered very important as we want our oil to be a unifying force for the whole country," he said.

    LUKoil has entered into talks with the Iraqi government about the launch of the Western Qurna-2 project, LUKoil's president Vagit Alekperov said. Adoption of relevant laws in Iraq would give an impetus to the negotiations over the Western Qurna-2 project and the project's implementation, Alekperov stressed.

    I've been a way from the forum for a few days and was interested to investigate when you mentioned that the CBI was back up. Interestingly it still shows that the last auction was on Monday. All of the pending delete for the domain name is gone. A quick assessment is that it seems that it is back up onlyfor appearance; no auctions!

    Amending the salaries of teachers and 200 million iraqi dinar for the Expelled of Saba ' Al-Bour
    October 16, 2006

    The government's official spokesman, Dr. Ali Addabagh, said in a press conference held after the meeting of the Cabinet last Thursday: The government discussed topics relating to the feasibility of keeping the multi-national forces in Iraq to ensure the interest of the country.


    Addabagh explained that the Cabinet decided to amend the salaries of teachers to be (200) thousand dinars at minimum, with the addition of allocations decided by the Ministry of Education, granted to the teachers according to school sites in which they work: (50) thousand dinars for school teachers at remote areas, (40) thousand for those working in rather far areas and (30) thousand dinars for areas outside the municipal borders.


    He said that the Cabinet is observing terrorist escalation in Saba' Al-Bour, north of Baghdad, and has decided to allocate (200) million dinars to help the expelled families and work hard to return them to their homes.


    He said: the government decided to adopt the report of the committee formed of the Ministries of Interior and Finance concerning the livelihood insurance to employees of the emergency police and determine the ones included in it, in order to allocate the sum of seven thousand dinars per month for each associate as food payment which is considered a temporary measure till the appropriate decisions is taken. As for extending the stay of multi-national forces, Addabagh confirmed that the government finds the national security forces still need to be supported and trained by the M.N.F., pointing out that the granting of fixed military bases for these forces is something for the Parliament to decide. He added that the Cabinet is having intensive discussions to determine the feasibility of keeping (friendly) forces within the cities.(Source)AlSabah

As Mr. and Trade Minister on the distribution of gratuity ten thousand dinars to the Iraqi citizen, and the best and fastest way to cause them inconvenience and stressed the need to respect the citizens and not be underestimated, and assessment of the current Drovh and provide all facilities in the distribution process, the sense that this reminds us Balmkermat Mecca, which was made by the former commander of necessity, I would like to ask the Minister of Trade and myself..................

    Tax exemptions for investment projects in Iraq

    The law also gives foreign investors the right to" trade in the markets of securities, stocks and bonds, in addition to the composition of investment portfolios in stocks and bonds, as well as leases land for projects as long as the investment project exists but for not more than 50 years, renewable according to the approval of the Board". Foreign investors will also be given the right to insure their projects in insurance companies, and open accounts in Iraqi or foreign currency in different branches of banks in or outside Iraq.

    Shia and Sunni religious figures have issued a series of edicts forbidding violence between Iraq's two Muslim sects after a meeting in Makka, Islam's holiest city.


    Clerics from the two sides of Iraq's religious divide signed a document on Friday declaring that "spilling Muslim blood is forbidden" at the meeting organised by the 57-member Organisation of the Islamic Conference.
    The 10-point text, which was drafted by a group of four clerics, draws on verses of the Quran and sayings of the Prophet Muhammad. It calls on Iraqis to safeguard the two communities' holy places, defend the unity of Iraq and urges the release of "all innocent detainees".

    The clerics gathered at a royal palace near Makka's Great Mosque to issue their appeal on the last day of prayer of the Muslim holy month of Ramadan.

    The document signed by the representatives of the two main branches of Islam stressed the need for Sunnis and Shias to "join ranks with a view to the independence of Iraq and its territorial integrity".

    Participation

    The Organisation of Islamic Conference admitted that the success of its initiative will largely depend on the level of participation by the leaders of the two communities.

    A spokesman for the group said the summit was "a meeting of the marjaya [Shia religious authorities] and Sunni ulema [clerics] to anoint the document, which will be distributed to Iraqis and publicised in the media".

    The text includes calls to safeguard the "goods, blood and honour of the Muslim", to free innocent people who have been abducted, and "allow displaced people to return to their place of origin".

    Shia leader Moqtada al-Sadr, whose Mahdi Army militia seized control of the city of Amara on Friday, did not send a representative to the gathering but gave it his qualified support.

    "I support all conferences that go in line with the interest of Iraq, though I would have preferred it to be held in Iraq," he said.

    Government efforts

    Nuri al-Maliki, the Iraqi prime minister, said he hoped the meeting would give a boost to his government's efforts.

    "A conference like that in Makka, whereby Shia and Sunni clerics are to attend, is deemed to be a support to efforts at home to find common ground for dialogue," he said.

    None of the participants are considered to among the country's top clerics, but spokesman Salah Abdul-Razaq, speaking to The Associated Press from Mecca, said that the fatwas were vetted and approved by Grand Ayatollah Ali al-Sistani, the country's top Shia cleric.

    The challenges facing any attempt to end the violence were underlined shortly after the signing ceremony took place.

    A Sunni organsation in Baghdad reported that the son of one of the signatories, Mohsin Abdul-Hamid, had been kidnapped by armed men at a checkpoint in the Baghdad's western Iskan neighbourhood.

    The tender will be floated early next year to lay on the company better and capable of transporting oil by Nusseirat.
