The discussion regarding the distribution of resources is linked to the talks about the implementation of federalism in Iraq. The Shi'ites and the Kurds insist on implementing the system of federal regions and on distributing resources according to the regions and their resources, and especially oil which constitutes more than 95% of the country’s resources.
On the other hand, the fears of the Sunni Arabs and their adherence to the central-government system, especially in the area of distributing resources, stems from the fact that most Iraqi areas that have a Sunni Arab majority lack the disputable resource of oil. The Sunni Arabs believe that this resource or wealth belongs to all the people and its groups. Consequently, the central government should control the distribution of resources justly among the governorates according to population percentages and without giving preference to any governorate or region over the other despite the resources in it.
However, the Shi'ites and the Kurds disagree with the Sunni Arabs and insist that the citizens of each region should get a specific percentage of the resources. Then the central government could distribute the rest among governorates and regions. If the southern and central (federal) regions are approved, the percentage of resources which the regions will get is 50% of the total revenues of oil.
The Sunni Arabs find it difficult to change what the drafters of the constitution agreed upon. The constitution, especially the paragraph related to the distribution of resources, received the votes of the majority of Iraqis. This paragraph stipulates that "the central government must manage oil and gas extracted from the present fields with the governments of the regions and governorates which produce oil and gas, on condition that that their revenues are distributed justly in such a way that is proportionate with population distribution all over the country." Sunni Arabs underline the phrase "present fields", interpreting it to mean that fields which will be discovered and invested in the future will belong to the citizens of the regions.
Sunni Arabs, according to their leaders, are afraid of being marginalized economically, after they have been marginalized politically, if the paragraphs of the constitution are not changed. They are also aware of the link between the issue of distribution of resources and the issue of federalism, which causes severe headaches for neighboring countries. These countries have started instigating Sunni Arabs to obstruct the implementation of federalism.
The issue of self-determination in Kirkuk and resolving its problem has witnessed delays, which will influence the process of resolving the issue of federalism. It seems that the Shi'ites, especially the United Iraqi Alliance, are determined to activate this issue. The previous Iraqi Prime minister, Ibrahim al-Ja'fari, stalled the issue of Kirkuk; consequently, this issue has been postponed until 2007. This was the reason that the Kurds obstructed Al-Ja'fari’s second nomination to the post of Prime Minister. His successor, Al-Maliki, is more flexible and pragmatic regarding the issue of Kirkuk through his insistence on the practical application of the constitution. He stated it in his speech in the Kurdistan Region parliament in July 2006 before his trip to London and Washington.
However, the position of the former Iraqi Prime Minister, Iyad Alawi, on the issue of the distribution of resources is different from the opinion of the Shi'ite Coalition and the Kurdistan Alliance. He says, "There are many solutions. In my opinion, resources belong to the people represented in the National Assembly, which asks the government to carry out its duties. But there are two points we should consider. The first is the distribution of revenues and not what is still under the ground and finding the methods for distributing these revenues justly. The second point is that it is appropriate to impose tax tariffs similar to what is done in the rest of the countries of the world. For example, there is a local tariff imposed on every barrel of oil produced in Scotland. With the approval of the government in London, the companies which extract oil pay this tax to the Scots. Let us say that tomorrow the citizens of Al-Anbar will demand that a tax be imposed on every car that crosses the road that links Iraq, Syria, and Jordan and passes through their governorate. This means that transporting goods to and from Iraq will become a source of income for them. The citizens of Kirkuk, Amara, and Basra can also demand that such a tax be imposed on the extracted oil. Distributing revenues must be done justly and through a more advanced economic method by means of an advanced taxation system.”
If Alawi’s vision had been implemented, the winner would have been the citizens of the rich regions. However, the Iraqi constitution has settled the issue by means of Article 110 mentioned above.
It is worth mentioning that the Norwegian company which started drilling for oil in Kurdistan has created what may be called a testing balloon sent from the Kurds to the other Iraqi parties. The most prominent response was the announcement of the head of the Energy Council and the Deputy Prime Minister at that time, Ahmed al-Chalabi. He said that oil would remain under the ground until the agreement to extract it is signed in Baghdad. Oil still cannot be marketed regionally outside the power of the Iraqi Ministry of Oil, which is awaiting the completion of the six-month period allowed by the constitution to discuss the issue of federalism and the regions. This discussion will then also resolve and settle any debate regarding the issue of distributing resources.

yes folks, this is the signing of the compaq for iraq by all parties involved with contractual promises. the maliki plan as i like to call it is about to be implemented. add this one on top of adsters goodies basket of the day. looks as if iraq is playing a tedious game between revalue and completion of all debt issues. its gonna be a close one.
i see weve been waiting on saudi to raise their currency since they know iraq is fixin to do it too. gotta love this saudi putting pressure on iran by cooperating with iraq, smart cards those saudis no wonder theyre so rich.

The US Dollar exchange rate increased against Iraqi Dinar in central bank's auction Sunday. The US dollar was sold on Sunday's session for 1473 Iraqi Dinars, whereas it was sold for 1470 Iraqi Dinars on Thursday's session. The total sales of the central bank were 50,220,000.
Looks like they are forced to RV, look at this!
That means the "DOT" has to move from right to left three "whole" numbers!!! Ha Ha Ha!!!
Therefore, 1473 becomes 1.473 and that looks good to me, how about you?
