Yup, mix that in with us not knowing the true figure of the reserves Iraq actually has, which I believe is a lot higher than they make out and they can back a r/v.
I do believe that once the oil law is passed which has to be by the end of the year as per IMF stipulations then the bubbly that's been on ice can be popped.

What do you make of this listing on ebay. I questioned the guy and told him there is no million iraqi dinar note, and he has replied that there is. I'm confused.

Iraq to control half of provinces by year end: deputy PM

LONDON (AFP) - Iraqi security forces will take charge of nearly half of the country's provinces by the end of the year, Deputy Prime Minister Barham Saleh has said after talks here with Prime Minister Tony Blair.
But despite the assessment, which comes amid worsening violence in the troubled Gulf state, Saleh said his country still needed the help and support of the international community, urging foreign forces not to "cut and run".
Asked about the timetable for transfer of power to Iraqi forces, he told reporters outside the British prime minister's Downing Street office in London that there was a recognition of the need for the Iraqi government to be given more power.
"At the end of the day, this is about the Iraqi leadership, this is about Iraqis assuming responsibility for their country," he said after the meeting, which lasted about 30 minutes.
"We need the enduring support of the international community and the coalition but, ultimately, Iraqis have to be in the lead.
"I believe, come next year, you will be seeing Iraqi forces in the lead in many of the Iraqi provinces.
"By the end of the year, nearly seven or eight provinces of Iraq out of 18 provinces will be under direct Iraqi security control."
Saleh's meeting with Blair comes amid increasing debate about US and British strategy in Iraq and in particular the continued presence of coalition forces.
The Guardian newspaper in Britain reported that Blair would pressure Saleh to show that Iraqi security forces would be ready to take over from Britain's army in the southern provinces of Iraq within a year.
Saleh did not comment directly on the claims, saying that the only pressure he and his colleagues felt was from the people of Iraq to demonstrate they could deliver on security.
Progress had been made since the government assumed sovereignty last year, he added, pointing to the 300,000 home-grown, trained police and military now in operation in Iraq.
Saleh added it was "heartening" to know of Blair's "continuing commitment to the cause of democracy, freedom and stability in Iraq".
Blair's office was also silent on the claims, with the prime minister's spokesman saying only that it was up to the Iraqi government to judge when it was ready to take on responsibility for security in the south.
Any decision on withdrawal of Britain's 7,000-strong contingent in Iraq would be a "political decision", said Blair's official spokesman.
"This is a process, not an event. We are not working to an arbitrary deadline. We are working to the point where the Iraqis are capable of providing for their own security.
"We are still in the process of Iraqisation," he added.
Saleh's meeting with Blair comes after George W. Bush met top advisors and generals at the weekend amid reports that the US president was ramping up pressure on Baghdad to control sectarian violence.
There were also suggestions that Washington could adjust its strategy if there was no improvement after one of the bloodiest months for US casualties since the assault on the insurgent stronghold of Fallujah in November 2004.
Saleh said Monday that a secure Iraq was in the interest of the wider Middle East and could be achieved with the help of neighbours like Iran and Syria as well as the wider world.
"I do believe there is no option for the international community to cut and run. The fate of Iraq is vital to the future of the Middle East and world order."
But he urged patience: "This is a society that was traumatised by 35 years of tyranny and we are trying to build a functioning democracy in the heart of the Islaimc Middle East.
"This is not an easy situation, but we are mindful of our responsibility. At the end of the day, it is for the elected government of Iraq to make tough choices but for some time we need the support of the international community

RIYADH, 22 October 2006 — Many Saudi businessmen are now getting ready to establish a number of development projects in Iraq after the Iraqi Parliament approved its foreign investment law, the Al-Eqtisadiah daily reported.
Iraqi authorities are studying the projects and providing the necessary guarantees to attract investors and attract more Arabian capital. Thaeer Al-Feili, consultant at the Iraqi Ministry of Housing, said that there are three big projects that Saudi investors tend to launch in Iraq. The projects include industrial, housing and agricultural investments. The total investment of these projects are estimated at more that SR2.2 billion ($587 million). Al-Feili said that the biggest of these projects is the agricultural project, lead by big Saudi investors. The project will take large space of land and will improve the Iraqi agricultural production. He said that these investments would be the first step toward many Saudi investments coming to Iraq. He said that the General Iraqi Investment Committee has received many investment applications from Arabs and foreigners. He said that many Saudis applied for investment in Iraq and their requests is under study at the moment and soon it will be done within weeks.
He said, "Saudi investors have great experience in business investment especially investment abroad. They will help in developing the infrastructure of Iraq and their money investment will be a great benefit to Iraq." The investment projects will receive many incentives like tax free for ten years and the option to transfer the money abroad after paying the Iraqi government. The law will provide the investor, regardless of his nationality, all incentives and guarantees including living in Iraq.
Al-Feili said that Saudi businessmen supported Iraq in the past by exporting food to Iraq and other necessary products. He pointed out that a business forum would be held in the following two months in Kuwait where Iraqi businessmen will meet with Arab businessmen to reveal investment opportunities in Iraq. About 500 Saudi companies are expected to attend the gathering.
