American officials held secret meetings with representatives of the Islamic Army in Iraq last week after acknowledging that the Baghdad security plan being implemented for two months has failed to achieve its objectives. Sanday British Times newspaper which quoted reports in its edition issued today said, "The Iraqi source close to a climate of the negotiations the hard work that the meetings lasted for at least two days in the Jordanian capital Amman. " The source added that "meetings attended by members of the Islamic Army in Iraq and representatives of the American government could be described feeling the pulse between the two sides." The newspaper considered the talks with the armed groups on a new indicator that the American forces in Iraq rethink Petktekatha military also coincide with parallel efforts to persuade the militia to stop the violence on their part.

Heading a high-level delegation headed by the Prime Minister of the government of Kurdistan (Najirfan Barzani) to Baghdad soon. A source in the government of Kurdistan "that the talks will focus in particular on the oil contracts signed by the territorial government and the government in Baghdad and limit to decide where the Ministry of Oil." He added, "It will also discuss the problem of region's share of 17% of the state budget and the liberalization of the amount of the remaining $ 485 million from the budget of the year the current reluctant parties in the Iraqi government for the disbursement. " The source pointed out that "the delegation would discuss his meetings in Baghdad to a crisis of electricity and fuel to talk of a share of the Kurdish representatives in Iraqi embassies and consulates abroad." It is expected that the delegation will meet President Jalal Talabani, Prime Alozra automatic Nuri al-Maliki and the House and the ministers concerned in those files.

Chase bank not buying or selling
Just tried to purchase another mil from chase bank in Ohio and was told that as of last week Chase Bank is neither buying OR selling NID. They said that several soldiers had come in to exchange and were turned away. They also said that the policy was Chase Bank wide and did not know why. Hmmmmmm.........

Sistani and al-Sadr have deployed Tuesday to proclaim the first day of Eid Al Fitr.
The office of the religious authority of Ayatollah Sayed Ali al-Sistani in Najaf that today, Tuesday, is the first day of Eid al-Fitr. As announced by any religious authority, Sheikh Mohamed deployed personnel and the Office of the Martyr al-Sadr in Najaf on that tomorrow is the first day of Eid Al Fitr. Wishing for Muslims in general and the Iraqis in particular a blessed Eid and Suma acceptable and that all their days, holidays and the joys.

Saleh : the end of this year will recognize the security file in half Iraq's provinces
He Barham Salih Deputy Prime Minister for Economic Affairs hoped to receive the security file to half of Iraq's provinces by the end of this year. He pointed out that this track will be accelerated over the next year so that the Iraqi government can demonstrate to the Iraqi people and the international community over the progress being made in Iraq. Saleh added after talks in London with British Prime Minister Tony Blair "must not leave the multinational forces Iraq as long as the security situation serious and despite the fact that Iraqi forces assume a greater role in stabilizing security." He pointed out that Blair affirmed his commitment to London to support democracy, freedom and stability in Iraq. Asked whether he had been subjected to pressure from Blair, Saleh said, "The pressure I feel comes from Iraqi voters who are asking their government to provide services and security, and we recognize that the support of the international community we will not stay forever. It is imperative that the Iraqis and their government at the end of achieving security in their country. "

GEEZ! Sometimes I feel like I live in ***** VILLE, USA. Since my last post I've been calling local Chase Banks. One said they haven't done foreign currency exchange in years and the other said they would sell for .00076760 OR $125,000IDQ for $100UDS.
Just goes to show that a HUGE bank that most of us count on for information has a bunch if normal everyday people working for them.

Werwolf (also Wehrwolf, a less common variation) was a Nazi plan at the end of World War II for a force which would aid the Wehrmacht by means of guerrilla attacks against the Allies in the Allied-occupied regions of Germany. It was thus one example of a stay-behind organization. The word "Werwolf" is the German cognate of werewolf, in the sense of lycanthropy; it is also a pun on Wehrwolf, which means "defence wolf". "Werwolf" was the favoured name .........
It originally had about 5,000 members recruited from the SS and Hitler Youth, and specially trained in guerrilla tactics. It even went so far as to establish front companies to ensure continued funding after occupation (all were discovered and shut down within eight months). Here is what they did.
What did the Werwolf do? They sniped. They mined roads. They poured sand into the gas tanks of jeeps. (Sugar was in short supply, no doubt.) They were especially feared for the "decapitation wires" they strung across roads. They poisoned food stocks and liquor. (The Russians had the biggest problem with this.) They committed arson, though perhaps less than they are credited with: every unexplained fire or explosion associated with a military installation tended to be blamed on the Werwolf. These activities slackened off within a few months of the capitulation on May 7, though incidents were reported as late as 1947.

What I am getting at is they are going to revalue the dinar to Isolate the insurgents economiclly and try to bring the bring the various Insurgent groups into the fold by offering amnesty to them. Then Us and Iraqi forces will deal with what is left over. The Werwolf insurgents eventually capitulated to the allies in the end just as the Iraqi insurgents will in the future.

The security council Resolution 1483
The DFI was established pursuant to United Nations Security Council Resolution 1483 and holds the proceeds of petroleum export sales from Iraq, as well as remaining balances from the UN Oil-for-Food Program and other frozen Iraqi funds. Disbursements from the DFI must be used for the benefit of the Iraqi people, and are directed by the Coalition Provisional Authority, in consultation with the Iraqi interim administration.

3rd pg #3. decides to extend 31 dec 2006 the arrangements established in paragraph 20 of the resolution 1483 for depositing into th delvopment fund for Iraq of proceeds from the export sales of petroleum, petroleum products, and natural gas.............................
#4 the Internationl advisory and monitoring board shall be reviewed at the request of the goverment of Iraq no later than 15, June 2006.
They met in June and extended the mandate until Dec 31, 2006.
This meeting in October will allow them to rescind resolution 1483 and Sign article VIII

Section 2. Avoidance of restrictions on current payments
(a) Subject to the provisions of Article VII, Section 3(b) and Article XIV, Section 2, no member shall, without the approval of the Fund, impose restrictions on the making of payments and transfers for current international transactions.
(b) Exchange contracts which involve the currency of any member and which are contrary to the exchange control regulations of that member maintained or imposed consistently with this Agreement shall be unenforceable in the territories of any member. In addition, members may, by mutual accord, cooperate in measures for the purpose of making the exchange control regulations of either member more effective, provided that such measures and regulations are consistent with this Agreement.
The Iamb has currency restrictions on Iraqs funds that come from Petroleum sales.. sec 2 a . Once these are lifted Iraq can trade Internationally.May the New Year bring hope & prosperity to all Iraq and for all of us!

Seems if there is tracking to be done these are the guys for the job, and Iraq may have their ducks lined up more than you think.
