Japan agrees loans to support Iraqi oil, agricultural sectors
Japan agreed to offer vital reconstruction loans to Iraq on Monday to help the war-torn country's oil and agriculture sectors, a news report said. Japanese officials said it would provide loans of around 169.3 million US dollars after meetings between Iraqi Oil Minister Hussain al-Shahristani and the Japanese trade and foreigh ministers.

Japan, Iraq agree to boost energy cooperation

Japan and Iraq agreed Tuesday [24 October] to boost cooperation in the energy field, with Japan expressing readiness to extend loans of up to 2.08bn yen for upgrading a refinery in Basra, southern Iraq, which the two nations believe will help narrow the supply-demand gap for oil products in Iraq.
Japanese Economy, Trade and Industry Minister Akira Amari and Iraqi Oil Minister Hussain al-Shahristani said in a communique issued after their meeting in Tokyo that they welcome Japanese companies' intention to help develop the oil and gas fields in Iraq while seeking a stable energy supply from the country.
"Iraq appreciated Japan's commitment to provide yen loans to the Engineering Services for the Basra Refinery Upgrading Project," the communique says.
"In addition Iraq expressed its hope that same measure be taken for the other two projects in the near future," it says, referring to the proposed Crude Oil Export Facility Rehabilitation Project and the LPG (liquefied petroleum gas) Value Chain Project.
"Japan, in turn, expressed its expectations that deepening the mutual cooperation in this area through these projects would help further the close relations of the two countries, including Japan's securing of its energy needs by participation in the development of oil and natural gas fields in Iraq," the document says.
The 2.08bn yen loan is part of the up to 3.5bn (410bn yen) worth of yen loans Japan pledged in October 2003 at a donors' conference in Madrid. As oil-related assistance, it is the first one to be extended from the pledged amount.
Calling Japan a "strategic partner" for Iraq, al-Shahristani said Japan's industrial capability and funds are vital for reconstruction of his country.
"We, Iraq, are committed to be the strategic suppliers of Japanese oil and LPG needs in the long term," he said at a news conference. "We are not exploiting enough for the time being. But this is only transitional."
Al-Shahristani also said Iraq plans to introduce a hydrocarbon law, which would allow major international companies to come and develop Iraq's vast oil and gas resources, by the year-end.
