Here is from the official website of the Coalition Provisional Authority (CPA) I cant say I understand exactly what is being said here except for the last question and answer is pretty clear cut. You will only be able to exchange the Dinar within Iraq! (does this mean you have to go to Iraq to exchange them? or open a bank account? And if so how would you desposit in a US bank?)
What are opinions on this???

Will the new currency be convertible into other currencies?
Yes. The new currency will be convertible into other currencies at the market exchange rate that prevails at that time.
Can dollars also be exchanged for new Iraqi dinars? What will be the conversion rate for dollars?
Dollars will not be converted directly into new dinars during the official exchange. Following the exchange, dollars will be convertible directly into new dinars at the market exchange rate. New dinars will also be convertible into dollars as well as other currencies at the market exchange rate.
Will it be possible to exchange currency outside of Iraq?
No. The only official currency exchange locations will be located within Iraq.

"The expert at the "Central", Majid Assuri, expected a remarkable improvement in the rate of the dinar, due to the low dollar exchange rate, over the next couple of months."

well all i can say is this...time will tell...i still think my investment in Iraq dinars will become reality way b4 pips is back and running...if at all....and as stated,i invested only what i could afford to lose...and nothing more..the same way i did with pips....even as it was tumbling down.....all i can say is go into it with open eyes...one day....maybe not as soon as we expect...but one day,the dinar will peg....and it will b a matter of time b4 we collect....and i have heard of banks in the U.S. that were buying and selling Iraqi dinars within the last 3 months....and the WORLD BANK is back and operating in Iraq again....these are positive signs in my opinion...no matter how unstable it is there now.....go dinars....Pat
