Pledges Iraq and the United States to work together to meet the demands of citizens crossed the Iraqi government has been clear on the issues which must find solutions during the time frame and take positive steps forward as a government representing the Iraqis and the United States supports fully support these efforts and will help to ensure the success of the efforts of the Iraqi government, and while both parties understand the difficulties facing the political process, the strong relationship will enable them to face the common challenges of this wa difficulties.
The United States will stand side of the Iraqi government and Iraqi government welcomes this attribution with uncles and continue to make progress in the projects of national reconciliation, economic progress and strengthening Iraqi security forces.

BAGHDAD, Iraq - After a tense week in U.S.-Iraqi relations, the prime minister and the U.S. ambassador issued a rare joint statement Friday in which
Iraq reaffirmed its commitment to a "good and strong" relationship with the United States.

The U.S. military, meanwhile, said a U.S. soldier died following combat in Diyala province northeast of the capital, raising to 97 the number of American forces killed in Iraq during October, now the fourth-deadliest month since the war began.
The soldier, assigned to the 3rd Brigade Combat Team, 1st Cavalry Division, was wounded in combat Thursday "and later died of wounds," the military said. At least 2,810 members of the U.S. military have died since the war began in 2003, according to an Associated Press count.
The joint statement said that Iraq "made clear the issues that must be resolved with timelines for them to take positive steps forward."
Prime Minister Nouri al-Maliki had issued several public statements this week declaring that the United States had no right to impose "timetables" on his government.
That contradicted Ambassador Zalmay Khalilzad's assertion that the al-Maliki government had already agreed to set timelines for curbing violence and solving other problems.
The statement was issued after the two men met "to discuss our ongoing efforts to bring peace and security to Iraq and create a better future for all Iraqis," the highly unusual joint statement said.
The U.S.-Iraqi relationship has come under considerable strain recently as Washington stepped up pressure on al-Maliki to move against Shiite militias and death squads that are believed to be conducting a wave of sectarian killings that has moved the nation toward civil war.
Al-Maliki has repeatedly said he would disband "illegal armed groups" but so far has taken little action.
In a bid to dampen speculation about souring U.S.-Iraqi ties, the statement declared:
"The government of Iraq is committed to a good and strong relationship with the U.S. government to work together toward a democratic, stable Iraq, and to confront the terrorist challenges in light of the strategic alliance between the two countries."
There also was rampant speculation in Baghdad that the United States was preparing to dump al-Maliki, who was the compromise candidate for prime minister from among the dominant Shiite Muslims in parliament. His government has been in power five months.
In an apparent bid to squelch the speculation, the statement said, "The United States will continue to stand by the Iraqi government."
The five-day trend toward diminished violence in the capital held Friday, the Muslim day of prayer, as a curfew kept vehicles off the streets through the middle of the day.
The quiet in Baghdad followed a day of bloody house-to-house fighting outside a chaotic city to the north in which 43 people were killed.
The U.S. military said the fighting between Sunni insurgents and Iraqi police near Baqouba, 35 miles northeast of Baghdad, killed one civilian and 24 police Thursday. U.S. troops later joined the fight, aiding in a counterattack in which 18 insurgents died, the military said.
Police fought back and U.S. troops nearby were diverted from another mission, assisted by air cover. Eight insurgents also were wounded and 27 others captured, the military said.
With rising American casualties adding to growing anti-war sentiment in the United States, U.S. leaders are eager to show that the Iraqi forces are rising to the challenge by controlling territory and inflicting casualties on militants.
Violence, especially sectarian attacks, spiked over Ramadan. The holy month, during which Muslims abstain from food, liquids, cigarettes and sex from dawn to dusk, ended on Sunday for Sunnis and Monday for Shiites.
Attacks typically rise during Ramadan, in part because some Muslims believe dying during the holiday bestows additional blessings in the afterlife. The end of the month is followed by Eid al-Fitr, a three-day holiday of feasting and visiting among relatives and friends.
Since Ramadan's end, killings in parts of Baghdad where security forces have established a firm presence have fallen by 10 percent to 20 percent, U.S. military spokesman Maj. Gen. William B. Caldwell said Thursday.
He speculated that was due to the holiday festivities, as well as massive deployment of U.S. troops in the capital to search for a missing Army linguist of Iraqi descent who was abducted while visiting relatives on Monday.
"We did in fact see a tremendous downturn in the number within our clear areas which we are trying to watch very closely," Caldwell said.
It wasn't clear whether the lull would add momentum to a two-month-old security drive in Baghdad that has yet to show obvious results. Elsewhere in Iraq, fighting has continued in recent days between security forces and insurgents, as well as between rival Shiite militias.
In another apparent sectarian attack, four people were killed and five wounded near Baqouba when gunmen fired on a van carrying Shiites home from the funeral of a relative in the holy city of Najaf, police said.
Fearing similar bloodshed, authorities extended a vehicle ban in the northern city of Mosul through Friday afternoon, following threats from Sunni gunmen. Fears were sparked after the men distributed leaflets at mosques on Thursday proclaiming the mixed Sunni-Kurdish city a part of an Islamic state declared earlier this month by an insurgent umbrella group, the Mujahedeen Shura Council.
While the insurgents' declaration has been viewed primarily as a propaganda move, fighters aligned with the Shura Council, which includes al-Qaida in Iraq, are suspected of involvement in recent deadly attacks in Mosul.
The city, 225 miles northwest of Baghdad, is a battleground between Sunni Arabs who were moved there by the former regime and members of the Kurdish minority native to the region.

May I suggest that you read the thread I posted written by paynes1 "Marshall Plan=International Compact"? A very good read, especially this part:

The International Comunity is offering the International Compact for Iraq
and the United States has been the driving force behind the debt forgiveness of the Paris Club and the War Reparations paid to Kuwait.
Since the US has a vested interest in seeing a Stable Iraq that can influence foreign Policy in the region I think the will be using Exchange Stabilization Fund of the US Treasury.

The bottom section of how the Esf operates is what needs to be read.
How much money can the US Spend on defending the Iraqi Dinars exchange rate?

As you can see there is alot of money in this fund.
You must also ask your self why was it so important that the secretary of the treasury attend all the meeting about Iraq?
Henry Paulson has done so.
My whole point bringing all this up about Marshall Plan is that there will be a high revalue in order to bring Iraq in line with other western friendly oil producing Nations. Its going to defy logic on how they can do such a high revalue with just 12 billion in reserves. The International Comunity especially the ones that forgave the debt will see that this happens.
The passing of the Fil is proof.

Iraq moves forward in negotiations for WTO accession

Iraq recently progressed in its ongoing bid for accession to the World Trade Organization (WTO) by submitting written responses to a host of questions raised by key members of the organization.
The questions focused on Iraq's agricultural regime, customs and tariff policies, privatization, intellectual property protection and enforcement, technical barriers to trade, as well as efforts to ensure good governance and fight corruption. The questions addressed the current state of affairs as well as future intentions of the Iraqi government in terms of regulatory and capacity-building reforms.
Since filing its application letter to join the world trade body in September 2004, the pace of Iraq's progress to date has matched and in some cases exceeded that of previously acceded countries.
The USAID-funded IZDIHAR project has contributed to this progress by providing training and technical assistance to Iraqi government officials focused on WTO accession. IZDIHAR worked with the ministries concerned and assisted in compiling and organizing the information needed for the responses.

I just got this info from a friend who lives in Florida. His son is an Army Ranger in Iraq.
1. He says his son says that the US Army is guarding the banks in Baghdad. No Iraqi police are stationed at or near the banks.
2. His son has been assigned several security missions out in the provinces securing and guarding "civilian personnel" who are employees of multi-national oil companies. Their people have been scoping out the best locations for drilling and exploring for oil. The Rangers keep all the insurgents away while they do their mapping of the sites.
3. Says activity out in the oil fields has picked up significantly in the past 45 days.
4. More info forthcoming, I just has to hang up with him because his son just called him from Iraq. I'll let you know more when he calls back with the report.

Not to say this isnt the case i will say that this is a serious contradiction to the army rangers mission ( use to be one myself ) but hell the armys changed since i left so who knows ... guarding the banks i can see ( vital to the government ) but the security detail.... i dont knowLast edited by phiberoptik; 27-10-2006 at 09:57 PM.

Saudi quashes currency revaluation rumours
RIYADH: The Saudi riyal slipped versus the dollar yesterday after the central bank dismissed as baseless speculation it would revalue the kingdom's currency. The riyal rose to a 5-1/2 month high against the dollar on Monday amid speculation it would be revalued over the Eid holidays.
It traded up to 3.7420 per dollar, its highest since early May as investors bet Saudi Arabia would regrade its currency in line with a move by Kuwait that month.
"There is no intention to change the exchange rate," Saudi Arabian Monetary Agency (Sama) governor Hamad Saud Al Sayyari said.
"The current exchange rate is fair and member states of the GCC are committed to maintain the current exchange rates of (their respective) currencies."
His comments pushed the riyal down to trade near 3.75 against the dollar, the level at which it is pegged to the greenback.
Economists said the main hurdle for revaluation was that it would have to be closely coordinated with other members of the GCC, which plans a regional monetary union in 2010.
"All of the GCC states will keep their currency levels fixed until we have moved closer to the currency union in the Gulf, even though one clearly could argue for a tightening of monetary conditions in most Gulf states including Saudi Arabia," said Lars Christensen, senior analyst at Danske Bank in Copenhagen.
"One should however also note that the need for monetary tightening has eased with the drop in oil prices."
A Riyadh-based analyst said Monday's speculation appeared to have been sparked by growing orders for the riyal ahead of the annual Haj pilgrimage, due to start in late December.
"It's a seasonal thing. Whenever the Haj nears, demand on the riyal surges mainly from banks in the Muslim world," said the analyst.
"Some of these banks, for instance in Egypt, charge fat margins on the sale of the riyal to pilgrims, so they can afford to pay a relatively high price for its purchase," the analyst said.
Sayyari said Saudi Arabia, the world's top oil exporter, was enjoying strong economic growth with low inflation. "Based on these indicators, nothing justifies changing the exchange rate of the riyal," he said.
Sama's deputy governor, Mohammed Al-Jasser, made similar comments.
"These (revaluation) rumours are totally baseless and there is no objective justification to revalue the riyal exchange rate," he said.
Saudi inflation is lower than that of neighbours such as the UAE - it stood at 2.2pc in July.
There has been intense speculation about a revaluation since Kuwait allowed its dinar, a more flexible currency than the Saudi riyal, to appreciate against the dollar in May.
