    Pentagon : the escalation of violence in Iraq linked to Al-Qaida trying to influence the American elections

    well, im figurin they need that dinar revalued BEFORE they introduce that FIL to the world and the oil law to the world and they didnt really say anything about the fil being enacted until the forex was about done for the week. now everybody knows the fil is a comin round the bend like a speeding bullet, that forex opens and it will be 'rush to buy dinar' time.

    umm not that i remember but i do recall them guarding oil wells on the basis of it being part of the infrastructure.. so maybe thats the case here

    The Halliburton subsidiary that provides food, shelter and other logistics to U.S. troops in Iraq and Afghanistan exploited federal regulations to hide details on its contract performance, according to a report released Friday.

    The special inspector general for Iraq reconstruction found that Halliburton's Kellogg, Brown & Root Services routinely marked all information it gave to the government as proprietary, whether it was or not. The government promises not to disclose proprietary data so a company's most valuable information is not divulged to its competitors.

    By marking all information proprietary — including such normally releasable data as labor rates — the company abused federal regulations, the report says.

    In effect, Kellogg, Brown & Root turned the regulations "into a mechanism to prevent the government from releasing normally transparent information, thus potentially hindering competition and oversight."

    Halliburton spokeswoman Cathy Mann said that since the current contract is being reviewed and may be divided among several contractors, "It is clearly appropriate to mark data as proprietary that could potentially be used for competitive purposes" as would be the case in any new contract.

    She said such proprietary markings have been used on a majority of the data for at least the last decade, and the company will work with the military on matters outlined in the interim report as the final audit is completed.

    The Iraq reconstruction audits have routinely found significant problems with contracting and rebuilding in the country, ranging from high costs for security and overhead to alleged fraud and lack of oversight.

    Sen. Byron Dorgan (news, bio, voting record) of North Dakota, chairman of the Democratic Policy Committee, said that in 13 oversight hearings on the war in Iraq the committee found more than $1 billion in waste, fraud, abuse and what it called "shoddy work" by contractors.

    "I'm convinced that this is the most significant waste, fraud and abuse in the history of this country," Dorgan said.

    If the Democrats take control of the Senate, he said, they will launch oversight hearings on war matters ranging from faulty intelligence leading up to the war to wrongdoing by contractors.

    today i called bank of america to ask about exchanging iraqi dinar in kansas city missouri. they said that they don't buy or exchange iragi dinar although earlier this week i spoke to another person there that knew exactly what i was talking about and today i spoke to someone else there and they had no clue. then later another branch of b of a called me back and said that they have refered others to united missouri bank, umb is where i have been purchasing my dinar, but they have a three week turn around time and the rate you take it in that day is not what you get, its when they finnally process your exchange, then on that day, that is the rate you'll receive. is it that b of a just may not be selling or exchanging in this area? does anyone know where you might be able to go for a quicker smoother turn around when you go to exchange dinar?

    Former US Democratic president Jimmy Carter called for US troops to be "totally" withdrawn from Iraq "within the next year or so."

    Carter's comments come one day after the number of US soldiers killed in Iraq hit 96 in the first three and a half weeks of October, the highest monthly toll in a year.

    "I would personally like to see US troops out of Iraq within the next year or so," said Carter, who won the 2002 Nobel Peace Prize.

    "I don't think so far there's ever been any commitment from our government in Washington ever to totally withdraw from (the) Iraq military. I would like to see that commitment made," Carter told reporters in the Indian capital.

    US President George Bush said earlier this week in Washington that US troops would not be withdrawn "until the job is down" despite concern among Americans over mounting US casualties.

    Carter, who served as president from 1977-1981, said that before their withdrawal, US troops should be moved away from the Iraqi capital Baghdad.

    "I would like to see US troops being withdrawn from the center of violence to more remote areas where they could be stationed and called upon to maintain security for the country," said Carter, visiting India for a charity project.

    Carter, on his first trip to India in almost three decades, also called for an international conference to obtain global support for Iraq's development after a US withdrawal.

    "We should convene a major conference of all nations interested in the future of Iraq," said Carter, who was due to meet Indian Prime Minister Manmohan Singh later Friday.

    Those invited should include the Gulf states, Iran, Syria, Saudi Arabia, Japan, Russia, the United States, Canada, France and Britain, he said.

    Carter also took aim at the Bush administration over North Korea's nuclear test earlier this month.

    He blamed North Korea's decision to stage the test partly on what he said was the Bush administration's move to abandon a dialogue process he helped initiate in the 1990s on behalf of former Democratic president Bill Clinton.

    "Instead of having direct bilateral talks, which I initiated, they shifted to six-nation talks," said Carter.

    "I think this has been the wrong approach to North Korea."

    The former president and his wife, Rosalynn Smith Carter, were in India for a weeklong charity project to help build 100 homes for poor families.

    The construction effort was run by Habitat for Humanity which builds homes around the world with the help of volunteers.
