Article (138) : Laws and judicial rulings are issued in the name of the people. Article (139):Laws are published in the official gazette, and are in effect from the publishing date as long as it is not legislated otherwise.
Article (140): Legislation remains in effect as long as it is not nullified or amended in accordance to the rules of this constitution5th - (a) Laws and resolutions passed by the Council of Representatives are sent to the Presidential Council for approval by unanimity, to be issued within 10 days of the date of their arrival at the council.Article (150): Laws legislated in Kurdistan since 1992 remain in effect, and decisions made by the government of the Kurdistan region - including contracts and court decisions - are effective unless they are voided or amended according to the laws of the Kurdistan region by the concerned body, as long as they are not against the constitution
we know when it went to tali for approval, and thats the presidential council.
and according to the constitution the passing of the oil law in kurdistan would be in violation of the constitution IF there were no stipulation to oil investment in there YET.Last edited by shotgunsusie; 28-10-2006 at 01:36 AM.

Good Point, But.
Very good point of view IMHO. But with the black market where it is and the IMF and US treasury propping it up, I think that they have to be at least at parity with the neighboring countries. I think the fact that most of us little fish will rush in and cash out is part of the equation already. In addition, once we do, the big fish will jump in the pond and absorb some of the hit. They can sit and wait for another 3 to 4 years.

Very Good Point!
I did not think of this until I saw your post. But my main concern would be the leadership (brass) booking first. They obviously have more knowledge of the opportunity and the means to buy than the standard enlisted soldier. That would concern me a bit. I have been out 20 years so I am sure things have changed a bit, but you still need that experience to have an effective force. I was an NCO by the way.
Thanks for the post and your service!
