Basra oil exports return to normal

What is everyones understanding of posts 304 & 305.. ? Parts sound good but other parts sound like theres alot of work still necessary for international services... is it possibly referring to just a few of their banks.. I was under the impression that this 10 day shut down of their banks would be used to get their banks up to international standards and linked together..so hopefully when they open this week ... all is ready to go?
