High demand for the dollar ERA Iraqi Central

The Central Bank of Iraq said that the demand for the dollar recorded in the first session today, Sunday, a big rise in the exchange rate also increased the American currency at the expense of the Iraqi dinar.
According to a statement received by the central news agency (Voices of Iraq) independent copy of the record volume of demand in today's sitting 61 million and 420 thousand dollars, up from 43 million a hearing Thursday before last.
The dollar rose to 1471 IQD 1470 dinars during the previous meeting, The Central cover all procurement requests, which were spread between 34 million and 580 thousand dollars in cash and 26 million and 840 thousand dollars in the form of remittances outside the country.
The meetings of the Iraqi Central Bank to sell the dollar for 10 days due to holiday of Eid al-Fitr.

The National Reconciliation Conference begins its work in London today
London-particularly the "Hamad"
Starts in London and the Irish Center Hall in the Hammersmith London Sunday morning Iraqi national reconciliation conference sponsored by the Ministry of the Iraqi national dialogue. It will also participate in the conference representatives of the parties and political forces in Iraq in addition to the various political and religious figures.
The Conference will be opened by the Minister of the Iraqi National Dialogue Akram Hakim
Participants in the conference also Mr. Hamid al paper on the role of media in the Iraqi national reconciliation.
It is noteworthy that the Iraqi Ministry of National Dialogue, a newly created Ministry, have organized a number of conferences in and outside Iraq for the unification of the Iraqis behind the national constants and to renounce violence, sectarian and religious discrimination.

I'm not sure Raditz...I thought it puzzling too. Unless it has something to do with what was posted on the CBI site...
Cash amounts sold to the bank and its customers were USD(34.580.000) at a rate of (1471+1+10=1482) IQD\USD .
The amount sold to make transfers abroad was USD (26.570.000) at a rate of (1471-2)+ one dinar as a bank fee and exempt the transferred amount from conversion fee.
Which the +10 thing is new isn't it? Also the stopping of the auction for 10 days makes no sense either...it hasn't been 10 days since the last auction! Something seems amiss!

Wow! really confusing, especially the reopening of the auctions which I assumed would be stopped.
The next confusing thing is the statement of the dollar rise to 1471 from 1470, why was this not a concern when it rose to 1473 and there was 73 million in action on 10/8? These people need to get their business together and quick.

Iraqi central bank sells $61.420 million to meet high demand

Baghdad, Oct 29, (VOI) – Demand for the U.S. dollar was higher in Iraq’s Central Bank auction on Sunday after a ten-day-recess during the Eid al-Fitr vacation at the end of the holy Muslim fasting month of Ramadam.
The demand for the U.S. dollar jumped to $61.420 million on Sunday from $43 million in the previous session.
Banks bid for $34.580 million in cash and $26.480 million in transfers abroad, the central bank said in a statement.
It said the bank covered all demand at 1,471 dinars a dollar, one dinar higher than the previous session.
None of the banks that participated in the auction offered to sell dollars.
I went and checked the CBI chart- I don't see a 10 day recess.
There were 6 consecutive days from the 23rd to the 28th.
Other no auction days for the month were all Friday/Saturday (10/6-7; 10/13-14; 10/20-21)
