re-reading this indicates to me that they will indeed hand out at the banks but are correcting the fears of citizens by placing the heavy guards as weve heard. they were going to hand out by agents, and that was too dangerous, so they decided at banks, but people were freakin about safety, so they have had to implement a different approach is all.
