Why, after the law forming regions?

Finally, the parliament passed the law two weeks ago the executive procedures for the formation of regions by simple majority and rejected, and boycotted some parliamentary blocs abstained from voting. That is the whole democratic process where there was no unanimity on is not rare. Importantly, the Iraqi Parliament grant the Iraqi people the opportunity to benefit from the formation of regions as approved after a year and a half from now. If the corridors of political and parliamentary had been busy in the last month heated debates on the project to pass That issue had a close and is now a reality. We start in a new prospects contribute to the healing and less fragmentation of effort. In this context, we recall the facts on the project.
The principle of federalism established by the Constitution and the people voted for it, leaving the details to Parliament. There is no doubt that the federal system has demonstrated its usefulness in communities with racial and ethnic diversity to promote the principle of participation and citizenship. There are no fewer than 40% of the world's population is engaged in the latest types of federal system and the different times in different countries and circumstances from South Africa, through Spain, ending Canada. Where Canada is the strongest application of the federation.
In a review of the experiences of these people, we find that time was an important factor in the gradual application of the federal principle of division of powers and wealth. We recall that federalism can grow only in the atmosphere of democracy and nurtured not become like a disabled person. Whenever a deepened democratic practices in the community was the way to choose the most popular option federal possibility of growth and sustainability. What matters which must be emphasized that democracy is the basis for the political process, federalism is a horizontal axis for the sharing of power and wealth between the center and regions . We must also recall that the experiences of other peoples failed in the application of federal, such as Pakistan and Nigeria.
The experience of Spain colossal worthy of study has lived in a totalitarian regime until 1978 and since then has approved the federal grant, but the freedom to own in the territories when the conditions required and the desire of its citizens has organized at the outset only three northern states of being and becoming Aktheransjama States External successively until the number of regions so far nearly 17 provinces and removed mandates irregular territory in the form of the lack of conditions for their realization. The primary motive for the States to engage in the territories to reduce the asymmetry in privileges between the territory and maintain.
The federal system for the most part is a prescription for the treatment of diverse societies that have suffered from a centralized system murderer monopoly power and wealth together and deprive others and of course can not several integrated system, but the best means available have the flexibility to develop as a dynamic flexible. There is no doubt that the Iraqis suffered enormously from the central system over the past decades and has made them more deprivation, oppression and daily today looking forward to steps in the political system would prevent the return of dictatorship and contribute to the compensation deprivation and feed them Delight real citizenship and participation on the basis of justice and equality and must therefore pw Mel motion on the application of the project that achieves the aspirations and seeks to strengthen ties between the components of the people. Despite the clarity of these introductions to most parliamentary blocs but some reservation from voting or boycott reflects different visions :
Nearly half of Parliament strongly believes that the draft determination and federalism is the best way to ensure the interests of the people and not invest stabilization project in this period will make it difficult to achieve the future and that the Constitution leaves the choice of the people on the details and the law of executive procedures for the formation of the Non step in this project Mateb Afterward steps will lay the sons of the provinces.
Some agreed in principle, but differ in the timing and how, the fact that the fears and concerns underlying the backlog created by the political and security situation in the country which calls for careful in initiating this system, as is likely in light of the changes to increase the tension between Iraqi factions, and some believe that federalism should be widely governorates to avoid sensitivity among the provinces. and others believe if we had to let the federal application on the basis only of any ethnic Arabs and Kurds.
The other party believes that the draft federal project to divide Iraq and not a project for unification and call into question the intentions of putting the project already and that would put Iraq under the tutelage and influence of outside party without the other.
Fears need to be safeguards : the source of these concerns and fears raised by the party last of the draft federal regardless of the details due to one of two interlinked economic and other political. There are strong concerns that some of Iraq's provinces monopolize the oil wealth will become a cause of economic disadvantage to other provinces. .And certainly sufficient knowledge of the geographical distribution of wealth Alhidrukabuneh in the governorates will remove many of the concerns addressed in terms of the governorate of oil or gas field, as well as the promising prospects of oil in the western regions. This hand On the other hand, there are many Iraqi parties as they grimly take the measure politically and cope with a sharp apprehension of regional countries in this project to find a political challenge for the future of Iraq and its unity as the obsessive future impacts on the ground and the subsequent repercussions effects outside Iraq and therefore paid by standing negative m n the project.
These problems must orientation serious and effective action to address them to absorb the serious concern and misgivings at both internal and external to the project becomes a partnership with the Iraqis and not the cause of mutilated. .Therefore, we work to provide guarantees economic, political, administrative and cultural rights so as to realize the essence of the project and the safety of future federal Iraq.
Economic security : The ownership and management of the existing oil fields as well as the distribution of revenues, was dealt with the constitutionally articles 111, 112 and I am not here to debate about the contents of material, but what I am trying to focus on a distribution of the proceeds of these imports on the people of equitable manner with the use of the criteria contained in paragraph : population density standard and the standard of denial that has afflicted provinces and regions affected by the former regime and the standard of the damage after that and also important in this paragraph is that the criteria mentioned in the constitutional distribution of the proceeds should lead to achieving balanced development of the various regions in the country. So the proceeds of wealth must strike a balance developmentally without discrimination throughout the country. This balance in the parliament, the main development in ensuring the distribution of proceeds so as to guarantee the allocation of a fair share of the regions and governorates enough to do its duty and the responsibility of taking into consideration the resources and needs and the proportion of the population as indicated in paragraph 3 of Article 121 of the Constitution.
This constitutional guarantee, but we walk for a balanced way to pay reassured the hearts of Iraqis imperative for the House of Representatives to speed up the provision of a law that regulates the distribution of oil revenues, the manner in which to achieve a balance in development in a just and create a general feeling of the Iraqis distributive justice.
This step is one of safety valves to raise the concerns of deprivation and injustice is expected to occur as a result of the formation of regions. In the same context that speeding up the discussion of the law of oil and gas and urged him to draw the features of Parliament oil wealth so as to realize the optimum exploitation of the wealth of the participation and advice of the federal government, provincial governments. So we are facing two basic steps : oil wealth management and revenue management. These tasks need to be regulated by law in carrying Madamninh achieve fairness and justice in the distribution and professional management for the benefit of all the Iraqi people.

National security adviser Hadley in Iraq for talks
    By Sinan Salaheddin
    The Associated Press
BAGHDAD, Iraq – National Security Adviser Stephen Hadley met today with his Iraqi counterpart and Prime Minister Nouri al-Maliki to discuss military and political coordination during an unannounced visit to Baghdad.
The past several days have been a particularly rough patch for U.S.-Iraqi ties, with al-Maliki repeatedly declaring the United States was trying to impose timelines for progress without first seeking his approval. At one point, he said he was a friend of the United States, but "I am not America's man in Iraq."
The Bush administration has sought to down play any serious dispute and said Hadley was not on a fence-mending mission.
Hadley's meeting with Mouwafak al-Rubaie and al-Maliki was to follow up on a decision to form a joint commission to coordinate U.S.-Iraqi relations, especially military activity, the Iraqi government said.
The commission was established in a video conference Saturday between President Bush and al-Maliki, who has issued a series of critical statements about U.S. policy in Iraq in the past week.
"The two sides discussed the work of the committee, which was agreed to between the prime minister and the American president and is designed to coordinate development of the Iraqi security forces and expedite military training, reconciliation among Iraqis and the war against terrorism," the statement said.
Hadley was accompanied in the talks by U.S. Ambassador Zalmay Khalilzad.
In a snippet of conversation heard on a videotape of the beginning of the meeting, Hadley said, "I wanted to reinforce some of the things you have heard from our president."
Hadley's trip was not announced in advance in keeping with security precautions taken for visits to Baghdad by senior U.S. officials, said Gordon Johndroe, spokesman for the National Security Council in Washington.
Johndroe said Hadley's visit was not a fence-mending effort to deal with strains between Washington and Baghdad.
the ground from the political, economic and security fronts."
Added White House spokeswoman Dana Perino: "I think that the press reports about the relationship being sensitive are overblown."
Perino, speaking aboard Air Force One today as Bush traveled for campaign appearances, said "it was a good time" for Hadley to make the trip.
She described it as part of an ongoing assessment involving U.S and Iraqi officials.
Perino also said it was important that a senior U.S. official get a good look at things.
"While the logistics are difficult, anytime you can have a face-to-face meeting with your partner or your colleague, that can help facilitate conversation and it also gives Mr. Hadley a good chance to be on the ground to assess things and be able to report back to the president," she said.
Perino also said the trip had been in the planning for 21/2 months and that Hadley wanted to go on a solo trip as early as June.

Hey Mom, If you hold your investment less than 1 year and a day then you could pay up to 35%, if you hold it for one year and a Day then the Capital gains is 15%. So if you have had it for less than the year cash in enough to get your investment back and to get your party started,LOL. Then pay that rate on that smaller amount then wait till you have had it for the year and a day then it will be higher in value for one thing plus you will only have to pay the 15% then. The IRS has a task force looking into off shore trusts ect. Its not worth it to end up being in the same cell with Richard Hatch. LOL Im going to pay the 15% and grin all the way to the bank, and never have to look over my back.

If you take your Dinar out of your Safety deposit bok, walk to the teller they exchange it and apply it to your accounts, you will not leave the bank with that kind of cash that you would have to worry like that, or hire "Goldraker" either.
