    No, the hydrocarbon law just has to be passed and enacted in its own rights like the fil. Article V111 lifts off all the restrictions on the dinar it currently has and makes it fully convertible and similar to say the pound, dollar etc.

    Now it could well be the hydrocarbon law has already been done but not announced, very possible.

    Article V111 and enacted FIL are the biggies as they go hand in hand with a reval as it will then be an international currency we will soon see traded on the Forex etc....

    At this point I don't think it matters what rate it opens at as the countries are queueing up to invest. And once the hydrocarbon law is enacted that rate will go so much higher with all the big oil companies investing.

    We just need to start the ball rolling.

    Did you notice in some of the pictures towards the bottom of the page of pictures from the meeting that there are people seated at tables signing papers....there are 2 at each table...just wondering if MAYBEEEEEEEE with a little luck they are signing article VIII....gotta' keep the faith!!!
